Report: 40 percent of county's Medi-Cal births to illegal immigrants

NORTH COUNTY ---- A state report quietly released last spring shows illegal immigrants made up the largest single group of those giving birth at taxpayer expense in the state and in San Diego County in 2004.
The May report, "Medi-Cal Funded Deliveries," states that of the 14,350 taxpayer-funded births in the county that year, 5,814, or 40.5 percent, were to illegal immigrants. That is an 18 percent increase over the 4,916 Medi-Cal-funded deliveries to illegal immigrants in San Diego County in 2001, as shown in an earlier state report.
On Friday morning, Vista resident Silvia stopped to talk with a visitor as she headed into the Vista Community Clinic with her 1-year-old son in her arms and her 4-year-old son in tow. The 24-year-old woman said in Spanish that she is an illegal immigrant and has lived in the United States for 10 years. She spoke on the condition that her last name not be published.
Silvia, a native of Oaxaca, Mexico, said Medi-Cal paid labor and delivery costs for both of her children, and added that she is frustrated that now she has to pay for their medical care and that she expected Friday's doctor visit to cost her $35.
"I think they should pay," said the woman who earns $11 an hour at a local factory but receives no health benefits. "I buy things, I pay taxes."
A few minutes later, a woman named Maria was leaving the clinic with her 6-year-old son and 5-month-old daughter. The 27-year-old native of San Luis, Mexico, who also spoke on the condition of anonymity, said she is a single mom who struggles to survive by cleaning houses. She said she has lived in the U.S. for 13 years and is an illegal immigrant. Medi-Cal paid the delivery costs for her children, Maria said, adding that she is grateful for the help.
"I think I should pay, but I can't," said Maria, as she waited at the bus stop.
Statewide in 2004, providers delivered 248,086 babies at taxpayers' expense, according to the report. Of those, 105,665, or 42.6 percent, were to illegal immigrants. That's a 13.5 percent increase over the 93,094 Medi-Cal-funded deliveries to illegal immigrants in the state in 2001, as shown in the earlier report.
At an average cost of $3,224 each for 74,835 vaginal deliveries and $5,153 each for 30,830 Cesarean deliveries in 2004, the total cost to taxpayers ran more than $400 million. Of that total, about $22 million was for births in San Diego County.
The amounts included doctors' fees and, in many cases, pre- and postnatal care.
Despite the cost, a local doctor says the money is a necessary investment.
Bernard Wosk, a physician at the nonprofit Vista Community Clinic, immigrated to the U.S. from his native Nicaragua 20 years ago. He said he has prenatal patients who are illegal immigrants.
Wosk said he understands that laws are necessary to stop illegal immigration.
"But the point is they are already here and if you are talking about taxpayer money, it has been proven that the more you spend on prenatal care, the more you save in the mid- and long-term," Wosk said. "Moneywise, it makes sense and humanitarianwise, you can't turn your back on a newborn."
San Diego County's 5,814 births to illegal immigrants in 2004 placed it third in the rankings of the 58 counties in the state. Topping the list was Los Angeles County, with 41,240, followed by Orange County, with 10,979 births to illegal immigrant mothers.
'Birthright citizenship'
According to the 14th Amendment to the U.S. Constitution, "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside."
But the U.S. Supreme Court has never categorically ruled that children of illegal immigrants are entitled to so-called birthright citizenship.
Over the years, Congressman Brian Bilbray, who previously represented the 49th Congressional District and now represents the 50th District, has co-sponsored several bills that aimed to end "birthright citizenship" to children born in the U.S. to illegal immigrant parents. None of the bills passed. Most recently, Bilbray co-sponsored HR 698, the Citizenship Reform Act of 2005, which died before Congress could discuss it.
In an interview Wednesday from Washington, Bilbray said he is planning to introduce the bill in the current legislative year.
"This is an absolutely absurd situation that no reasonable nation should allow to continue," Bilbray said. "The federal government is the biggest deadbeat dad in the country because they have walked away from this baby that is their responsibility."
Asked what he thinks should be done when an illegal immigrant woman walks into an emergency room and is ready to deliver a baby and has no money, Bilbray said, "At least you don't write a welfare check for her after she delivers.
"They not only get free birth, they get aid for dependent children," he said. "When you start giving one benefit based on someone breaking the law, it leads to another benefit, then another benefit."
Bilbray said that many of the illegal immigrants who are recent arrivals to the United States have a much higher rate of complications when giving birth because of poor nutrition.
"Some of those births turn out to be extremely expensive," he said.
Opponents vow to fight
Opponents to legislation that would remove the right to automatic birthright citizenship say that such a law would face constitutional challenges. They say the only way birthright citizenship will ever end would be through the approval of another constitutional amendment.
And that is a much higher hurdle. A constitutional amendment can be made if requested by two-thirds of both houses of Congress or by the legislatures of two-thirds of the states. Then, the legislatures in three-fourths of the states would have to ratify such an amendment for it to become part of the U.S. Constitution.
A spokesman for the Philadelphia-based, human-rights organization American Friends Service Committee said Wednesday it's easy to condemn illegal immigrants when looking at only one part of the picture.
For example, many illegal immigrants use Social Security numbers that are made up or that belong to others.
Money deducted from wages for Social Security is money the illegal immigrants will never see again, said Pedro Rios, San Diego office director for the Quaker organization.
Illegal immigrants also pay sales tax every time they go to the store and other federal and state taxes every time they buy gasoline, he said.
"These are all things that aren't being looked at," Rios said.
Like Vista Community Clinic doctor Wosk, Rios said that paying for pre- and postnatal care and delivery costs saves the taxpayers more money because it makes for safer, less-expensive deliveries and healthier babies and mothers, who are less likely to be a taxpayer burden further down the road.
Bilbray said that such an argument simply shows that illegal immigrants are holding society hostage.
"It ends up being an extortion game," he said.
"Illegal immigrants are telling taxpayers, 'Either you pay for us now or pay us more much later,' " Bilbray said.

