STREET NAME CHANGE FOR WASHINGTON, MISSION, AND CITRUS AVENUES BETWEEN LINCOLN AVENUE AND EAST VALLEY PARKWAY - SEE MAP BELOW (CASE FILE PHG 08-0020)
REQUEST: The proposed renaming of portions of Washington, Mission, and Citrus Avenues to El Norte Parkway, Oakwood Creek Way/Glen, and Tangelo Place. The renaming of these streets would establish a single name for the road between Lincoln Avenue and East Valley Parkway to provide a consistent street name for this span of roadway and facilitate emergency service response.

Proposed Sand Mitigation Fee and the Land Lease/Recreation Fee
The City of Solana Beach will conduct a Public Informational Workshop to answer questions about the City's current project to develop a Sand Mitigation Fee and a Land Lease/Recreation Fee to mitigate the potential effects of seawalls and other bluff retention device projects.

This meeting will be the first of several public meetings planned to occur during the development of these fee programs over the next nine to twelve months.
Implementation of these fee programs is a key element of the City's June 2008 Land Use Plan. The fees will be collected by the City and will be used to reduce potential effects of bluff retention devices greater than 200 square feet in size on sand supply and public recreation. The principal components of this fee structure include: 1) A Sand Mitigation Fee; 2) A Land Lease/Recreation Fee; and 3) Offsetting factors relating to the public benefits associated with a Substantial Infill and/or Coastal Structure. The City is currently assessing all bluff retention device applicants with a $1,000.00 per linear foot fee deposit to be applied toward the impact fees once finalized. The City has hired a team of experts to assist the City in the development of a reliable fee methodology that can accurately and fairly determine net mitigation fees. The formulation of a fee methodology to offset these types of impacts is a new endeavor, which no other city in California has attempted to date.

4 FEDERAL FUNDING - This project is being financed with Community Development Block Grant funds from the U.S. Department of Housing and Urban Development (24 CFR Part 570) and subject to certain requirements including payment of Federal prevailing wages, compliance with "Section 3" Affirmative Action Requirements, Executive Order #11246, and others. The aforementioned is described in the "Special Federal Provisions" section of the bid document. Additional information pertaining to the Federal requirements is on file with the County of Riverside Economic Development Agency.
PREVAILING WAGES - Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates, including the per diem wages applicable to the work, and for holiday and overtime work, including employer payments for health and welfare, pension, vacation, and similar purposes, in the County of Riverside in which the work is to be done, have been determined by the Director of the Department of Industrial Relations, State of California. These wages are set forth in the General Prevailing Wage Rates for this project, available from the California Department of Industrial Relations' Internet web site at www.dir.ca.gov. Future effective prevailing wage rates which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates.
The Federal minimum wage rate requirements as predetermined by the Secretary of Labor are set forth in the books issued for bidding purposes, referred to herein as Project Bid Documents (Special Federal Provisions - Exhibit "C"), and in copies of this book which may be examined at the office described above where the project plans, special provisions, and proposal forms may be seen. Addenda to modify the minimum wage rates, if necessary, will be issued to holders of the Project Bid Documents.
5 The successful bidder shall be required to furnish a labor and materials bond and a faithful performance bond in the amount of one hundred percent (100%) of the amount of the Contract.
6 Pursuant to Section 4590 of the Government Code of the State of California, the Contract will contain provisions permitting the successful bidder to substitute securities for any monies withheld by the City of Temecula to ensure performance under the Contract.

8 The work to be done consists of furnishing all materials, equipment, tools, labor, and incidentals as required by the Plans, Specifications, and Contract Documents for the above stated project. The general items of work to be done hereunder consist of:
This Project consists of the construction of a 3500+ square foot, single story, wood frame building. The buildings exterior will be fiber cement siding with a standing seam metal roof. The interior will have office space, an activity room and public restrooms. The site work will include all wet and dry utilities, below ground drainage systems, CMU block utility enclosure, concrete, interlocking pavers, asphalt parking areas and landscape.
The Engineer's estimate for the proposed project is $1,500,000.
9 The City Council reserves the right to reject any or all bids, to delete portions of the work, or to waive any defect or informality in any bid received.
10 The Low Bidder will attend a meeting with the Riverside County EDA and the City of Temecula prior to award of the contract. At this meeting the EDA will review affirmative action requirements for this project.

The Riverside County Planning Department has determined that the above project will not have a significant effect on the environment and has recommended adoption of a mitigated negative declaration.
