Studies weigh costs, benefits of immigration

With the U.S. Senate preparing to resume the debate over immigration reform this week, two organizations recently released conflicting assessments on how much immigrants cost -- and benefit -- the country.
The Heritage Foundation, a conservative policy research organization, released a report last month concluding that increasing the number of low-skilled immigrants would "dramatically increase" the fiscal burden on taxpayers.
An analysis of the foundation's report released by the Immigration Policy Center, a research organization that focuses on the contributions that immigrants make, said the Heritage Foundation's study was "deeply flawed."
The question of how much immigrants contribute to or cost the country appears to be at the center of closed-door negotiations among senators and the White House on immigration policy.
One side argues that entrance to the country should be based on the immigrants' skills -- and potential benefits to the nation -- while the other wants to continue with the country's traditional emphasis on giving immigration priority to family members of legal U.S. residents.
Earlier this year, President Bush, who is eager to make immigration reform part of his legacy, assigned Department of Homeland Security Michael Chertoff and Commerce Department Secretary Carlos Gutierrez to help broker a deal.
The White House proposed a plan that would legalize some of the estimated 12 million illegal immigrants living in the country -- a plan that many Republicans oppose. In exchange, Bush's proposal would shift the nation's immigration policy from a reliance on family ties to a system that allows immigrants into the country based on their work and educational skills. That skills-based system was proposed to win some Republican votes.
Thus far, the strategy has not worked, Sen. Robert Menendez, D-New Jersey, one of the senators involved in the negotiations, said Thursday in a news conference by phone.
"In essence, their proposal moved too far to the right," Menendez said.
Some Republicans, including Rep. Brian Bilbray, R-Solana Beach, quickly took hold of the Heritage Foundation's study to criticize proposals that would legalize illegal immigrants, including the White House proposal.
"The Heritage Foundation report proves what we already know, that illegal immigration is a drain to the American people," Bilbray said in a statement released soon after the study.
According to the report, households headed by low-skilled workers -- people without a high school diploma -- received $22,449 more in government services and benefits than they contributed in taxes in 2004. That includes nearly all government spending, including direct benefits, such as Social Security, and public services, such as food safety inspection and parks.
"At more than $22,000 a year, it's like having the American taxpayers buy everyone who doesn't have a high school diploma a brand new Ford Mustang convertible," Bilbray added.
Over the next 10 years, the total cost of low-skilled households is estimated to grow to $3.8 trillion, according to the report.
"This number would go up significantly if changes in immigration policy lead to substantial increases in the number of low-skill immigrants entering the country," according to the report's authors, Robert Rector, Christine Kim and Shanea Watkins.
The Immigration Policy Center's review said that's the wrong way to look at workers in the country.
The center's review calls the Heritage Foundation report's conclusions simplistic and a "dehumanizing portrayal of all workers, foreign-born and native-born alike, who labor for low wages in physically demanding jobs that are essential to the economic health of the nation."
"Workers are much more than the sum total of their payments to the government," said Ben Johnson, director of the Immigration Policy Center, who co-authored the review of the study.
Moreover, the children whose education is counted as a cost in the report often grow up to earn higher wages than their parents, Johnson said. The report also ignores immigrants' entrepreneurship and their spending power, he said in an interview last week.
Many Republicans cite economic concerns in their opposition to legalizing millions of illegal immigrants. They say that under the current immigration system, new permanent residents sponsor their extended families, who also are often lower-skilled workers.
Sen. Menendez, a Democrat, said a point system that would give immigrants priority for admission to the country is being discussed in closed negotiations. The point system, similar to those used in Canada, Britain and Australia, would give priority to immigrants based on their education, work experience and language skills, he said.
But there is little consensus on what those priorities should be, Menendez said.
After two months of negotiations, time is running out for an immigration reform bill, said Senate Majority Leader Harry Reid, D-Nev. He said Friday that unless there is an agreement, he will introduce last year's Senate immigration reform bill on Wednesday.
That Senate bill, which did not include a point-based system, passed last year by a vote of 62-36, with 23 Republicans voting in favor. It included border security measures along with a guest-worker program and legalization provisions.
"Many of us had misgivings about it, myself included," Reid said in a statement Friday. "But it is a solid and comprehensive package that can serve as a good start to this year's debate."
Pro-immigrant organizations, who support providing a legalization program, said they are worried about the changes being discussed in secret, including the shift to a points-based immigration system.
"That's a huge change that really hasn't been discussed in the light of day," said Cecilia Munoz, vice president of advocacy and legislation at the National Council of La Raza, a Latino rights organization. "We are very, very concerned about what's being put on the table."

We already have a system in place for a credit check, so if employers were allowed to use that system for a legal immigration check, we'd all be better off. But of course that would not address all of those employers that engage in illegal activities themselves or the underground economy, but at least it would be a start.

The greed of American employers is the culprit but they complain that they can't determine the status of job applicants. That's all the more reason for a system that can determine status. A good start would be the real ID which would be similar to ID's now used by banks and others for security purposes. Incorporating fingerprinting and other unique markers would be important.

