Energy Commision to remove mandatory thermostat control

The California Energy Commission will remove a proposed mandatory control feature from thermostats required in new homes, Claudia Chandler, the commission's assistant executive director, said Friday.

The control feature, specified in an upcoming revision to building codes, would have required so-called Programmable Communicating Thermostats to be installed with the air conditioning systems of new homes. These thermostats would have deferred in emergencies to a radio signal broadcast by utilities, removing control from customers.

After public protests, Chandler said, the commission decided to remove the mandatory provision from the proposal for the "Title 24" energy efficiency standards. Staff will make the recommendation at the energy commission's Jan. 30 meeting, and the new proposal would be taken up at a later meeting.

"The consumer or customer can overrride the emergency control," with the change, Chandler said. The system would notify customers of an emergency. If the customer did nothing, utilities could reset the thermostat to a higher temperature, but no higher than 88 degrees.

If customers don't want to give control of the thermostat to the utility, they can override the control, Chandler said.

Off the top of my head I would say that anybody that needed that high a temp in their home has a very poor blood circulating system or a imbalance in there heating system. It may sound strange, but what if that were to happen often with random access. I sure wouldn't want my home accessed by anyone I didn't invite ! We had better take a good look. This is another reason for a moratorium on new construction, above and beyond water.

Simple solution wrote on Jan 12, 2008 9:24 AM:The mandatory requirement for these thermostats is ridiculous.At a minimum, any home with one of thes should get some cost break on utility bills. Were I to purchase a home with one, I would replace it immediately (probably would cost about $30.00 at Home Depot). What about folks with health conditions that would require them to have unusually high or low temps? I wouldn't trust the utilities to be able to monitor exceptions to the rule.

Electric generation from resources such as wind and solar are not counted in the total electric generation of the state since you cannot control or dispatch the power when you need it.

This mandatory provision in the PCT would have made the A/C load of the Central Valley a defacto dispatchable electric generation resource. It all falls under the attempt to count demand response as a source of electricity.

A better solution would be to establish building code requirements (and outlaw all existing CCRs) for outdoor clothes lines or similar apparatus. Currently, outdoor clothes drying is banned in the majority of new housing developments in California.

More supply is not an option: 1) it doesn't exist (or soon won't) and 2) Global warming is a problem that we must face up to.

My guess is that coal fired power stations will begin to be closed down within the next 5 years because of global warming. AC may well then be banned.

Radio controlled thermostats? Maybe they are not so bad.

People should need to apply for and receive a government permit for AC. I also wonder about the health effects of second hand AC. Theres a story here, people!

The real problem is that the Energy Commission has not allowed Generation plants to be built to keep pace with our population growth and they have mandated natural gas instead of Nuclear or Clean Coal fired plants.
There is not enough natural gas to supply the ones they built The idiots failed to realize there is a natural gas shortage because of other insane prohibitions against allowing Domestic production and building pipelines from Alaska.
The Government controlled thermostats is just the beginning of the Global Warming movement to control energy and take our liberties away.

That way we won't have another energy crunch because we'll be producing so much more electricity AND the house that has them on their roof will be cooler because the panel are absorbing the heat instead of the house.
