OCEANSIDE: Mayor's race taking shape

By CRAIG TENBROECK - Staff Writer | Wednesday, April 30, 2008 9:38 PM PDT

OCEANSIDE ---- The Oceanside mayor's race has gained momentum in recent weeks, with Councilman Rocky Chavez launching his campaign and former school board candidate Catherine Anderson signaling that she, too, may run.

Chavez formally announced his candidacy Wednesday, telling more than 40 friends and supporters at Luiseno Park that he would be a better steward of the city's money than incumbent Mayor Jim Wood, who is seeking re-election in November.

"We should not spend money or give away our future for short-term political gains," Chavez said after criticizing Wood for voting in favor of double-digit pay raises for law enforcement officers in 2006.

Wood could not immediately be reached for comment after Chavez's speech. Earlier Wednesday, he said that Oceanside is "moving in a very positive direction with my leadership."

Wood and Chavez apparently aren't the only residents interested in the mayor's seat.

Anderson, a longtime resident who ran unsuccessfully for a seat on the Oceanside Unified School District board in the 1990s, filed papers in mid-April declaring her intent to run, according to the city clerk.

Anderson did not return a call Wednesday seeking comment.

Chavez, a retired Marine who runs the School of Business & Technology, a charter high school in Oceanside, was re-elected to his council seat in 2006.

In 2004, he took a shot at the mayor's seat but finished behind Wood and former Mayor Terry Johnson.

This time will be different, Chavez said.

"I know the community a lot better now than I did four years ago," Chavez said. "And I know myself a lot better."

Wood estimated it will take $100,000 to win in November. He has already raised about half that amount, he said.

In addition to the mayor's post, two council seats will be on Oceanside's ballot.

Council members Jack Feller and Esther Sanchez are seeking re-election. (Chavez's council term doesn't end until 2010.)

Community activist Rick Kratcoski and Vista Unified School District board President Jim Gibson have filed papers with the city clerk indicating their intent to run for council.

Rocky Chavez for Mayor wrote on Apr 30, 2008 10:19 PM:Congratulations Rocky, you will make a great Mayor!

Watcher wrote on Apr 30, 2008 10:39 PM:So Cocky Rocky thinks he can become mayor by saying that the present mayor gave a raise to the police officers. Well, I recently read that our crime rate is down --like way down. Two officers have paid with thier lives to protect us. What would you want your son or daughter to be paid to be an Oceanside police officer? That is not a reason to change mayors. Cocky Rocky will have to come up with something better than that. I think Wood has been a good mayor. He is active in the community, tries to do what is best, and keeps an eye out for our safety. I also like that he is the firat memeber of the council to propose and pass an ordinance requiring lobbyists to register and identify themselves when they are trying to sell our council on some development deal. As I recall Cocky Rocky and the rest of the KFC bloc don't like having to let everyone know who their Got Bucks Developer Friends are. I am voting to keep Mayor Wood minding the store down there.

Navy MD wrote on May 1, 2008 5:09 AM:Way to go, Rocky!! This city needs someone who has the knowledge and ability to lead this city and its council in the right direction. You will be a comforting change from the current mayor.

Pazook wrote on May 1, 2008 5:10 AM:I tend to agree with Watcher. Woods seems to have best interests of ALL citizens in mind, while Chavez tends to fall in with the developers and bigger is better crowd.

No longer for Rocky wrote on May 1, 2008 6:27 AM:Rocky lost a ton of votes when he sided with the lobbyist and out of town carpetbaggers and decided to vote for building the concrete plant on Loma Alta creek. He turned his back on the community he supposedly knows so well. That community will not forget at election time.

Randy wrote on May 1, 2008 7:15 AM:With Kern, Feller & Chavez in complete control, what difference does it make?

All about Wood wrote on May 1, 2008 7:19 AM:I will re-elect Wood in a New York minute! Wood has turned this city around for the best. Rock would better serve as council member and Ester has to GO!

Girls Rule wrote on May 1, 2008 7:35 AM:Rocky Chavez must be delusional. Any candidate who did as poorly as he did in his last bid for Mayor, and thinks he knows the community better today after the way he's voted to sell out the neighborhoods; is absolutely not the candidate for Mayor of Oceanside. Keep up the great work, Mayor Woods, your focus on detail and what's really important for Oceanside's future is evident to the masses. We'll be voting for you again ~ just like last time!!

