OCEANSIDE: City releases environmental report for huge shopping center
The Pavilion would be built at site of old drive-in theater

OCEANSIDE ---- A wildlife buffer would have to be carved out along the fringe of a proposed 92-acre shopping center on Highway 76 for the project to comply with the city's long-term conservation plan, city documents show.
That strip of natural land ---- a pathway between Oceanside and Camp Pendleton for the threatened California gnatcatcher ----- was not included in the proposal. But the developer, Georgia-based Thomas Enterprises, has verbally agreed to set aside a 100-foot-wide strip, which, combined with an existing utility corridor, would make it easier for animals to move through the region, City Planner Jerry Hittleman said Tuesday.
"They don't lose any actual square footage from their project," Hittleman said. "They just have to rearrange the buildings."
On Monday afternoon, the city released its draft environmental-impact report for the massive shopping center, dubbed The Pavilion at Oceanside, planned at Mission Avenue and Highway 76, near the city's municipal airport.
The shopping center project, the report states, would be "environmentally preferable" if it included the undeveloped area along its eastern fringe. That change should be part of the final design, Hittleman said.
Thomas Enterprises, which developed The Forum at Carlsbad, plans to build the 950,000-square-foot Pavilion at the old Valley Drive-In property.
"It's our last big site to make a decent amount of money," Economic Development Director Jane McVey told the city's planning commissioners last month.
The project's Web site says the center will include a multiplex cinema, restaurants, boutique retailers and "larger value-oriented stores."
Sandy Grove, public relations manager for the developer, said Tuesday that Best Buy is a confirmed tenant and that others should be announced soon.
The Planning Commission is slated to discuss the project toward the end of the summer, Hittleman said. It will have the last word on the shopping center's approval, barring an appeal to the City Council.
It's not yet clear whether the city will require the developer to build or contribute to the nearby extension of Pala Road from Foussat Road to Los Arbolitos Boulevard, Hittleman said. That multimillion-dollar connection would give drivers an alternate access point to the project from the north.
The shopping center would generate more than 32,000 vehicle trips per day on surrounding streets, the environmental report states.
If the Pala Road connection isn't built, all those cars will be using Mission Avenue and Highway 76, said John Amberson, a transportation manger for the city.
Grove said the developer doesn't want to spend the extra dollars building the road or deal with the environmental impacts.
"I think it's pretty much a deal-killer for them," she said.
The environmental impact report is available for public review through June 26 at the Civic Center, 300 N. Coast Highway; the Main Public Library at 330 N. Coast Highway; and at the Mission Branch Library at 3861-B Mission Avenue.

I am sure alot of people who grew up in O'side could say the same thing. It is a piece of O'side's history. I remember my mom telling me stories of how it use to look in the 60's. I tink it is funny because when I tell my kids about the drive in movie they have no idea what it is. Too bad more shopping centers.

It has not only been and eysore, it is valuable land the city needs to generate revenue. As far as the traffic is concerned it couldn't be any worse than it is now with the swapmeet. Mow it down and build it.

Not so great wrote on May 13, 2008 4:23 PM:This is supposed to be anchored by a Target..why is Oceanside always the dumping ground for 2nd and 3rd class shopping? We all go to Carlsbad and San Diego now as it is. Wise up Council and make this a destination with green space, art, water features, and all the great stuff. Allow these theaters and you may as well close up shop downtown on those. Why doesn't Jane McVey have a brain to look forward at some of this stuff?

Nothing in that statement indicates that there will be anything upscale or high-end about this development. With three stores currently operating in our fair city, we live in Wal-Mart Hell already. Just about every other discount and cheapo retailer is already represented in Oceanside, but it would appear that someone thinks we deserve more of them. Oh boy!

So, SOME sort of development is called for there -- but does this city really need another Target or Wal-Mart? Is the Oceanside market considered underserved in the low-price big box stores? We already have two WMs, a Target, a BestBuy, and enough 99cent type stores to fill a shopping cart. A Costco makes much more sense -- keep the revenue in the city that is now flowing to Vista and Carlsbad. But another Wal-Mart? Might as well keep the site as a swap-meet; there's little difference.

