WILDOMAR: On the brink of cityhood

WILDOMAR ---- For many area residents, Tuesday can't get here fast enough.

That's the day when years of planning, long meetings, lawsuits, hard-fought elections and debate will culminate with the incorporation of a new city, their new city of Wildomar.

To celebrate the historic moment, the City Council-elect is throwing a community party that will be held immediately after the council-elect members are sworn in as the council and the city is incorporated. The party will be capped off with a fireworks show at 9:30 p.m.

The festivities are scheduled to start at 6 p.m. with a flyover by George Watson of Temecula, who will be piloting a T-34 out of March Air Reserve Base. Watson is planning on making three passes overhead.

After the national anthem and an invocation, Supervisor Bob Buster is scheduled to perform the swearing-in ceremony and proclamation for the new city.

After the council is sworn in, Bob Cashman, slated to be named mayor, will oversee the first council meeting.

Early Tuesday morning, Cashman will help ring in incorporation by ringing the historic bell at the Wildomar Elementary School, 21575 Palomar Road. The ceremony, scheduled to start at 8 a.m., will include a 30-minute presentation by Cashman on the bell's significance.

Tuesday night's meeting, which is not expected to feature public comment, has been called a business meeting by the city's interim city attorney.

The attorney has prepared a long list of resolutions that will be voted on in succession. There likely will be little to no debate as the council moves down the list of resolutions because the council-elect has been preparing for this meeting during pre-incorporation meetings in the last few months.

After the proclamations and speeches, food will be provided to the first 1,500 guests.

And then the fireworks.

On Tuesday morning, the city's interim staff expects to have the temporary City Hall, located in Building K inside the Oak Creek Shopping Center off Clinton Keith Road, open for business.

watchdog wrote on Jun 28, 2008 6:01 PM:There is something wrong with this. The article states that the interim city attorney says there will be no public comments.

That is a direct violation of the Brown Act. The Brown act specifically requires the city council to hear public comments at every meeting on items on the agenda, and for any other item a member of the public cares to speak.

It sounds like they need a new city attorney.

WildomarWatcher wrote on Jun 28, 2008 6:28 PM:Wildomar's voters and taxpayers should pay close attention to the "URGENCY ORDINANCES" 8.02 thru 8.26 which have recently been added to the council's July 1st agenda and will be presented/approved in haste by the council members at Tuesday night's meeting.

They will bring new meaning to the "No New Taxes" campaign slogans of the five elected council members and bring home the realization of how incredible and complete a power grab can be... These are the people who said you could trust them to represent you???

Observer wrote on Jun 28, 2008 11:45 PM:What an agenda for the July 1st council meeting…new taxes and fees scheduled to be imposed on Wildomar only minutes after Bob Buster swears the new city council members into office. I guess if you’re going to have a ridiculous multi-million dollar budget that supports six-figure salaries for all these part-time, non-local city staffers, they have to wring the money out of taxpayers somehow.

The council members and their hired guns will all need to go. Its just a matter of how long the residents of Wildomar will take to recognize that fact and get organized to get the dirty job done.

Wheres Info wrote on Jun 29, 2008 8:17 AM:tried to find the actual proposed text of the ordinances that the council is voting on - no luck. Couldn't find the proposed ordinances anywhere. To add insult to injury - logging onto the City's website doesn't have the agenda posted. Had to find the agenda on another site - Wildomar Community Council. What gives? This council already trying to keep its citizens in the dark? What about promises to keep electorial informed and involved at all points? Seems like this council is already engaging in back room conferences and deals, sneaking around the voter's backs hiding information.

They’ve whipped up a whole boatload of big surprises for Wildomar residents to swallow along with those monogrammed M&Ms.

The council carefully kept the public in the dark about their dishonest intentions. Now they are set to impose new taxes and fees on Wildomar without voter approval. This will be followed rapidly by the council declaring themselves the PLANNING Board and the REDEVELOPMENT Agency too…more power for the select few.

It’s no mistake that the text of these ‘URGENCY ORDINANCES’ hasn’t been published for the public to review. It’s part of the council’s deceitful plans. Why should Wildomar’s resident’s fork over $207,000 + annually for City Attorney Julie Biggs to tell the council how to circumvent the law and saddle Wildomar with new taxes?

Scorpion wrote on Jun 29, 2008 4:56 PM:paranoia runs deep among these posters (who are probably just one person using multiple names). A city cannot impose new taxes without a public vote. These ordinances effectively transfer the taxes now being paid to the county to the new city. That's all. So chill out, all (one) of you.

Cityhood wrote on Jun 29, 2008 6:27 PM:The majority of voters voted to make Wildomar a City. A small group of vocal folks continue to derail the efforts of the majority. One good thing has come from their effort and another may as well. By paying $25K to audit the fiscal analysis it stopped LAFCO from having to deny cityhood. Now with the new law suit, if they win and the city does run short of funds, it will make it easy for the City to sue the county for additional funds if needed. A higher power is using these folks for our benefit.
All of the tax issue on the agenda were discussed in open session and will not create any additional burden on the community. Your scare tactics didn't work in the election either.
