Wildomar cityhood approved by healthy margin

WILDOMAR ---- Wildomar will become the 25th city in Riverside County, based on election results released Wednesday morning.
"Yes" on Measure C, the incorporation question, was supported by 2,901 voters, 61.15 percent of the 4,744 votes counted as of 10:41 a.m. Wednesday. Those results are semi-final official results, according to the Riverside County registrar's office, which has 28 days to certify the election.
It's possible there could be more updated numbers announced today because there was activity in the counting room, a staffer said. An unknown number of mail-in and provisional ballots remain to be counted.
In addition to the incorporation question, voters here were asked to decide, if cityhood were approved, which of 14 candidates should serve on the inaugural five-person city council. They also were asked if the city of 27,000 residents should be divided into five council districts or elected at large.
More than 56 percent of voters, 2,515 of the 4,435, decided that electing council members by district was the way to go.
As of 10:40 a.m., the five leading council candidates were Bob Cashman, Bridgette Moore, Marsha Swanson, Scott Farnam and Sheryl Ade.
Cashman, a 65-year-old engineer, was the leading vote-getter with 2,005, 12.53 percent. Moore, a 40-year-old office manager, was next with 1,823 votes.
Cashman and Moore ran together on a slate with Little League president Tim Underdown, who looks to have finished in sixth place with 1,259 votes.
The third-place vote-getter was Marsha Swanson, a 61-year-old real estate office manager who raised more than $10,000 for the election. Swanson garnered 1,620 votes.
Fourth place went to Scott Farnam, a 41-year-old contractor and developer who picked up 1,432 votes.
The fifth-place finisher was Sheryl Ade, a 52-year-old community activist who received 1,354 votes.
Underdown trailed Ade by fewer than 100 votes as of 10:40 a.m. today.
If these election results are certified, the top five candidates will be sworn in as the city council when the new city incorporates July 1. If the council follows county tradition, Cashman, the top vote-getter, be named mayor. The bottom three vote-getters will be the first up for re-election.
If Measure D is eventually approved, the city of Wildomar, 24 square miles of ranches, country homes, newer tract homes and a planned community in the eastern hills, will be divided up into five districts based on population and geography and the future council will be elected from the districts.
Exit poll interviews conducted before the polls closed suggested the area's 11,000 registered voters were split on the incorporation question.
Residents who said they supported cityhood cited local control of their tax dollars as one of the most important issues. They also said the area needed to incorporate before it is swallowed in chunks by the neighboring cities of Murrieta and Lake Elsinore.
Those voting against cityhood said they wanted to preserve the area's rural character. They also questioned the timing of incorporation, saying the struggling economy will make it tough for a city of Wildomar to get a strong financial footing.
Some of the voters who participated in the exit poll could not remember which candidates they voted for or if they voted for or against dividing a city of Wildomar into districts.
The other candidates on the ballot were Gary Andre, Steve Beutz, Martha Bridges, Harv Dykstra, Roger Le Clerc, Darrell Ruff, Michael Tierney and Paul Williams.

There is talk of going for a plan to disincorporate Wildomar because with enough planning, it can be done. If they don't want to go through a protracted disincorporation battle, then just redraw the city boundaries and leave The Farm out of it!

Now you have local people to complain to if you don't like something. The response time will be much quicker than the county's guaranteed or you can vote them out. You only had Buster's voice for Wildomar at the county and now you have 5 of your neighbors to listen to you. You have a choice- you are either part of the problem or part of the solution...or a professional complainer.

Quimby fees need to be timelined and saved if needed for real parks

I don't see a tax base and I see a nightmare with your choice of electing people by district. It's a blueprint for failure. You should have waited another five to 10 years. This is tantamount IMHO to everything else to get through the process and capture as much revenue as possible including but not limited to grants, monies that could end up in the counties pocket but belong to the new city etc.

If I wanted to live in those 2 cities I would have bought my home there 20 yrs ago!!!! Good luck Wildomar & I'm sure there will be bumps in the road but it's how we deal with then that's important.

In addition, how can you attract/keep retailers and businesses if there is no population to support it. With Murrieta, Elsinore, and Temecula with basically everything the valley needs the measley residents of Wildomar cannot support businesses. In addition, they will need to straighten out all the public services etc. which will cost money, something the state does not have to back them up if they fail. Who will be the ones paying for the whining people of Wildomar? The rest of the taxpayers.

Public safety is the number one goal of government which means our newly formed city. Not being negative just an honest question. Having our house alarm go off and waiting for the Sherrifs deparment for over an hour and half in the past in not ideal when we are now footing the bill!
Roberto1 wrote on Feb 6, 2008 9:14 PM:To question, The short answer is: Public safety like fire stations are paid for by developer mitigation fees which an apportioned amount should be in the counties hands and slated for Wildomar. Think about it this way. you still have what you have always had or not under county oversight, now your services will be managed on a local level. Doen the road, it may very well pencil to have your own police department or continue to contract with the county depending on the level of service and cost the constituents want to pay albeit the same or more.
Worried with good reason wrote on Feb 12, 2008 6:26 PM:I don't know what the fuss is all about as far as planning and meetings. The council members have likely already decided on the selection of city manager and other paid city positions - along with who will reap the profits of city contracts. You don't have to wait for the meetings or announcements. Just take a look at the winning candidates' list of campaign contributors. The council members will run the new city just like they ran their campaigns…with total disregard for the letter or spirit of the law. At least until the voters of Wildomar stand up and insist on clean government.