My father paid taxes in this country for over 20 years and he couldn't get medical care benefits. He past away two months before turning 65. In Orange County there are many non Hispanic owned workshops who openly braggadocio recruit illegal workers from TJ. No they do not live in hovels and make shift huts like the poorest of the poor farmworkers in SD County. The shop owner rents a very nice house and then deducts the rent from his twenty or thirty workers pay checks. The trafficking of illegal and undocumented individuals into this country has been IGNORED and ongoing for years. It has created incredible and undisclosed wealth for many. Sadly, the low and lower middle income worker bears the brunt of the FREEBIES for ILLEGALS tax burden. Pretty expensive chimmi changa wouldn't you say?

This is because the taxpayer is forced to subsidize these companies who hire people with unsustainable compensation. This is not just an immigrant issue, but it is a part of the issue. We should take on Walmarts, take on the construction companies, and all these fast food joints who hire illegals at cheap wages. Don't say legal residents won't do those jobs, because they do. They do at Walmart and in-and-out, only in-and-out pays an appropriate wage even though they are being undercut by competition that exploits immigrants.

Also, the children of the illegal entry parent do not recieve automatic citizenship. In those countries where the child was born they only get their illegal parent's home country citizenship. Here in the USA if a child is born of a illegal parent, i.e. Mexico these children get both duel citizenship Mexico and USA - property rights is the key. Gee Whiz I would have loved to receive duel citizenship just because my parents were from another country but because they were legal USA and I was born USA I only have property rights in the USA. If I were native American and 1/4 minimum American indian, I would have property rights on the reservation too. Now, am I lucky or what?

I also pay state and federal income taxes, property taxes, hospital district taxes, homeland security taxes, telephone taxes. And then there are the fees. I pay over $600 a year in state and local license fees just of operate my small business. My son was a passenger on a trip north. The CHP ticketed him because his shoulder belt was behind his arm. The fine was $20, but the court construction and homeland security fees made the total fine $87! All to support VIVA's strategies!

The $400 million figure doesn't begin to cover the costs of medical care for these mothers and especially their babies, many of whom are born prematurely or with special needs requiring intense and expensive intervention. We should do the same then by providing free health care to all our own citizens first, then anyone else from any nation who can swim, walk or fly here. It is hard to believe that we spent 400 million dollars on delivering babies to illegals while our own working poor, elderly, disabled and mentally ill face bankruptcy, ruined credit and life long indebtedness when they use the hospital without insurance! Even those of us who have insurance cannot walk away from using services at the hospital! We pay the $1500 deductible, the $100 co-pay, co-pays for all of the specialists, the take home perscription 20% co-pay and assorted non-covered costs that we had no control over while ill. "It's hard to walk away from that baby" but it is even harder still to watch our own citizens who are told there is no health care for you, while we offer it freely to those who broke the law to enter the country. The taxes they pay can in no way cover the services they use. Most in our area walk or ride bikes. Most in our area buy clothing and household goods at garage sales paying no sales tax. Most in our area rent, no property taxes which pay for the education of their children. The taxpaying American or legal resident is tired of footing the bills for illegals while the CEOs and business owners pad their profits, reward their shareholders and evade their taxes!

