OCEANSIDE ---- A 20-year-old died Saturday after being shot by unidentified assailants two blocks from his home, according to officials.

At approximately 10:15 p.m., emergency dispatchers took several calls about shots fired in the area of Stephanie Place near Michael Street, Sgt. Kelan Poorman said.

Responding officers found Cesar Melgar collapsed on Stephanie Place and suffering from multiple gun shot wounds, according to the medical examiner's office.

Officers and Oceanside Fire Department paramedics attempted to save Melgar but he died at the scene, Poorman said.

Melgar lived in Elaine Avenue, less than half a mile from the intersection of Stephanie and Michael, investigators said.

Police say the suspects have been described as two men wearing dark clothing. The did not provide any information about possible witnesses to the shooting.

Dude wrote on May 4, 2008 2:03 PM:The gang problem is now being seen in just about every neighborhood in Oceanside. The OPD are totally incapable of doing anything about it and seem more concerned with extorting pay raises out of the taxpayers. We should contract with the Sheriffs Dept. for our law enforcement. San Clemente did this and they are a much safer city now.

OPD RULES wrote on May 4, 2008 5:11 PM:Dude, you are totally clueless. Last weekend, OPD did a gang sweep and arrested about 50 gang members in a single night. You need to talk to the City who keeps bringing low income housing and drug treatment facilities into the city. When you have to get up at night to go to the bathroom, look out your window because OPD is out there protecting the streets so that you can sleep safely in your warm bed.

Priorities First wrote on May 4, 2008 5:35 PM:Looks as if they are more concerned about sitting in their offices over there on Mission and scouring Craigslist to drum up some busts for people hooking up together in motel rooms. To heck with the safety of the residents of Oceanside. Great priorities OPD.

Noow I don't mean that you have to go to Macys and buy expensive clothes. For all I care you can go to the Bazar abd buy some fake Perry Ellis Clothes. So there you have it, wearing decent clothes keeps you from being shot by these gangs. Ok unless you are really a gangbanger

Complete middle class neighborhoods, being tagged... this is OUT OF CONTROL....

Oceansides Gang Problem wrote on May 4, 2008 9:15 PM:has been out of control for years! The gang members have more rights than regular citizens. The police have to be especially diligent with making stops because of the politically correct world we live in. A samoan wearing all red in the back gate area whines and complains they are being stopped because THAT day they weren't involved in gang activity and feel they were being "profiled"...

Political correctness is killing this country!!! Until the laws and punishments are changed to severly penalize gang members just for being gang members, they will thrive and grow in this area.

Whether it is gang related or not the neighborhoods are not safe. Many people are not aware of the problem because they live there and are used to the lifestyle. Most other neighborhoods in SD county are not like this. The parents let there 2nd generation children run wild in the streets, drugs have taken over and no one can stop them. We need to start treating gangs as domestic terrorists and get the federal gov involved instead of blowing all our funds fighting in Iraq.

I love Oceanside wrote on May 5, 2008 12:58 PM:I moved here 20 years ago and at THAT time, I was afraid to go downtown. It was murder capital USA. Now, 20 years later, I and my kids go weekly, without fear. I love the city, the beach and all the shops springing up on PCH. I love the Thursday market and take my 90 year old mom to get fruits and vegies, WITHOUT fear. The OPD has done a great job of cleaning up the city and environs. The fact that gang bangers inhabit high crime neighborhoods and congregate in the valley has nothing to do with the actual city and community of Oceanside. With time, Oceanside will be the shining city on the sea and live up to it's gang free potential.

Gang members are having children who become gang members. Until people are willing to come forward and put these people where they belong, nothing will be solved.

Just a thought... wrote on May 5, 2008 10:39 PM:Considering there is 1 officer per 1,000 residents in Oceanside and 45 square miles to cover why don't you all try helping out! Get out in your neighborhoods and show criminals that their activity is not welcome here! Start a Neighborhood Watch group, look out your windows for suspicious activity and report it! Instead of sitting at your computers and expecting others to take care of your community, be proactive. Quit whining about how OPD is supposed to solve all of your problems and DO something yourself to improve OUR city.

Regarding the article - OPD does the best they can, with what they have. Those wanting the SDSO to take over would end up complaining later about how heavy handed they are. They have their hands full doing a fine job in Vista/Fallbrook/San Marcos with their over-stretched resources.
