Cost of illegal immigration in California estimated at nearly $9 billion

California's nearly 3 million illegal immigrants cost taxpayers nearly $9 billion each year, according to a new report released last week by the Federation for American Immigration Reform, a Washington, D.C.-based group that promotes stricter immigration policies.
Educating the children of illegal immigrants is the largest cost, estimated at $7.7 billion each year, according to the report. Medical care for illegal immigrants and incarceration of those who have committed crimes are the next two largest expenses measured in the study, the author said.
Pro-immigrant groups and Latino researchers dispute the federation's findings, calling them biased and incomplete.
Jack Martin, who wrote the report, said Thursday that the $9 billion figure does not include other expenses that are difficult to measure, such as special English instruction, school lunch programs, and welfare benefits for American workers displaced by illegal immigrant workers.
"It's a bottom of the range number," Martin said.
The federation is one of the nation's leading lobbying groups aimed at curbing immigration into the country.
Authors of the report say it culls information from the U.S. Census and other studies addressing the cost of illegal immigration into the country to draw its conclusions.
Gerardo Gonzalez, director of Cal State San Marcos' National Latino Research Center, which compiles data on Latinos, criticized the report. He said it does not measure some of the contributions that immigrants make to the state's economy.
"Beyond taxes, these workers' production and spending contribute to California's economy, especially the agricultural sector," Gonzalez said.
Immigrants, both legal and illegal, are the backbone of the state's nearly $28 billion-a-year agricultural industry, Gonzalez and other researchers say.
More than two-thirds of the estimated 340,000 agriculture workers in California are noncitizens, most of whom are believed to be illegal immigrants, according to a 1998 study on farmworkers prepared for the state Legislature.
Local farmers say migrant farmworkers are critical to their businesses, and without them they would have to close their farms or move their operations overseas.
Martin disagrees. He said illegal immigrants displace American workers by taking low-skilled jobs, keep wages low by creating an overabundance of workers and stifle innovation by reducing the need for mechanized labor.
"The product of the illegal immigrant is not included (in the report) because if that is an essential product it will get done one way or another," Martin said. Employers "would have to pay better wages or invest money on mechanization."
Martin's study looks specifically at the costs of educating illegal immigrants' children, providing medical care to illegal immigrants and jailing those convicted of committing crimes. The report estimates the total cost at $10.5 billion each year, but that is offset by about $1.7 billion in taxes that illegal immigrants pay.
The study assumes that there are about 1 million children of illegal immigrant parents in California, or about 15 percent of the state's K-12 school enrolled population. The estimate is based on a 1994 study by the Urban Institute that concluded there were 307,000 illegal immigrant children enrolled in the state's public schools.
Martin also added an estimate of 597,000 U.S.-born children whose parents are illegal immigrants arriving at a total of 1,022,000 children. Multiplying the number of children by the estimated $7,577 the state spends on average per pupil, the study arrived at the $7.7 billion figure.
Including the number of U.S.-born children in the study is one of the reasons pro-immigrant groups said the study is biased.
"I think FAIR is without doubt an extremist organization that tries to portray itself as a mainstream group," said Christian Ramirez, director of the San Diego office of the American Friends Service Committee, an advocate group for legal and illegal immigrants.
The study's author defended the report, saying that the children were born in the United States as a result of their parents' illegal entry into the country.
"In no way does the report identify them as different kinds of citizens, because they would not have been born in the U.S. had their parents not come into the country illegally," Martin said.
To arrive at the cost of providing health care to illegal immigrants, the federation's study used an earlier 2000 analysis of health expenses paid by border counties that concluded the state spent $908 million on medical care for immigrants.
Martin said he adjusted the 2000 figure for increases in the population and inflation on the cost of providing health care and estimated that the state will spend about $1.4 billion in 2004.
The report also estimated that the state will spend another $1.4 billion to jail the 48,000 illegal immigrants in state prisons. California is compensated by the federal government to offset the cost of housing this population, but the federal payments were a fraction, about $111 million, of the total cost, Martin said.
To figure out the contributions that this immigrant population makes in taxes, the federation's study said it adjusted the Urban Institute's study estimates of $732 million for population increases and concluded that they contribute about $1.7 billion in sales, income and property taxes.
A similar study conducted by the Center for Immigration Studies in Washington, D.C., and released in August, said that illegal immigrants cost the federal government $10 billion more than they pay in taxes.
The federal government pays about $2.2 billion in medical treatment for uninsured immigrants, according to the report. It pays $1.9 billion in food assistance programs, such as food stamps and school lunches, for low-income families. And it pays $1.4 billion in aid to schools that educate illegal immigrant children.
Martin said states bear most of the cost of illegal immigration.
"State costs are much higher on a per capita basis because of the fact that the largest expenses are medical care and education and those are borne at the local level, not the federal," Martin said.

