CARLSBAD: State approves parking charge for Tamarack Beach

A proposal to start charging to park at Tamarack State Beach won approval from the state Coastal Commission on Thursday, but the fee collection device won't be installed immediately.

First, state officials will meet with the city of Carlsbad to see if the city will pay to keep the lot free, said Brian Ketterer, superintendent of the state's parklands in northern coastal San Diego County.

If the city puts up the money that the parking charge would have generated, then the state won't install the fee device in the 120-space lot at the western end of Tamarack Avenue, he said.

Speaking immediately after the state Coastal Commission's 11-1 vote, Carlsbad Mayor Bud Lewis wasn't optimistic about the prospects for an agreement.

"We're going to talk about it," Lewis said, but added that the city isn't likely to come up with the amount of money that the state wants.

The state initially estimated that it could generate $200,000 a year by charging $8 a day to park in the lot. The figure was based on each vehicle staying all day, but if vehicles come and go throughout the day the figure could be more like $350,000 to $560,000, Ketterer said.

The lot at Tamarack is the state's only free beach parking lot in the region. Many people who use it don't stay long --- they come for a half-hour jog on the beach or an hour-long walk along a bluff top pathway.

Several folks at the Tamarack lot last month told a reporter there was no way they would pay to use a lot when they planned to be at the beach for less than two hours.

It's already hard enough to find a space to park. I have lived in Carlsbad my entire life and this is crazy. I would rather skip the beach then. The tourist who clog the beaches can pay it. I won't. This is just one more way for the city to take our money.

it is illegal for your 3 year old to ride a bike on either the lower seawall sidewalk OR the upper sidewalk. check out the regulations and the obvious signs. try the bike path between tamarack and the village alongside the railroad tracks, where it is LEGAL.

This is a city with a budget surplus in the millions of dollars each year. Better for the city to chip in this relatively paltry amount than to field the hundreds of complaints that are sure to come from nearby residents who don't appreciate all the people parking on the streets.

It needs to be re-paved, the red zones need to be better enforced and people need to stop blocking the lifeguard vehicle beach access when they drop off or pick up. If people are unwilling to pay to park and will park in the residential areas, it will mean more walking and less unnecessary "stuff" being brought to the beaches.

I don't see any negative with this.

Putting in a stupid meter destroys the whole atmoshphere and makes us just another beach, like up in OC or LA. And $8/day???? Even at dog beach in Del Mar, you only pay by the increments of 1 hour!! The state is so greedy. Someone said the city will be making money -- uh DUH, read the article AGAIN. I don't think the city will see 1 cent of the money. The state continues to screw us and then decimates our schools. We need to vote ALL of them out of office!

There is only maybe 4 months out of the year that the lot is completely full. Then the cost of a patrol person to make sure of the parking fee, also maintaing the lot, that is always covered in sand and can't tell where the parking lines are. And we won't mention the fact that people will be giving each other the tickets after they are done to the person who is coming to park for half price, or free.
If I pay my $8.00 for the day and I leave and come back a spot better be available as I did pay for the WHOLE day.
The state will find some way to screw up the income from this just like they do with everything else.

These tourists parking their gigantic RV's, travel trailers, busses along the street for the entire day. They are not there for just a couple of hours, they are there for the entire day, sometimes 2. Before the sun even comes out, they have these monsters parked, taking up at times more than one space due to their length. And are actually camping. Their pop-outs, canopies etc., are out. It's a street, not an RV park. But they are too cheap to find a place to actually park it elsewhere and go to the beach. How is it, they can afford the gas for these gigantic vehicles, and the cost for such things, some way over $100K, but don't want to fork over $25 per night for a place actually designed for them. That is why the majority of all Walmart's and other shopping plaza lots have made it illegal to "camp" in their lots. They want to take their beasts down there, have a time limit..anything after that, should be considered camping and fined. It clutters up the beach wall, makes it almost impossible for people with actual cars to park there, on top of it, some of them are so tall, while driving along the 101, you can't even see the beauty of the 101 because of their height. Quit going after the locals..

There is state beach camping down the way, make a reservation! That cost is no different than any other cost of vacationing. At the same time, it wouldn't kill us to walk or bike to the beach once in awhile to cut down on traffic. I will do that before the state gets my $8!

Feel free to accept your parking ticket, but it won't be free. As for parking in the residential areas, I fully expect a similar rule to be enacted or enforced if overnight RV parking becomes a problem.

However, the vast majority of people who use this lot do not stay for the full day. All the locals need to do is pay for the annual pass and it will be the tourists who will pay the majority of the $8/day fees. Tourists will get pissed off and not use the lot.

day-use wrote on May 9, 2008 9:15 PM:yeah its about 125.00 for annual pass worth it in long run,if ya have a disability you can get discount on annual pass,plus get a disabled discount card and buy a day use for 1/2 price at campground booth,good at any day-use for that day. the service is there for those who are in need,of course state will not tell you about it until you get a ticket for not paying.blue plaque card (handicap) or plates dont allow you to park for free,so keep this in mind,not legal advice just the facts people,especially elderly and handicapped people dont take it for granite.

lower-T wrote on May 9, 2008 9:36 PM:lower-T is on payroll now,what next fence off the beachs with gate access only,kinda like how the power plant back in the day,when only employees or family could use warm waters,that was pretty controlled back then i do remember.what about cross-walks being added between tamarack and cannon(south-side) we say folks,not one cross walk there at all so you have to go to the north end of intersection to cross legally,j-walk is done all time guess thats what we are gonna have to do until someone gets run over.especially i feel for the older folks who want to get across safe but cant.maybe they should drop speed limit down to 30mph@south side,

Maybe a gang member or two doing their 'art work'. We hike the Calavera trail system and see very few hikers enjoying this FREE form of exercise. Get out there . . .

Cut out the gym, spa, salon, wine, liquor, cigarettes, get rid of the BWM, Mercedes, designer clothes, tanning salon, etc., etc. Don't buy the annual pass......the less people...the better!