Studies wrote on May 13, 2007 11:28 AM:If you start a study with an objective you can make that study show whatever point you are trying to make. That said boot all ilegals out. We gave them amnesty 20 years ago and look what it got us, a flood of new ilegals to replace all the ones we gave a free pass to. Enough! We will never be able to secure our borders. No matter how big of a wall we build they will find a way around under or over. Interior enforcment is the best way to deal with this problem. Better security on who we issue identification to and bigger penalties for hiring ilegal's. Why bother with new laws when we aren't enforcing the ones we already have?
Point System wrote on May 13, 2007 11:57 AM:I like the idea of a point system. That is what many countries do. Some require that you speak the language before you can apply for citizenship. Perhaps that would help people realize that 'immigrants' are human beings and remove barriers of 'us versus them'. The US will never deport all of these people. You have to be more realistic than that. Put some benchmarks in place. Make sure English fluency, education and for those who were illegal to pay fines and pay back taxes as goals. NO amnesty. And make sure that labor cards start getting issues where these workers can return home and then return to work. We are forcing many of these workers to remain here and not cross the border as they are afraid they can't come back. Ask any farm or ranch- they depend on this labor to place fresh fruit and produce on your table. Again, let's tone down the racism and bigotry and look for real solutions. Sorry folks but mass deportations are not going to happen.

They are the advocates for immigrants as they come up against the immigration laws of the country that they have broken. A more accurate name for the organization would be "Ignoring American Immigration Law Foundation," because that what they mostly aim to enable. They are professional, highly-skilled, highly-paid and remorseless dissemblers. No honest journalist should treat them as a legitimate research organization. That is simply not what they do. Sifuentes' own description even illustrates this when he noted the organization " focuses on the contributions that immigrants make," which is absolutely antithetical to what honest research is about. That effectively says they are going to ignore anything that doesn't further their agenda. What they do even makes the elite media's similar agenda not look so bad, that is if you can ignore that the principles of ethical journalism and the lawyer's typical "win at any cost" amorality are so fundamentally opposed. I don't know why Sifuentes didn't get into the divide between real studies like Heritage's and the CBO's analysis of last year's Senate amnesty bill, a bill that Harry Reid plans to introduce this week if he doesn't use the committee bill that preceded it, an even more egregiously bad bill.

Anyone who takes the time [please do so, folks] to check the two studies' results can't help but derive the obvious: The results of the Heritage Foundation study has it all over the Immigration Policy Center's thin, poorly-presented one. Not only that, but the Heritage Foundation calls it as it is...a problem with i-l-l-e-g-a-l immigration. Somehow,IPC's "investigatory" processes can only reference "immigration" and the effect of the "poorly educated" in their study. One HUGE problem we have to eliminate is the provision of the Fourteenth Amendment which awards BIRTHRIGHT citizenship to American-born children of illegal aliens. This was NEVER meant to be! The provision was to ensure well-deserved American citizenship to slaves and their family members after the Emancipation Proclamation. That was over 140 years ago! Surely the founding fathers never meant for the provision to extend to the families of those who would invade our sovereign nation! They couldn't have envisioned the current waves of humanity flowing by thousands every day into the U.S.! WE, THE PEOPLE can do something about birthright citizenship. If every voter would contact his/her Congressional Representatives, and demand a modification to the provision, banning this right to illegal aliens, the government would have to address the problem. Only Congress can make the changes required to set limits on birthright citizenship. WAKE UP, AMERICA! We are losing our country.

It matters not that a majority voted for it, it is illegal and uncosntitutional. A majority voted for Prop. 187 in 1994 even as its msot ardent supporter Yale-educated Governor Pete Wilson KNEW it would never pass court muster. Seven (7) read SEVEN state and federal judges including conservative Republcian judges enjoined Prop. 187 from being enforced. One tiny protion of that Proposition amde it through the courts, 98% of it was declared unconstitutional. As for majority rule, remember Adolf Hitler? A huge majority of Germans supported him after he became Germany's ruler and do recall that Sadaam Hussein receive 100% of the vote.

But there are two very important points: 1) Part of the Israel Law had "Death by Stoning" for many offenses, so joining the tribes who will stone you to death for breaking the rules has serious consequences. 2) The other part - is that in order to join Israel, he had to be circumcised. So, instead of the responsibility being on Israel to treat that PERMANENT stranger as part of the tribe, YES - that is what they had to do, But ONLY AFTER that stranger had agreed to abide by ALL OF THE LAWS OF ISRAEL, with death following shortly for many infractions. So when the Mexicans who want to join themselves to this land start by following the laws of this land and valuing the rules of our own heritage and founding fathers, then yes, it is appropriate to treat them as American Citizens, but NOT BEFORE.

IRCA requires employers to verify immigration status. If they don't, those employers are criminally liable. Perhaps we should begin enforcement of the laws with the U.S. Employers. Secondly, because IRCA requires employment verification, many undocumented workers do pay payroll taxes (ie income tax, social security tax and medicare taxes) through employer witholdings like all other legal workers, or the use of an IRS issues ITIN. In fact, in 2004, 10% of the Social Security Surplus was contributed by undocumented workers. Their contributions help keep these federal programs solvent...especially since undocumented workers never collect benefits from these programs. There is much more I could say, so I invite responses.