Give it Away wrote on May 1, 2008 7:41 AM:Rocky has exhibited his fiscal management ability by voting on frivolous folly too many times. He doesn't seem to understand finance. Look at what has happened to his attempts to keep the school he runs open. He can't afford to pay himself. We will not forget his arrogance towards the neighborhoods represented at the Robertsons plant public hearing. We don't want a drill instruction style of governance with a do as I say leadership. Wood is doing a fine job representing this community and hopefully we can replace Feller and stop this stronghold on city hall.

Oh Brother wrote on May 1, 2008 8:05 AM:Police and Fire employees deserve every dime they can muster in negotiations. Look at Rocky's give away votes for the Surf Museum, $500,000., Art Museum, $1,000,000., Fireworks show, $500,000. There is a long list of "give away" votes Rocky! We will vote to break the KFC stronghold in City Hall, on the third floor offices you all share! I can't wait for the forums to begin! Did you get a permit to hold your rally in the Park prior to your $250. per person margarita party afterwards? Ole!

News Flash wrote on May 1, 2008 8:11 AM:Hey Rocky! Didn't you get the news? Jim Wood is the choice we will make at the Polls! We never vote for anyone who has already lost an election! Saying "you know more about yourself and the City now" is a poor reason to believe we will vote you in again. Now we know more about you as well and it isn't real sweet information!

Feller Too wrote on May 1, 2008 8:13 AM:Both Rocky and Feller are on their way out the door! You have deceived us and we do not like it!

Rodster wrote on May 1, 2008 9:01 AM:Jim Wood is nothing but a tool of the unions. Oceanside needs a leader like Chavez who has the vision to see what Oceanside can become. Progress has come to Oceanside in spite of Jim Wood.Bye bye Jimbo.

Buck wrote on May 1, 2008 9:26 AM:Chavez, Feller, and Kerns; The Three Stooges of Oceanside & LA LA Land. They have wasted monies on studies, dream schools, a cement company being bought out by a Japaneese company,etc.. Need I say more? We need them like a mountain needs a outhouse. Mayor Woods has been the best mayor I have had, and I think that goes for most people that is still breathing. Esther is one of the best city council members Oceanside has had. Gibson sold Oceanside out on the Death Row High School on Melrose & HWY 76; that is, and always be a screwed up mess. It is a traffic nightmare. We want responsible people like Mayor Wood and Council Member Sanchez. Dump The Three Stooges!

Keep Them Coming wrote on May 1, 2008 9:34 AM:More good cops and fire employees for us! Pay them all we can afford to keep them in this City! Help them find housing and offer them no interest loans to live in troubled areas or anywhere else in this CIty! They deserve our best incentives and pay possible! We have a great public safety net and we want to keep it that way Rocky! Stay out of their way Rocky!

Voter wrote on May 1, 2008 10:15 AM:It's very obvious that Feller & Chavez made a pact. Chavez is more electable than Feller, but being so pro development he doesn't have a chance! Voters want a council and mayor that listen to the voters. A certain cement plant comes to mind, among other things. No to Chavez!

To Oh Brother wrote on May 1, 2008 10:32 AM:Where do you get your information. The city didn't pay one dime for the fireworks. Mainstreet Oceanside paid for the fireworks mostly through donations. I donated $100 my self. If everyone who attended the fireworks paid a dime they would have money left over for a parade. I can't believe any of your figures since you lied about the fireworks. Why do you make up these figures? Stop the lies and vote for Rocky.

Citizen X wrote on May 1, 2008 10:38 AM:We still don't have enough cops. The concrete plant spit-in-the-face-of-the-residents will not soon be forgotten, my alley just got tagged with 18 pieces of graffiti, Crown Heights is a third-world country, MS13 is now operating in Oceanside, the beach near the pier is like a prison exercise yard, the Sprinter is a boondoggle, the city just lost a suit to an ex-employee for $628,000, the old PacBell building will soon be low-income housing... I'm not sure why ANY of the current city leadership feels they deserve to be re-elected.

Hilarious wrote on May 1, 2008 10:41 AM:Bet you a million bucks that the police and fire unions will not support this clown. I wouldn't vote for this ex-Marine anyway. He has consistently voted against every neighbhorhood in town- with bad, bad development choices. Too bad he's running from a safe seat and we'll have to endure his gigantic neck-stretching, lip-licking ego for another 2 years! Just watch folks. He'll such up to developers to pay back the $36K he owes his past campaign. In the developer's pockets pure and simple.

