HOC to induct MacMillan, Scott

SAN DIEGO ---- Women's soccer star Shannon MacMillan and running legend Steve Scott headline four 2008 inductees into the Breitbard Hall of Fame, the San Diego Hall of Champions announced Thursday.

MacMillan attended San Pasqual High before becoming a star forward on the U.S. women's soccer team. She won a World Cup title in 1999 and an Olympic gold medal in 1996.

Scott, a San Diego County resident since 1983, held the American record in the mile for 26 years before Alan Webb broke it this past summer. The two-time Olympian currently coaches the Cal State San Marcos track and cross country teams.

Willie O'Ree, the NHL's first black player and later a member of the San Diego Gulls, and basketball coach/general manager Pete Newell complete the class.

Effects of steroid programs unclear

WASHINGTON, D.C. ---- Programs designed to reduce performance-enhancing drug use among teenage athletes are effective in the short term, but their impact over longer periods of time is unclear, a report by the Government Accountability Office concluded.

The report included evaluations of two programs that have received federal funding: ATLAS, which targets male athletes, and ATHENA, for female athletes.

A 2000 study found that students who went through the ATLAS program during their sports season were less likely than those who didn't to abuse steroids at the end the season. After a year, the difference in steroid use between the two groups wasn't statistically significant. What was statistically significant was that students who went through the program were less likely to say that they intended to abuse steroids.

Ernie Els was two shots behind in the 12-man field at the Gary Player Country Club. ... Jane Park shot a 2-under 70 at LPGA International to increase her lead to three strokes over Kelli Kuehne after the second round of the LPGA Final Qualifying Tournament at Daytona Beach, Fla. The top 17 players Sunday after the fifth round will earn 2008 LPGA Tour cards, while the next 35 will receive conditional status. ... Frank Lickliter II shot his second straight 10-under 62 at Orange County National to take a nine-stroke lead after the second of six rounds in the PGA Tour National Qualifying Tournament at Winter Garden, Fla.

The Spanish football federation has dismissed reports that it plans to launch a bid to host the 2018 World Cup. ... David Beckham and the Los Angeles Galaxy will lead a four-team field for the inaugural Pan-Pacific Championship exhibition tournament in Hawaii in February. The event also will include Japanese league cup champion Gamba Osaka, the MLS Cup champion Houston Dynamo and a team from Australian A-League Final Series.

Swimming

Ryan Lochte beat Michael Phelps by 1.24 seconds with an American-record time in the latest renewal of their rivalry, and Natalie Coughlin also set an American mark on opening night of the U.S. short course national championships at Atlanta. Lochte lowered his own mark in the 200-yard individual medley, touching in 1 minute, 40.08 seconds ---- 0.47 seconds better than his time from 2006.

Crime and courts

Former Cowboys quarterback Quincy Carter has pleaded guilty to a misdemeanor charge of possessing marijuana in Shreveport, La. Carter entered the plea Wednesday in state district court, Caddo Parish Assistant District Attorney Brian Barber said.

Hockey

A bus carrying members of the Elmira (N.Y.) Jackals minor league team struck the back of a tractor-trailer and went down an embankment about 35 miles from the Ohio border, seriously injuring the bus driver and causing minor injuries to several players.