Most of the children of illegal immigrants are legal citizens because they were born here, so you can’t say that all children are Illegal immigrants too and are taking our education or medical benefits. Also if you deport their parents then you are affecting our legal citizen children. The children have no one to speak for them.

Give them a choice, take the kids back to their country or leave them here and put them up for adoption. Rewarding illegals will just continue to increase the problem we have. Right now there are only a few of us that (through income and various tax') have to pay for the services mentioned (medical, education, incarceration, etc, etc.). I feel that eliminating income tax altogether and increase tax' on Gas, food, alcohol, rent and the things we all (immigrants included)use; then we would all share in this burden, and be less an expense on the current tax payers. I read a while back that the early immigrants in our fine society left after a while because they simply couldn't afford to live here - we need to examine this and how we can all share in helping each other, then if it is too cumbersome, they can leave; but by staying they can feel that good because they contribute as well.

He remains illegal because he cannot get paid enough to file for residency. Maybe if we lowered this fee we could get more people processed and either be allowed to stay or transported back. Until then...It is our problem and it doesn't hurt to take care of people in need from time to time.

During harvest season, I would work in the feilds to make extra money. Not one illegal immigrant. There was no hourly wage. We were paid by the bushel. I also mowed lawns and did yard work for my neighbors year around. These are the jobs we could reclaim. Here is the two headed monster we could slay. One head being the burden of supporting illegal imigrants and the other is strengthening the social fabric of our society. How many of you have kids that hang out at the mall or sit around and play video games all day? Of course there will be an increase in kids doing drugs and drinking. They are bored stiff. Give the youth a goal and solid life experience. These work opportunities are available to our children in the suburbs as well.

Americans aren't stupid, their actually smart because they know how to play the system. I would rather put my hard earned money into an illegal immigrant who has plans to go to college, get a degree, and be someone in the work environment, than to give it to a lazy person that's legal and does nothing with their life! There is no true way to know the real costs or benefits of illegal immigrants. We need to look at REALISTIC solutions. Trying to capture and deport some 11 million plus illegal immigrants is NOT realistic. It will NEVER happen. Many also fail to realize the number of defacto illegal immigrants. My American friend's husband of 2 years is currently not here legally. They are in the process of getting the paperwork done but as it stands now he has to leave the country for about a year. After which he can return and eventually become a U.S. citizen. They are waiting to see if congress will change the law so he can remain here. If he does have to go, he will but his wife who is PREGNANT with their first child will have to raise their child alone for the year and she will be sending money to Mexico to help him. So who ends up suffering the most, the wife and the child! She is considering leaving the country for that time period also but does not want to leave her teaching position and stop working on her masters. They pay taxes, have health insurance, and do absolutely everything legally. So many people think that illegals are abusing the system and costing us billions but the picture is so much more than that. I also know a few people whose parent's brought them here when they were infants. They are now adults and suffering the consequences of their parents actions. We need to stop making remarks that make no sense and try to find a solution. Also many people fail to realize just how difficult it is to become legal. She could barely figure out all the terminology in the paperwork and she's a college graduate who will soon have her masters! And for those of you who are making cause and effect leaps from illegals to increased teenage drug use need to start taking some responsiblity for their children's actions and stop blaming others for their doped up teenagers!

Over 100,000 Hispanics were deported including over 40,000 American Citizens (adults and children, 1st and 2nd generation!). People lost everything and people died. If their average family size has four children, then their are 1.4 million single males, 1.4 million couples and almost 6 million children, most of whom are US citizens.