Fireworks Joke wrote on May 1, 2008 11:32 AM:This Council just approved the funds to pay for a 1 day event. Main Street Oceanside is managing the fireworks from the money the City gave them. $100,000. for the show. Extra Security for the weekend and costs of our Police, Fire and extra Lifeguards, cleanup afterwards, portable bathrooms, fencing and other dumb expense has driven this to $500,000. in expense. If you watched the Council approve these funds just recemtly you would know what has happened in the GIVE AWAY program approved by Kern, Feller and Chavez. If you gave a contribution, consider it two contributions. Did Main Street tell you they had been given money for this event. If not, you been had!

Fiscal Responsibility wrote on May 1, 2008 12:19 PM:I believe we need fairly compensated Police and Fire Departments, within our ability to pay. I also think it was irresponsible for the Council to gift enhanced retirement benefits to the General Employees last year. Now we find ourselves in a $5 million budget gap. Sure the economy is a big factor, but the over commitment of the current Council made it much worse than necessary. Oceanside has blown through over $20 million in reserve funding in less than two years. I think we need to hold our elected officials accountable, Chavez has my vote for the solid fiscal management that we much need right now.

Rocky Go Home wrote on May 1, 2008 12:59 PM:I think Mayor Wood has been a good mayor and he has helped our city immensely. Rocky Chavez, Feller, and Kern need to find something else to do. I can't believe they approved the cement plant. They aren't thinking of improving Oceanside's quality of life, they are only thinking of the bottom business line. I'll vote for Mayor Wood.

OCEANSIDE FAN wrote on May 1, 2008 2:39 PM:The bloggers opposing Rocky's candidacy are either city employees ("gimme a raise") or a tiny faction of NIMBYs who are obsessed with the cement plant issue. Rocky supports urban renewal and the upgrading of Oceanside. He strives to make this city a better place. Wood and Sanchez cater to city employee unions (for votes and money)and they belong to a slate which DID include Shari (think abuse of her city credit card) Mackin who the voters sent PACKIN. VOTE ROCKY FOR MAYOR!!

Cynthia wrote on May 1, 2008 3:27 PM:I was not going to comment on this because I do not like the contencious nature of the discourse but I am forced to respond because Oceanside Fan has brought up the issue of Mrs. Mackin. True Mrs. Mackin had problems but the sleezy hit piece Oceanside Fan references was the very reason I could not vote for anyone who found that acceptable. It does not serve any purpose to trash someone with such scurilous mailings. Mrs. Mackin may or may not have learned her lesson but it sounds like the group who elected Mr. Kern and Mr. Chavez (with the trashy mailers)is backing Mr. Chavez and that pushes me as far from him as I can get. I hope we do not have character assasination and sleezy mailers this election. If Mr. Chavez and his supporters are of that ilk then I hope he does not win. I have always admired the way Mayor Wood conducts himself. He does not indulge in mean and nasty politics. Let us please raise the level of discourse this time or maybe it will be Mr. Chavez who is sent "packin" as Oceanside Fan calls it.

kate wrote on May 1, 2008 3:36 PM:Let's not forget Rocky's record, a 2 million give away to Manchester. Now he is going to run opposing the incumbent Mayor complaining about the pay to improve public safety? Because of Mayor Woods leadership, our crime rate is the lowest it has been in 30 years. All of that accomplished in four years!!! I say give us four more Mayor Woods

Here we go again wrote on May 1, 2008 3:53 PM:So, all of us are supposed to believe that cops are bad and builders are good? Only in Oceanside. Go ahead, keep the fat cats in power. My dollars go to other cities anyway. My house has plummeted in value, my streets are full of pot holes and all Rocky et al can offer is "unions are bad"?? Give me a break. This city is only going down hill and having airports high rises and asphalt plants ain't going to help. The wing nuts will be out in force, but guess what? Nobody cares anymore. Recessions do that.

Big City Business wrote on May 1, 2008 4:08 PM:I agree with NAVY MD! An empty chair is better than the current Mayor! Rocky understand business and how decision today can kill tomorrow's dream. Wood never saw that - especially with his pork barrel give away to OPD. Go Rocky, GO!!! Now schedule some fundraiser's on weekends - so those of us who work in the Big Cities during the week can come and contribute!

