Encinitas approves $1.5M to improve public works center

ENCINITAS -- With one member apologizing for the city's lack of disclosure and transparency, the City Council voted 5-0 on Wednesday to budget $1.5 million to remodel a public works facility that staffers had billed as "move-in ready."

The action authorized the immediate tapping of $750,000 from a capital improvement budget that would have spread out the allocations through 2011.

Public Works Department Director Larry Watt told the council that the improvements would take 180 days to complete.

The city paid $9.5 million in 2006 to buy the former Mossy Chevrolet dealership on Calle Magdalena as a public works center. The purchase included an additional $100,000 for equipment and temporary structures and $500,000 for immediate improvements.

Critics at the time said the city paid too much.

On Wednesday, Councilwoman Teresa Barth said officials knew more about the condition of the facility than they revealed during summer 2006. Barth was not on the council at the time.

"I hope this is a lesson-learned situation for both the council and the staff," she said, "to do these types of things with full disclosure, with due diligence and in a transparent manner; $1.5 million is not a turnkey, period. I apologize to the public."

The center's main building consists of offices and a former automobile showroom. The two-story structure needs an elevator, improved stairways and restrooms to comply with federal accessibility requirements for the disabled.

The improvements also would include building outdoor storage bunkers and enclosing a detached vehicle maintenance building.

During deliberations, some council members noted that the city had searched for years for a site for the public works center, and among 37 prospects, none was as viable as the former dealership, which abuts Interstate 5 and is in a central, commercial area.

One resident told the council to reconsider leasing space from Olivenhain Municipal Water District, which owns property in Carlsbad just north of Encinitas.

"I propose ... we sell (the former dealership) to a developer for a strip mall or for housing that we're always talking about needing," said Lorri Greene of Cardiff.

Councilwoman Maggie Houlihan said the city considered the water district location and deemed it too expensive.

Other council members said buying the dealership was a smart one. To build a center from the ground up would have cost as much or more and neighbors would have objected, said Councilman Dan Dalager.

"To me, it was a godsend when Mossy came in," he said.

Mayor James Bond said that "buyer's enthusiasm" contributed to the city's swift purchase of the site.

"It fell in our laps at a time when we were going to spend at least that much or more," he said. "Now, I guess we're in somewhat of a situation of buyer's remorse. I never dreamed it was a turnkey operation. I knew we were going to spend money."

Overbudget wrote on Sep 20, 2007 7:05 AM:The City is way over budget for the public works yard. To re-coupe the cost of public works yard and not tap our needed capital improvement budgets, the City should rezone the quail gardens property on quail gardens drive to commercial and sell it. The neighbors should feel lucky they didn't get a public works yard in the area. The area is all all new tract homes which need a commercial property to make it more mixed use and less of a suburban slum.

Finally! wrote on Sep 20, 2007 8:44 AM:Encinitas is 21 years old and was established without a designated place for a public works yard OR a city hall. The current city hall was a shopping center the city bought and critics screamed that they over payed and took valuable property off the tax rolls. Now the city finally got smart and purchased a proper place to site a public works yard that doesn't impact a residential neighborhood. They should get an award for good decision making, but instead the exact same critics make the exact same arguements on this that they made about buying city hall! The critics are merely constant critics. I say "good on ya", keep doing the right thing!-

The speaker was right when she said that the Olevenhein Municipal Watecr District did offer to lease land. Counilmember Houlihan stated that they wanted a 20 year lease and it would be too expensve. The records from the City reflect that no talks of money or 20 year lease ever took place. We are still being lied to. Good thing there is an election is 2008. These are the kinds of things hopefully citizens will remember.

Wheelchir Bound wrote on Sep 20, 2007 3:07 PM:As a person that very depends on disability access I am deeply disappointed that even though the city council knew that this facility was not in compliance with the American Disability Act, they went ahead and purchased it anyway. Most people with any common sense would know it was not a move-in just based on that. I know I wount be voting for any of the current council members come next year, except for Teresa who wasn't ever involved and at least had the decency to apologize.

Christy Guerin is probably laughing all the way to the bank about now. Now we need to boot out Bond, Stocks and Houlihan in the next election, as Dalager is not up for reelection. We need more Teresa's Who is going to volunteer is the question?

I pay taxes in this city and I am sure my water bill will go up. No one mentioned that the San Dieguito Water District is also in the same building and the city council is the board of directors. How convenient for them. They get paid $100.00 a meeting for the water district meetings which are held before the council meetings. Nice gig. No wonder they didn't want to team up with Olevenhein. Pretty sad.

That way we won't have to watch it slowly being snatched away from us. This is incrdible. Vote the bums out in 2008. That way we won't have to watch them smirk, especially that Stocks guy.
