Parks committee looking for volunteers to promote maintenance fee

WILDOMAR ---- Residents attending a presentation Monday on proposed future parks in Wildomar generally agreed the community needs to approve a vote coming this summer on a $45 parks maintenance fee.
The parks in Wildomar were closed several years ago after residents rejected a $25 a year fee in 1999 by the now-dissolved Ortega Trails Recreation and Park District.
Members of the Wildomar Parks Formation Committee appealed to the audience for help promoting the parks fee, which would pay for upkeep of three shuttered parks, Marna O'Brien, Heritage Regency and Windsong, and a future 10-acre park near Susan Drive and La Estrella Road east of Interstate 15, Parks Committee Chairman John Lloyd said Thursday.
"My kids need parks," alternative committee member Susan Lane said. "If this does not pass, we won't have parks. It's that simple."
In addition, the proposed annual maintenance fee is a good deal compared to what neighboring communities pay for parks, Lane said.
County officials said home owners in Menifee pay $75 a year for parks and recreation while homeowners in Temecula pay hundreds of dollars annually for parks and recreation services.
The difference is that Wildomar will not be voting to get the recreation component, said Bill Brown, operations manger for community services division of the county Economic Development Agency. The recreation activities can come later, for additional money, but the vote this summer is only for upkeep of the parks, Brown said.
Several residents attending the meeting agreed with the committee that Wildomar needs parks, but had questions about how they would be run and who would have to pay for them.
Resident Gidget Giles asked how the county agency could handle security at the parks.
Brown said the county uses outside contractors for security, but makes sure they don't just drive by the park without checking it. The security has to trigger a scanner, usually located by the restrooms or water fountains, which forces the security guard to get out of the car and walk through the park, he said.
In addition, as soon as graffiti is reported, it will be removed the same or the next day, Brown said.
Resident John Cautacessi said he is concerned that he would have to pay an assessment for a vacant lot he owns.
Brown said the maintenance fee would just be charged to homeowners. Owners of vacant lots will not have to pay the fee, but will have to pay for land they own with a home on it, he said.
Mail-in ballots will be sent to homeowners in July. They will need to be returned by Aug. 29.
The committee is planning a rally June 24 to show support for parks in Wildomar.
Committee member Bridgette Moore said the rally will begin at 10 a.m. at Wildomar Elementary School. Parks supporters will walk to the new ball fields on Gruwell Street, on land loaned by the Wildomar Cemetery District, Moore said.

I already pay for schools I will never use and think it is very unfair to charge those who will never use the parks. Mello Roos pays for parks and schools and thats where the money from the new homes in the area should come from. Its obvious the voters decided not to approve this in 2000 because they didn't want the parks. The mother who wants parks for their kids would certainly look suspiciously upon a single person without children in a park as a threat. How about you put the fee on the those homeowners who want the parks or charge a fee per park like Irvine does. In addition, the so-called small amount of $45 a yr referenced will only last the first year and then it will end up like Temecula where you pay $100s and then that will not be enough...it never ends! There are no parks in rural areas. If you want parks, move to Irvine or anywhere throughout Orange County where there are no cows, goats, chickens or horses.
Bridgette wrote on Jul 13, 2006 9:31 AM:The reason it was not approved in 2000 was NOT because we didn't want parks it was because the residents were upset with how the parks district was being ran. We wanted parks then and we want parks now. There is no way the $45 can increase to "100s" without another vote. The $45 can increase 2% a year which equals .90 cents without a vote. So IF it increased less than a dollar a year it would take over 50 years to get to a $100. My family moved to "rural" Wildomar in 1998 and there was parks then. We are less rural now, then in 1998. Communities need parks. Doesn't matter if rural, semi-rural or city.

Mello Roo's, created for school enhancement, do not go to parks. For the assessment to go up to $100 would require another vote, it can't happen without one. There is more then just livestock in Wildomar, there are people. And yes, even in Greenleaf Kansas, population 138, they have parks. Rural doesn't mean backwards.
Susan wrote on Jul 13, 2006 1:14 PM:Numerous national and international studies have sited that communities indeed benefit from public parks. Wildomar is no exception & there is research to support this (see Riverside County EDA report on parks). Community parks are not just a place to take children – they serve as a shining jewel to any community, offer a place to truly bring the community together. I agree that Wildomar’s rural areas are both beautiful & enjoyable. However, keep in mind that in 2000, Wildomar’s population was just over 10,000 yet today, it is now over 25,000. Wildomar is no longer a purely rural area – Instead we have diversity, tied to a rich history, and a strong sense of community. These are the traits that attract so many to move to this area. Community parks clearly benefit all residents, of all ages, rural or otherwise. I will vote yes for parks because it clearly benefits the community I have come to love.
