Supervisors vote to send Bush immigration a 'bill'

County study says illegal immigrants cost taxpayers $101 million in 2006 | ∞
SAN DIEGO -- County supervisors voted unanimously Tuesday to send President Bush a $101 million bill to reimburse county taxpayers for what a county-commissioned study stated illegal immigrants cost them last year.
Supervisors said they had taken similar actions before, sending "illegal immigrant" bills to the federal government in 1994 and 2001. Those bills were ignored, and were seen largely as symbolic gestures.
However, Supervisor Bill Horn, who pushed hard for the county study that was released two weeks ago -- and other supervisors, said it was time to seek reimbursement again because the federal government has not stopped illegal immigrants from crossing the border and using services that taxpayers pay for.
Armed with the study, supervisors specifically voted to enlist the help of Rep. Brian Bilbray, R-Solana Beach, to promote legislation that would:
Local governments in border states have said for years that the federal government's failure to stop illegal immigration has cost them billions of taxpayer dollars in services rendered.
The county study, which supervisors voted to pursue in May 2006, was largely based upon anecdotal information rather than solid statistics. It did not attempt to quantify potential economic benefits that illegal immigrants might provide.
Horn said he asked for the new study so the county could get a picture of what illegal immigrants cost local taxpayers.
He said Tuesday that he did not intend for the board's vote to be a symbolic gesture, even though previous "illegal immigration bills" sent by the county to the federal government in 1994 and 2001 have not been paid.
"I don't want to just grandstand, I really want the money this time," Horn said. "The bottom line is the county of San Diego's taxpayers are bearing an unfair burden for porous border. It's the federal government's job to enforce the border, and if they refuse to do it ... I think they should face the consequences of their action."
Kurt Bardella, a spokesman for Bilbray, said by telephone Tuesday that although the congressman was not currently sponsoring legislation that would address the county's request, he intended to do so. Bilbray said in a written statement Tuesday that he was "eager" to work with Horn for reimbursement.
Bilbray, who was once a San Diego County supervisor, is chairman of the immigration reform caucus, a group of more than 100 congressional representatives who favor stricter immigration enforcement legislation.
San Diego State University professor John Weeks helped compile and write the study for the county. As he wrote in the study, Weeks told supervisors Tuesday that illegal immigrants do contribute to communities in a variety of ways by spending money and providing services.
But, he said Tuesday, they were unlikely to generate much property-tax revenue that makes up the majority of the county's spending money.
"Working undocumented immigrants make an economic contribution," Weeks said. "But the issue for this board is that it is very unlikely that they put back into county coffers the amount of money that is spent providing services to them or on their behalf."
No one came forward to criticize the study at Tuesday's meeting. The American Friends Service Committee -- a Quaker human rights organization -- has said it was afraid it would promote "anti-immigrant sentiment."
Weeks said the study used interviews with county department heads to suggest that roughly 10 percent of their annual budgets were spent on services for illegal immigrants.
The study suggested that those costs amounted to $101 million in 2006, three-quarters of which was used for criminal justice costs, such as jailing and prosecuting. Remaining costs were spent on health, social services and other programs.
The study did not account for the costs of education or unpaid medical bills for illegal immigrants, although it used estimates from the Hospital Association of San Diego and Imperial Counties to come up with its figure of $155 million in unpaid medical care costs.
Other supervisors said it was time for the federal government to pay up.
"It's outrageous to say the least," Supervisor Dianne Jacob said. "Inexcusable."

Most work under the table because they can't legally work. Those that do are stealing the identities of those of us that do legally work and pay taxes..... and cost us even more. Please give me a break. Sure, we should be reimbursed for the huge expense that these people bring on us in order to provide corporations with cheap labor, but first and foremost we need to punish the corporations that hire these people at not just the tax payers expense but our American societies' expense. Healthcare is one example. We pay too much in taxes as it is, so why give the feds a reason to tax us even more. Our healhcare insurance is high because insurance companies have to cover the costs not being picked up by illegal alens running up a tab and then skipping out on paying their bill. The price each of us pays for Uninsured Motorist coverage in our Auto insurance is another example. Illegal aliens are notorious for driving without insurance, and they're much more likely to "hit and run." I think we all have a real good idea of those "hidden costs" associated with illegal immigration, and we all need R-E-L-I-E-F !

I wish someone would do a comprehensive study focusing on the cost of educating Illegal Alien children. I believe everyone should get a decent education, but American students should come first. Mexico should educate Mexicans. My son had to work his butt off at Vista High School to stay in AP classes because the teachers of the regular classes spent more than half their time trying to explain the lessons to the non-English speakers. Also, to the person who commented about Villar becoming the next Governor of California... Beware! I've mentioned this before and no one has addressed this issue - Just who will be voting in the upcoming elections? I don't have to show an ID, do you? Will illegals be able to vote? What will prevent them from doing so? I can't get any straight answers on this frightening issue!

Well, now is the time to strike. Now is the time for the govt to design a system that allows them to know who everyone is. yes, it's that issue that brings the right wing and the ACLU together - the national ID card! Bring it on! In a sense, we already have one - the drivers license, or the passport, or the socila security card. What about our privacy, you say? Well, thanks to the Patriot act, privacy is pretty much gone, so why not? We don't need a wall, we don't need to turn our police into border patrol, we don't need to raid chicken houses. We just need to show our ID card th prove that we're in this country legally.

We need to be collecting information on the actual usage of services by illegal immigrants, and the hospitals and schools should be given the responsibility of doing so. I also support the idea of sending a bill to Mexico (and Brazil and the other countries with significant numbers of illegal immigrants); if nothing else, the publicity should bring some attention to this problem.

If say property taxpayers were given a notice of their share of the reimbursement if the feds came through, that would be way more effective than if people thought it would just go to government whose number one constituency is its employees. The National Research Council put the average fiscal cost of immigration to each California native household at close to $1200. That study is a decade old and it lead author, James Smith of the Rand Corporation who is an amnesty proponent, said it would be much more now. And of course those in San Diego County are going to be affected more than average because of its proximity to the border.

You miss the point. This study was on how much illegal immigrants cost the county. You and I. How much is paid out and not re-couped. This argument that they contribute to the local economy is blind. Yeah, they pay sales tax. They go into a local establishment and they pay sales tax. Less than 3% of that tax stays here. Yet the study point out how much local tax money is spent on them. Shift the burden, allow locals to recover costs. Why should I have to pay my tax dollars for that, and have less money to pave my local roads?

The Revanchists in Mexico, especially,must get quite a kick out of all of this. They must be thinking the Americans want people to perform cheap labor but they don't want to pay. Hey, that's exactly what we want from them, and that's why they are leaving Mexico. A real circus, I would say.