The biggest issue is the developer needs occupancy now, which means business' that cater to lower income groups who populate east oceanside. I currently shop mostly in Carlsbad but live here O'side, which is too bad. It looks like this deal will go through- which I am for, I can only hope the image of Oceanside, long term, is improved. The walmart shopping center is textbook low income...

Canyon Crest wrote on May 14, 2008 4:59 PM:1) This is the same developer who built/owns The Forum in Carlsbad, let's EXPECT that the Pavilion is as classy as this project. We citizens need to hold city planners and Council to HIGH STANDARDS for this project--they hold the cards, not the developer.
2) The project is slated to be an outdoor mall, with a live performance theater and other entertainment. It will be a destination, with water features, bistro's, etc. 4) This site is already developed, is now blighted, quality redevelopment is the only smart option. 5) There are MANY fine, new neighborhoods in this area, accessing the Pavilion via Pala is VITAL, make it a "dealbreaker" for Oceanside planners and City Council--don't let them get by without forcing the developer to pay for this road. 6) A Costco IS in the works, across the street from the Pavilion. Hwy 76 has HIGH appeal to developers, if this deal falls through, wait for the next one. This is THE main artery to the casino's from the 5 Fwy, developers want this money stream.

Carlsbad is 81% caucasian and 11% hispanic with a median household income of $78,000.
Oceanside is 45% caucasian and 30% hispanic with balance of folks being non-white and a median income of $45,000.
Oceanside is not the same as Carlsbad. We are a Walmart and "larger value-oriented stores" kind of a place. Now I am not saying we are inferior to Carlsbad but we are inferior in terms of income and purchasing power. The Oceanside people with more money will simply need to drive to access upscale shopping as no developer will build a project in Oceanside that is out of line with our demographics. And you can forget about Carlsbad and points south driving up to Oceanside to shop or even visit our beaches and downtown, not gonna happen. What we need is to build highend business and perhaps a University if we want to bring up the median income but that is not in our futre as we have no more land of substantial size. I love Oceanside and embrace the multi-ethnicity fabric of our cities population. For those who want oceanside to be more like Carlsbad, sorry you will need to move there for that.

Planners just regulate the land use decisions that YOU the population has put in force. If you don't like your land uses then go change them. Developers will only put in what the land dictates they can. So live with Wal Mart and the other low cost stores and then ask "why does other city's protest when these low cost stores come in"? hmmm! Vista take note! Escondido take note you want to expand the Wal Marts you have. Take note what happens to your areas economics!

Excellent wrote on May 16, 2008 9:35 AM:This shopping center is an excellent idea for this site. I commute to Irvine and go to the Irvine Spectrum a lot. It has a Target, Macy's, Nordstrom, theater, and lots of great restaurants. It works. It is a great destination and Oside can have this too. Stop thinking about the low-class past of Oside and start thinking about its future. We can attract good people from different cities to shop in Oside. I am glad I live here now rather than 20 years ago!

Target...Theatre...more wrote on May 16, 2008 3:01 PM:Target and the theatre are just the big pieces that get the #s there to attract the nice shops and boutiques... I saw their plan at the city council meeting... it has restaurants and half of the center is shops. Many of them will be local businesses. Give the local guys a chance!!!
Something Nice wrote on May 17, 2008 1:39 PM:The Forum really isn't all that upscale--it has a number of chain shops that you'll find in other, "average" shopping centers. Fashion Valley and So. Coast Plaza offer more like what I'd call high-end shopping. Jmo. Even so, the Forum managed to attract the shops and restaurants they have without a Target or movie theaters, I think this center could do the same. Most importantly, if they can keep the panhandlers,loiterers, petition signature gatherers, bell-ringers, newspaper subscription sellers and others like them away, we could maybe have something nice here.