OCEANSIDE FAN wrote on May 1, 2008 4:39 PM:Funny! "Cynthia" says she doesn't like the "contentious" "nature of the discourse." But, she goes right ahead and is, you guessed it, CONTENTIOUS. Wise up Cynthia, the voters did, when they picked Jerry Kern and booted Mackin. Or do you feel that somehow, you know more than the rest of us? We all know that Mackin lost the race because of the credit card issue AND because she told the council in open session that she voted one way on SANDAG when in fact she voted the opposite. Later she said she was "confused." That is city council material? Come on "Cynthia," fess up, your real name is .....could it be??...Mackin?

OCEANSIDE FAN wrote on May 1, 2008 4:57 PM:Get real, get right, get on board and SUPPORT ROCKY CHAVEZ ~ the next MAYOR OF OCEANSIDE. Not to forget: Wood withdrew his support of Mackin and backed George McNeil ~ guess why Cynthia! And as I recall Mackin's old buddy Sanchez distanced herself from Mackin toward the end of Mackin's term. Me oh My, ain't politics fun!

to to oh brother wrote on May 1, 2008 5:05 PM:The council gave mainstreet $100,000 for the fireworks this year. This one day event will cost Oceanside Tax payers $500,000. For gangsters to come to the beach and stab and beat innocent people. Chief McCoy will tell you if you make him. If not he won't tell you. He will just hope the cops don't have to shoot someone, which almost happened last year. I guess there are no budget problems in Oceanside.

fireworks wrote on May 1, 2008 5:10 PM:why didn't the council ask the community what they thought about spending $100,000 for fireworks. AND another $400,000 on security. Come to Oceanside and watch fireworks BUT be prepared to get or see innocent being beat up like last year.

Many Neighborhoods wrote on May 1, 2008 5:15 PM:Rocky, Kern and Feller voted in the newspaper to accept the cement plant in spite of what the Peacock Hills, Loma Alta, Mission Park, Fire Mountain, OCNA, North Beach, So. Oceanside and many representative groups who were not in favor of placing this plant in a FLOOD ZONE. FEMA has told the business owners they are grandfathered for insurance, but if they try to sell their property the new buyers will not qualify for flood insurance. Rocky doesn't like public hearings that are not friendly to his mindset or campaign contributions. He should have followed the law regarding the need for the EIR we asked be done. He and the others approved this plant and now WE pay for the cement plant EIR. Robertsons also contributed to Jack Fellers campaign. No surprise is it! He does not represent the interests of neighborhoods before him now and will not as Mayor.

Rocky Road wrote on May 1, 2008 5:20 PM:Rocky, are you raising funds to repay yourself the $36,000. your last Mayors race caused you to borrow. A safe seat is a DARN good way to pay back that loan, build a war chest for an Assembly seat, and spout off on KOCT about your lousy vote on Robertsons cement plant.

Wood has our vote, a Respectable Man of Honor who protects his residents and honors right and wrong.
Sanchez she is a great cup of tea, she is a breath of fresh air when residents need support.
mmmmm.....Rocky....just like Cocky Rocky statements above read.... Wow working with Mr. Wood and making statements like you did - Where is your Respect, and People this is how he will treat you as a Resident and Concerns.

A Mayor should be Respectable at all times no matter what the circumstances (calling names) is childish.... Mr. Chavez Won't have an ounce of care except for people who can fill his bank account (developers & lobbyist) to pay back monies he borrowed from the city!!!!!

If you care for the city you should grab a cup of joe and listen to the talk of the town and Vote Mr. Wood. Remember its all about who you know, and residents know Mr. Chavez well enough now just like he stated he knows us well know....and We don't like his skills at all ...bye bye bye Rocky!

I feel we are back in the 50's...with the things approved in this city. It is 2008, Other Towns are going Green (LEED)... and taking the thought process of looking for the future into mind when they plan to expand a city...

Not mindless thoughts of laying concrete buildings where ever there is a gap in urbanizing.. SO Tell US Why he is so GOOD. Most will agree he is outdated and has no True Purpose to Serve Residents as we get swallowed up by NON-Sustainability building after building...??? Thanks

He was always respected as someone with knowledge and connections to other law enforcement agencies like the FBI and the NCIS and even the Secret Service. When he retired he chose to continue to serve the people of Oceanside. Most of his detractors know nothing of which they speak.
