John Futrell

John Futrell, age 64, a resident of Vista, died Friday August 18, 2006, at Tri-City Medical Center of pneumonia after completing treatment for several months for esophageal cancer. He was a native of Louisiana, and worked as a social worker/administrator for 30 years with the Louisiana Department of Health and Human Services. He retired to Vista in 1994 and enjoyed gardening activities in Carlsbad at the Magee House Gardens and the Carlsbad Community Gardens as well as San Marcos Community Garden before becoming greatly involved in civic activities in the City of Vista. John's generosity of spirit and kindness and his affability and love of people brought him into many people's lives. City of Vista officials and departmental staff expressed that John worked graciously and generously with them towards the betterment of the community. He was highly respected and regarded in his activities.

He is survived by Ivy Bodin, his friend and traveling companion of 40 years; his cousins Honda, Mike and Chris McFadden of Carlsbad, Sharie Lavell of Vista, Ty Ponder of Encinitas and Loulani Sampson of Colorado; aunts Juanita Evans and Laverne Evans and uncle Herman Sykes of Louisiana; cousins in Louisiana, Arkansas, Texas and Tennessee; foster sisters Lydia, Rose, Mary Ann and Linda of Oklahoma and Louisiana.

With a BS in Sociology and Master of Social Work degree with post master's work, John devoted his career to public service. In the 1970s he supervised the Foster Care program in New Orleans; in the early 1970s he also created and put in place the Child Abuse program for the state of Louisiana. He guided the creation of Louisiana's Human & Social Services programs in the mid 1970s. He supervised Louisiana's overall Foster Care & Adoptions Program. He supervised the Licensing and Certification Bureau for daycare services, nursing homes and other social service institutions including Mental Health, Public Health clinics and Mental Retardation. When he retired in the mid 1990s he was essentially managing Louisiana's Health and Human Services Agency and it affiliates.

John took a breather in retirement and pursued his love of gardening, here in Southern California. That led him to a return to public service in his many civic activities within the city of Vista. He has been a planning commissioner for the city of Vista, a member of Vista's Community Development/block grant committee, on the Vista Holiday Parade committee, a member of Vista ROC, member of the Vista Garden Club and Vista Conservancy; past president, Board of Directors of the Vista Botanic Garden (Alta Vista Gardens); a member of Vista Historical Society as well as the Carlsbad and Oceanside Historical societies. He belonged to the Rotary Club of Shadowridge and Community Development Associates and the Chamber of Commerce. He has served as president of the Board of Directors for the Shadowridge COTTAGES Homeowner Association for over five years and was past president of the Shadowridge Master Homeowner Association.

The culmination of John's life of public service brought him to a bid for city councilman in the city of Vista for this year's election. That was interrupted by his recent illness. At John's request, there will be no public memorial ceremony. In memory of John and in lieu of flowers, donations or contributions may be made to his favorite current project, the Alta Vista Gardens, 600 Eucalyptus Ave., Vista CA 92084.