Those who are committing these crimes, are the very people that California is putting up with. Better known as illegal aliens, they are the people who are making you wait for long periods of time in hospitals because they over-crowd waiting rooms with no means in which to pay for health care. They have no legal rights to work, housing, education, and welfare, and yet we give them part, most, or all of those things at your expense. Illegal means to break the law. These people are breaking the law by even being in California! Why are we paying their way? There is increasing crime in our schools, on the streets, and even on our properties because of illegal aliens who come here with little or no money, and who do not care. We now have teachers who speak the many languages of these illegal aliens because they do not speak english. WAKE UP PEOPLE!! This is America! We speak english!! If they can't speak our language, then what are they doing here? Every time they cross the street they break the law because they are illegals, and that means against the law! An elderly American woman was given a ticket in Los Angeles because she could not make it from one side of the street to the other on time, due to her age. Yet we allow every illegal to cross every street. This is insane. Where are our leaders? Why are our borders open while we are at war? Why are we putting up with this? While I write this, I must point out that many of my friends over the years have come from other countries. They are the Latinos and others who came here under legal means. They are hard working, good, honest people who are proud to call America their home. I am just as proud to call them my friends! They are angry at those who come here expecting a free pass. This should not be happening. We want answers from Sacramento, Washington, and our town and city leaders. This is an election year, and if we do not get answers from those in office about the questions of why there are illegals here, and why are we paying their way, then we will take it upon ourselves to clean things up, by sweeping those in office, out of office, and replace them with people who put the interests of California first! Why shouldn't the US have its own laws and procedures? Ever try to travel (as a tourist) in Mexico for longer than 72 hours, or go farther than 100 miles into the country? The Mexican government has all sorts of rules and laws about permits and procedures. How come it's OK for Mexico but not the US? Let the Mexican government fix their country. Mexico has vast natural resources and hard-working citizens. Make the Mexican government give their citizen a decent chance at a good life so they don't have to migrate and break up their families.

Reading the comments on various websites there seems to be several underlying problems conerninig immigrant(peoples) 1/ Legal or illegal Society needs laws for guidance and safety - Illegal is Illegal That's it! How about the immigrants who took the trouble to learn the language and ways of our countries and blend in and live and work alongside us, I am sure the majority of us have no problem with them. 2/ Culture and Values This is the one we both have problems with. when immigrants try to force their culture and ways upon us us . (ie) in the UK Cristmas window displays depicting the nativity are outlawed in case they offend other religions!(who's country is it). 3/ Lawless and criminal Acts. Life is cheap in some cultures and sadly this has come to our shores. As you know we should be a firearm free country but this is not the case and when small children and women are shot for witnessing other killings this sends feelings shock of revulsion through our communities. You now have simmilar things happening and riots drugs killings etc. I am sure these issues on a daily basis annoy us both. Both our Governments seem to have messed up badly. I grew up working in the fields and at age nine, was violently shaken off a 36 ft. cherry ladder by illegals who stormed the orchard with clubs, 2 by 4s and knives. They outnumbered the crew that was picking and beat them away from the job. Cherries were one of the best paying farm jobs. My family suffered a lot at the hands of illegal aliens who wanted the best cotton, lettuce, peaches, onions, potatoes and you name it crops, while my family and others were forced to run. My family was also forced to live under bridges, trees, on the side of the road, etc, a lot of times because the illegals filled most of the government farm labor camps that were meant for the legal citizens. I was forced to go to small, rural schools where the kids spoke only Spanish, so I didn't learn much. The teachers said I could either learn Spanish or not come to school. That's o.k. I was needed in the fields anyway. After I grew up, I was forced to take other jobs that the illegals didn't want, but as one of the people here have questioned, I loved farm labor and wished I could be out there in the sun and wind and rain. I was paying my dues from the time I was able to walk, only to be told that some illegal had more rights than I did. Social Security is going broke, and my kids who are paying into that fund as I did may not ever reap any of the benifits they have paid for because some illegal gets it now. With that in mind, they must still pay a huge chunk of their paychecks as I did for those benifits that "W" says isn't going to be there. Why don't they list this tax as "illegal charity" which is closer to the truth than S.S. We are told that it's because of the baby boomers who will retire shortly, but those baby boomers have paid into that fund for all their working lives. Where is that money? If you go into any Social Security office and hang out for awhile, you will see who is draining S.S. My dad and his brothers were severely beaten when they were children for speaking their native language in public. Now, I have to listen to eardrum breaking radios and t.v.s blasting out foreign hate messages against this country and waving that ugly MECHA flag in my face. I love the stars and stripes. Many of my family have defended the sweet freedom of it with their lives in foreign battlefields. I will defend it as long as there is breath in my body. I will never serve a flag that boasts of a buzzard holding a machette and a stick of dynamite. Who are they aimed at? Guess! Lebanon allowed Hezbollah to take control of that country, now look what they have done to that country. They made a public statement that all they did was fire a few rockets, kill a few people and take one or two hostages, so why is Israel so mad? We are allowing La Raza to take control of this country. In the future, we can expect similar statements from the illegals. After all, who are all these unknowns? Are some of them Hezbollah, Al Qeada, or some other terrorist organization? There are drugs and weapons coming in. The Border Patrol can't stop all of them, as they are outnumbered and outarmed. Are they stockpiling and waiting for that opportune time just like Hezbollah did for six years? I don't have much education but I'm not stupid. At 72 yrs old, I was still working at the first of this year, until I was told that I had to do the job for $3.65 an hr. or someone else would. So much for "jobs Americans won't do". The governor has accused us of being prejudiced. Of course, he never had to live under a bridge. I never saw any illegals there.

