REGION: A recap of what is on Tuesday's ballot

Here's a recap of what's on the ballot:

Two state initiatives: Propositions 98 and 99 would change the ground rules for using eminent domain, a government tool for taking private property.

Three Congressional seats representing parts of North County have primary contests: the 49th, 50th and 52nd.

In the state Assembly, voters will decide contested races in the 73rd and 75th Districts.

The county Board of Supervisors has two seats up for grabs: District 2 and District 3. There are two contested races for Superior Court judges.

City of San Diego races include mayor, city attorney and two City Council seats with ties to North County.

City voters also will consider three propositions.

Encinitas voters will consider taxing short-term vacation rentals with Propositions F and G.

Carlsbad will weigh whether to become a charter city with Proposition D.

Oceanside residents will decide whether to borrow $195 million for school repairs with Proposition H.