My people (Yes, I'm hispanic) will keep coming because of better wages, free medical, free education and until these freebees stop, they will continue to come. Some do pay taxes, but many of them get payed under the table. If I go to mexico, get into an accident and hurt someone else and I don't have mexican insurance, even though my insurance covers me within 75 miles south of the border, I will most likely be arrested and not released until all fines (medical/bail) are paid,,,, Not Joking. But if an illegal crashed in the US. They get the free ride to the hospital for a check up or more depending on injuries and a ticket for driving with out license/insurance. What a mess. I love my people, but if you come, come with legal papers, get a license/insurance and don't accept a job with cash under the table.

Both pregnancies and deliveries paid for thanks to Medi-Cal, or should I say, thanks to taxpayers! Meanwhile, low-income Americans do NOT get the same benefits. I have friends who spent years paying off hospital costs for their kids' deliveries. They didn't have health insurance or free Medi-Cal. And as for Silvia's reference to taxes, payment of sales tax on purchases doesn't make a dent in hospital costs. I know many hard-working immigrants. My own husband is a legal immigrant. But we cannot continue to sustain these kind of handouts to millions of people flooding over our borders from whatever destination. Take care of our own citizens first!

We had to pay a 700.00 deductible in order to have our baby. what does that say to us Americans when we have to do everything in our power to come up with that money. But if I was hispanic and illegal I would have had to pay nothing. NOw we pay higher premiums in all our insurances, if you live in California it's even higher. We should go back to the guest worker program and NO amnesty for those that are already here. No reward for those who have broken our laws.

Public schools are not good enough anymore. If you can afford it and can send your children to private schools I would whole heartily recommend it. They need to empower the medical facilities to turn people away when they use the ERs as clinics without fear of lawsuits. I've always felt if they come to us with something serious; we should be allowed to stabilize them and transport them right back home to Mexico or wherever they came from. And send the bill to their home country. Often they come knowing they're already sick (or pregnant), but can't get care in their own Country (or just want to have the baby here) so they come to our ER's knowing we can't turn them away. We shouldn't have to absorb the entire course of their care. Mexico (and I doubt most other nations as well) wouldn't do it for us! Of course we don't want anyone to die, least of all an infant. This is why I said we should stabilize them and transport them home. We could not turn away someone who has a serious condition. America's kinder than that; but we aren't responsible for everyone in the world either for heaven's sake!

I estimate that well over 50% of these students are obese or at least moderately overweight. About 75% or more DO have cell phones. The school also provides day care centers for the unwed teenage pregnant girls (some as young as 13) so they can attend class without the inconvenience of having to arrange for babysitters or having family watch their kids. (OUR TAX DOLLARS AT WORK). Free medical, free education, free food, day care etc., etc., etc. Is it any wonder they feel entitled to not only be in this country but to demand rights, privileges and entitlements?

And not only that, I didn't realize the Catholic Churches highly supported this lawlessness (despite all their "Moral" talk)and don't forget Elvira Arellano is holed up in a church (forgot which branch) in Chicago, as well as Unions (you would think Unions would consider them "Scab Labor") and radio jockeys such as "El Cucuy" of Raza Radio (his ad featured occasionally on the back of the VTA busses in my city) encouraged a lot of this as well. I've also seen "El Cucuy" advertise the "Advisador" for the last great march that was held. He and others noticed this "sea of Mexican flags looked bad" and told them to use U.S. flags instead. And by golly, with all those plaques with A.N.S.W.E.R., Che Guevarra, etc, there wasn't any ICE/Homeland Security to be seen. And all those Mexicans flags were unbelievable. They even removed some of our flags or flew them upside down. There was also the incident at the Maywood Post Office in S. CA. They removed our flag and foisted theirs.

The problem is not one of having the means to solve this situation, we clearly do -- it is a problem of having the will -- which we clearly do not.

Prop 90 wanted to curb the abuse of Eminent Domain and failed because it went too far. Prop 83 tried to correct for lax sentences for sex offenders, but it crossed the Constitutional line, at least so far. What is needed to help solve the problem of the U.S. being the birthing center for both american continents is a well thought out Constitutional Amendment to deny AUTOMATIC citizenship to everyone born here, complete with whatever ancillary clauses are necesasary.

It's the crazy's that are getting their points across, not common logic.
