If it slows the pace of people trying to save a buck oh well. Most people that hire day laborers have a pocket full of money, and because they are cheap, and don't mind not dishin out towards taxes. (which by the way is illegal). If this is your way of life,(day labor) and you are legal, why not work for labor ready? What are you hiding anyways? I say get rid of day labors all together. I know I'm a stupid gringo who has a pocket full of cash with no brain, but my little brain says no to illegal actions!!!!!!!!!

Many years ago in upstate N.Y., I was having work done on my home. The contracter brought extra help for some 'grunt' work. I was told after the fact that the dude had just been released from prison. He was 'lily white;' different race, same issue. When you hire these people you have no clue who they are. I wish Escondido had chosen this as our hot-button issue. You get what you pay for.
