LAKE ELSINORE -- Twin sisters, both former teachers at Lakeside High in Lake Elsinore, have been charged in connection with a case of lewd acts with an underage girl who was a student at the school.
Charges were filed by prosecutors Tuesday against Franca and Antonia Munoz Juvera, 26, as well as 19-year-old Eileen Elizabeth Valerio, according to Riverside County Superior Court records.
The charges come exactly a year after the alleged crimes were committed, according to court records and nearly a year since the three were first arrested in the case.
"This was a lengthy, ongoing investigation," district attorney's office spokeswoman Ingrid Wyatt said Wednesday when asked why it took 10 months after their arrest to file criminal charges against the three.
The twins lived with Valerio in a Rancho Cucamonga apartment when they were first arrested in December. Some of the alleged illegal acts may have happened there, police have said.
Franca Munoz Juvera has been charged with two counts of lewd acts with a child while her sister and Valerio are charged with conspiracy to commit a felony, court records state.
Authorities have previously said that they believe Antonia Munoz and Valerio helped facilitate the sexual abuse of the underage girl by Franca and that neither reported the alleged crimes.
In an interview with The Californian in March, Lake Elsinore police detectives said the alleged victim in the case wasn't being very cooperative with their investigation "because she says she is in love with (Franca)."
Wyatt said there wasn't any sudden new evidence that led to the charges being filed after so long.
"The investigation just culminated into enough information to where we could file charges," she said.
The twins were both first-year teachers with the Lake Elsinore Unified School District when arrested in December. Franca taught math and Antonia taught chemistry, district officials said earlier this year.
On Wednesday, Superintendent Frank Passarella issued a written statement after learning charges had been filed.
"These two probationary teachers were not reflective of the high quality and dedicated educators within the Lake Elsinore Unified School District," the statement said, adding that they were placed on paid administrative leave right after they were arrested.
"As of June 2007, these two individuals were no longer employed by the district," according to the statement.
District officials declined any further comment, saying this was a personnel matter. No information about whether any of the three women have been arrested was available Wednesday night.
Court records state that arrest warrants have been issued for them and they are scheduled to be arraigned at the Hall of Justice in Riverside today.

Think before U speak wrote on Oct 11, 2007 9:07 AM:School districts have no way of telling what type of personality a teacher who is new and has a perfect record will become. What are you new?'
Think before you Speak wrote on Oct 11, 2007 11:21 AM:First it is not our place to judge we do not know the whole story and second remember who is investigating this; Riverside County Sheriff Department and they have many problems of their own internally... It is sad to think everyone tends to believe what is written in black and white. Try thinking.

A formwer schoolmate of mine wound up married to the school guidance counselor (just after graduation of course). Now, is this issue more about the same sex issue, or about sexual abuse of a minor? (you know, using your power and control over a more vunerable person-victimization). People applauded the Vagina Monologues as a series groundbreaking testimonials on female sexuality yet one of those stories is also about the same sort of thing that this story is about. I'm confused-At what point do we allow as a society young people to decide when to be sexually active? 14? 16? 18? 21? Nature made us ready at 13 or 14. If you look at other cultures (you know-the ones who are mor in tune with "nature" and the "natural order of things" one might notie them marrying off their daughters at 13 or 14. Its not until the western mores come into play that the older ages are an issue. I have a daughter, and I would hope that she will wait until she is older (say 25) before she starts datin. But I fear that I will not be respected in my wishes (her junior high school just sponsred a dance, and you know where THAT leads) So what is it? Is it enough for a young person to believe that she (or he) is ready to take thier life to the next level? Or do we lock them up. And what about adults? At what point is is NOT OK for someone over say 19, to be involved with someone less than say 19? If this is truly a vicimizatioon of a child by an adult, then BURN HER!

I don't know what kind of work you do, but the places I've worked (only two in the last 14years) had ability tests and evaluations. And there are track records and resume's and back ground checks. You'd think the district might have a few of these in place.

I'm concerned too, but.... wrote on Oct 11, 2007 4:19 PM:Every District employee in every District is required to be fingerprinted, drug tested and T.B tested. If there is no previous record, how would personnell know? Yes, it is horrible, but to put blame on the District for hiring these individuals is ridiculous. Now what is ridiculous, is that they were on "paid" administrative leave. Luckily, these were probationary teachers. Think about how difficult it is to fire a tenured teacher!
