SAN DIEGO - Police Chief William Lansdowne heaped praise on Mexican law enforcement officials Wednesday for their help in collaring four San Diego homicide suspects over the last 13 months.

During a midday ceremony, Lansdowne thanked Baja California State Attorney General Antonio Martinez Luna for his and his colleagues' "exemplary work" and cooperation with authorities across the international line.

"We have a relationship where I can personally call him on the phone if I have an issue," the chief said.

After accepting a certificate of appreciation from Lansdowne, the attorney general told the gathering at downtown SDPD headquarters that crime fighters in both countries must treat the two regions as one.

"We have to send the message that the border will not be an impediment for us in capturing criminals," he said.

Lansdowne and members of his department also singled out a number of other Mexican peace officers for awards and applause.

The kudos centered on the arrests of the following suspects:

  • Ricardo Flores, 29, in connection with the June 2000 stabbing death of 23-year-old Charles Poag during a fight outside a North Park apartment complex. Flores was taken into custody in Tijuana six months ago;

  • Samuel Horn, 21, in the August 2004 fatal shooting of 34-year-old Paulette Valenzuela on Voltaire Street in Point Loma Heights. Horn was captured in Rosarito on Aug. 13;

  • Edwin Gilberto Maciel, 20, in the October 2004 shooting death of 17- year-old Brandon Yanez near the victim's Lomita-area home. Maciel was arrested in Tijuana within days of the suspected gang slaying; and

  • Julie Wynne Parrish, 38, in the October 2004 slaying of retired chiropractor Jerald Lautin, 62, in his Pacific Beach apartment. Mexican authorities tracked down Parrish, a prostitute, in Tijuana last Dec. 15.

They sit there, drinking a Corona in some Tijuana bar laughing at gringo justice knowing they are safe. Deputy David March was one of those officers killed and just this week a Texas police officer was killed by an illegal alien. When do we say enough. I still say our troops should be in Mexico City rather than Iraq. Mexico is NOT our friend.
