How would you solve this problem? !) 85% of families are considered dysfunctional….. 2) Oceanside Unified School District like most districts are concerned with Academic performance. OUSD reported to the State per the NCLB an average 30% truancy Ratio. These are the children not attending school regularly and according to the county 75 % of those children not attending regularly are considered to be committing crimes. The graduating class of 2005 was 960 strong, however when in the eight grade they were 1632 strong. That is a 42% difference or Dropout rate. And lets not forget Zero Tolerance. 3) Oceanside Police, according to the DOJ suppression, intervention and prevention are the components required for resolving the problem. Since we lost our first police officer in 2003, our police Department with a 34 million dollar budget has doled out over 1000 years in prison sentences and we as a community have buried 50 children. Oceanside police Department now has a 47 million dollar budget. Secretly documenting children as gang members and waiting for an opportunity to arrest them is not preventative. OPD is and has been in a heavy suppression mode, and we miss the intervention and prevention component. Long term suppression, according to the DOJ adds to the problem… 4) Our community focus seems to be on Growth, businesses and tourists. With an 80 plus million dollar budget, more than half goes to he Police. The city just awarded 280 thousand dollars of federal money to programs for food, shelter and at-risk kids. For those of you with the lock them up attitude, the 1000 years of prison sentences is a 40 million dollar tax burden to you and me. And 75 percent keep going back. California cannot build prisons fast enough. Crime evolves. We have plenty of laws for criminals; the trick is to keep the young from being trained into crime… Oceanside has 12 documented Gangs and 1200 documented gang members, that is over half of North Counties gang problem. We have more crime per capita than New York City. Our gang problem equates to ½ gang per elementary school, 4 gangs per middle school and 6 gangs per high school. Not all of these children criminals, but it would appear they have plenty of opportunities. Illegal Immigration is part of the problem. Not all of the problem. According to the National Drug threat assessment 85% of the Drugs consumed in America are made in Mexico and cross that same us-Mexico border. Do you think that closing the border would have an impact on the Drug trade. How would you resolve these problems so that we may have brighter futures. I live right off of Fredericks, and it shocked my husband and I to hear the helicopters, and then to hear what had really happened, it scares me for the safety of my 1 year old daughter whom I thought I was raising in a better side of town. What appalled me with this story was the ending. "According to police, a 14-year-old boy was assaulted and robbed on Fredricks Avenue on Wednesday by another teen, who stole his month-old puppy." This is something that local residents should be notified about immediately!! When kids are getting beaten up and robbed of their belongings or their family pets, there is NO reason the local residents should not be notified in order to take the proper precautions! I see so many children out walking their family pets, taking out the trash, etc. if they can't walk in safety the residents should be NOTIFIED!!! This is not something "heard" like gunfire, this is something we NEED to be told!!!
