Black vinyl fence not sitting well with some

OCEANSIDE ---- The chain-link fence is coming down, a black vinyl fence is going up, but the uproar isn't going away.
It started several months ago, when the North County Transit District installed the chain-link fence near the Sprinter tracks along a stretch of Oceanside Boulevard, just east of Interstate 5. The fence runs along the south side of the busy thoroughfare, from Commerce to Crouch streets.
Residents and business owners raised a stink, calling the fence an eyesore and begging officials for a better-looking alternative.
"Is this really the gateway you want people to see who will be frequenting El Corazon, the business parks, our neighborhoods and a large section of the city that happens to be east of I-5?" activist Nadine Scott wrote in a June 28 e-mail addressed to Mayor Jim Wood and Oceanside City Council members.
In response to the complaints, interim City Manager Peter Weiss asked the North County Transit District to remove the chain-link fence and replace it with the black vinyl one at a cost of $60,000, Councilman Jack Feller said Friday.
The expense is set to be approved by the council at its July 18 meeting, Weiss said.
"There's something like $1 million in our Gateway Beautification fund, so taking a little bit of money to put that black vinyl fence up as opposed to the chain-link isn't a big deal," Feller said.
Residents and merchants say the black fence is a good temporary fix, but that what they really want is wrought-iron.
The transit district, which put up the fence to meet California Public Utilities Commission requirements to keep people from crossing the tracks, says it would have been happy to install wrought-iron if the city had agreed to pay for it.
Transit district spokesman Tom Kelleher said all cities along the Sprinter corridor, which stretches from Oceanside to Escondido, were given the option three years ago to upgrade to wrought-iron fencing and that only the city of San Marcos took advantage of the opportunity.
Weiss said that city staff will present a cost estimate to the council at the July 18 meeting for upgrading to a wrought-iron fence.
Councilman Jerry Kern said the black vinyl fencing should have been put in by the transit district to begin with but that there was a breakdown in communication.
"I'm not real thrilled about spending $60,000 for fencing that (the transit district) was going to put up anyway," Kern said. "I'm not going to go over that amount and I don't think we gain anything by having wrought-iron."
Kern said the black vinyl will disappear with the right landscaping.
"In 10 years, you probably won't know the difference between black vinyl and galvanized," he said.
Chuck Lowery, who owns Pacific Bakery off Oceanside Boulevard, about a mile east of the Center City Golf Course, said that while he understands the idea of not letting people run across the tracks, he would like to see a "thoughtful" plan for the area: One that involves planning for a sidewalk and landscaping, as well as an attractive fence.

Here's a news flash ... so would the chain link ... and it would be easier and faster to cover than vinyl simply by using vining plants. Hmmm wrote on Jul 7, 2007 8:04 AM:Chain link is a better solution. Wait until the taggers get at the vinyl fencing. Then we'll begin to see fading in the spots where it was cleaned. It will be tagged again. Then they will start to paint the fence. It will look even worse. How about a black colored chain link fence. Something with color, but not attractive to taggers. If you want to improve the gateway to El Corazon, you're better off widening out O'side Blvd to eight lanes so they can get through the area fast. The four lanes right now is simply not enough.

Come on, this is just ugly and after all the hassling of Oceanside Blvd. tenants for the Chargers and the Pharmaceutical CEOs to drive to work down a 'nice' street, this fence is absurd. How about some sort of landscaping thats really inconvenient to cross? Big Juicy Nasty mushy ice plant comes to mind, or thorny stuff.

Why are they making these decisions without consulting with the Committee. Don't spend a dime without their input Mr. Weiss! Or was this Committee just set up for kicks and giggles on the Chargers issue? This should be part of the Plan being designed for Oceanside Boulevard by the Public and the Committee. Get some opinion on the table first! You do not speak for us now! You lost it in negotiations with NCTD! So back out and listen to the Public!

Wrought is wrong wrote on Jul 7, 2007 9:45 AM:The upkeep on wrought iron is expensive versus vinyl. Cover the fence with vines etc. it will look nice and make those who damage it pay.
Black Vinyl wrote on Jul 7, 2007 10:08 AM:If any of you want to see how filthy black vinyl gets, and remember the Sprinter has NO landscaping- just dirt- drive up I-5 and look in the center divide. Certain times of the day it looks pretty good, but at the most beautiful time of day, near sunset, the filth and grime show up in vivid, living color- the fence looks rusty, dirty and gross.

Jimmy the III wrote on Jul 7, 2007 10:45 AM:The PUC said we have to have a "Fence or Barrier" along the sprinter line but why has the Council side stepped their Task Force Advisory Committee they set up to provide them advice (what a slap in our faces) and why can't we as a city be more creative? This makes us sound like simple actors in a dumb and dumber movie. What's wrong with some well placed Boulders interspced with some trees and Hedge type plantings, leading into some public Art works and/or say a public message Board, or say a graded elongated Mini park leading up to a hillside Backdrop in the mission style arcitecture, or How about a real stone wall or faux stone wall like the kind on some of the freeways? There are literally hundereds of barrier styles. Any idiot can come up with the idea and put up a fence or fence with some vinyl. I thought O'siders had Brains and intellect, I know some of our council members are questionable in this category at times with the pressures and demands of their positions but even they can show some great enterprise and superior wisdom if they quit playing simple minds and giving into staff recommendations and look to alternatives by asking for and listening to their appointed citizen advisers. Stop for a minute my City Couhncil and Ask your Task Force for 3 to 5 recommendations and you'll be surprised at the quality proposals you'll recieve. Because what NCTD will put in will become permanent. Besides, NCTD says they don't have the money...well they just submitted a request for $690 million more (on top of the $484 million being spent) through SANDAG for more Sprinter line improvements....NCTD quit lying!!! This Sprinter line is a Billion Dollar Boondoggle!!!

Not sure what kind of landscaping, if any, the Sprinter will have next to it. NCTD doesn't want to do anything extraneous that will cost them money so probably no landscaping at all.

Plants aren't good either wrote on Jul 7, 2007 10:04 PM:The idea is to have an attractive barrier without covering it with vines. The idea is to be able to see both sides of the Boulevard, the stores and shops on each side, and not create a ghetto on the South side that would be totally blocked by a solid looking wall or fence.

The only way to make businesses to pay for this is to put them all in a redevelopment area. I can't see Vons and Ralphs exactly going for that. But a clever city manager might look for some contributions wouldn't he?

So much could be done through the whole corridor simply by adding greenery. Of course, if you want an attractive barrier without plants ... I think you're back to wrought iron.