What about when these illegals have car wrecks and are uninsured, who pays then, we do.Why should I pay more for my medical or auto insurance because they dont have it.This country need serious help in this problem.

Secondly, if the employers faced legit. punishments for hiring illegals, then they would be forced to pay significantly more per hour, improve working conditions and perhaps even offer benefits, then and only then would Americans take such jobs. This would result in a short term price increase in food and arguably national inflation however this would be offset in less than a decade by much lower unemployment and an increased tax base. There've been many books and academic papers written on this matter, I suggest you guys read some of them.

Law enforcement officials indicate that there are individuals coming across the border who are forced to leave their home countries because of their criminal activity. These dangerous criminals are fleeing the law in other countries and seeking refuge in the United States. For instance, it is known that many of the operatives of cartels in Mexico actually live in the United States. Information received by several law enforcement agencies indicates these criminals are living in our communities and that they come to the U.S. to escape the possibility of apprehension in Mexico. The Violent Crimes Institute conducted a 12 month in-depth study of illegal immigrants who committed sex crimes and murders for the time period of January 1999 through April 2006. This study makes it clear that the U.S. faces a dangerous threat from sexual predators that cross the U.S. borders illegally. The Institute analyzed 1,500 cases in depth, including serial rapes, serial murders, sexual homicides, and child molestation committed by illegal immigrants. Police reports, public records, interviews with police, and media accounts were all included. Offenders were located in thirty-six states, with the most of the offenders were located in States with the highest numbers of illegal immigrants. California was ranked first, followed by Texas, Arizona, New Jersey, New York, and Florida. Based on an estimated illegal immigrant population of 12,000,000 and the fact that young males make up more of this population than the general U.S. population, the Institute concluded that sex offenders in the illegal immigrant group make up a higher percentage. ICE reports and public records show sex offenders comprising 2% of illegals apprehended. Based on this 2% figure, which is conservative, the Institute estimates that there are approximately 240,000 illegal immigrant sex offenders in the United States. The study concluded, when applied to ongoing illegal immigration at the borders, these estimates translate to 93 sex offenders and twelve serial sexual offenders coming across U.S. borders illegally per day. The 1,500 offenders in this study had a total of 5,999 victims. Each sex offender averaged four victims. This puts the estimate for victimization numbers around 960,000 for the 88 months examined in this study.

I don't expect a free ride as a responsible tax-paying citizen, and is inconceivalbe to me to actually witness growing numbers of those who somehow feel "entitled", almost as if it is a joke. More alarming, though, is the pure fact that certain areas of our government make it quite alright to assume an element of entitlement by providing easy documentation...such as just enough information to gain a license to drive on our roads without insurance. The Big Picture begs the question: Hasn't 9-11 taught us anything at all?

There are close to 12 million illegal immigrants in our country. Do your research on additional cost of education, health care, law enforcement, housing of criminals, housing, etc. and you will find out for yourself that it is really hurting our country much more than helping. Somehow we need to work with Mexico to help them develop a better economy and provide good jobs for their own citizens. If Mexicans had better living conditions and better jobs, they wouldn't want to come to the U.S., unless they already had family here. But then their families would probably want to return to Mexico too.

The classes still have at the least 30 students to one teacher and they are overwhelmed or burnt out.
Our hospital emergency rooms have gone from good to a third world country nightmare because they are not allowed by law to ask about ability to pay or legal statues, so are used as a clinic from runny noses to a toothache. It won't matter if you have awesome insurance (I have great insurance) because you could die before getting through the mess.
Our elderly and legal population who rely on Medical are hurting because they cant get into a doctor or afford medication because of the stress on the welfare system and it's about to get worse as the state is making more cuts and doctors and pharmacies are threatening to stop taking Medical.
Jobs are being lost to the illegal population, a big one being in construction and factory work.
This is just the tip of the iceberg. I am sure you are aware of the billions of hard working American’s taxes being spent on supporting Mexican citizens just in California.
We are in big trouble! We are not able to improve our neighbor’s quality of live when we can't even maintain our own.
