Calavera homes, condos win OK

CARLSBAD ---- Two new projects which will add 115 single-family homes and 135 condominiums to the Calavera Hills area easily won unanimous City Council approval this week.
Both by developer Corky McMillin Co., the projects are part of the 300-acre second phase of the Calavera Hills developments, which will eventually include about 700 homes, condominiums and apartments.
The first winning an OK from the council Tuesday is a condominium project on the east side of an extension of College Boulevard now under construction south of Carlsbad Village Drive.
Officials said more than 41 acres of the 61-acre site will be preserved as natural wildlife habitat with hiking paths connecting to the citywide trails system.
The condos will range from 1,350 to 1,550 square feet in 26 buildings with private two-car garages and a large, centralized recreation area.
"I'm very pleased with this," said Councilwoman Ann Kulchin, who said the original master plan for the development could have allowed 179 units.
The second project on 52 acres is west of the College Boulevard extension and south of Carlsbad Village Drive.
City officials said the project will comply with new "livable streets" and "livable communities" standards adopted by the City Council last year which require narrow, tree-lined streets, a mix of one- and two-story homes, a wide range of architectural styles, porches, decks and recreational facilities.
The project includes homes ranging from 2,050-square-foot single-story to 3,300-square-foot two-story units.
The project will also include a swimming pool and neighborhood park with picnic facilities.
Councilwoman Ramona Finnila said she was pleased the project would include single-story homes.
"I hear from residents that at a certain point in their lives, they really don't want to live in a two-story home.
The developer is being required to pay to extend College Boulevard south from Carlsbad Village Drive, and Cannon Road north from El Camino Real to link with College.
The $19 million, 1.7-mile road project is to be completed by April 2004. Carlsbad officials have said barricades on College Boulevard at the Oceanside-Carlsbad border will be removed once the road project is finished and open.
Corky McMillin spokesman Brian Millich said the road projects are under way, and "we are actually beating our schedule."
