(Photo by Bill Wechter - Staff Photographer) CARLSBAD ---- The last holdout along San Diego County's coastline has decided to join the rest of the pack and ban smoking along the beachfront and at its parks.
In a 4-0 vote, with Councilman Mark Packard absent, the Carlsbad's City Council decided Tuesday to take a step that Del Mar, Encinitas, Oceanside, San Diego and Solana Beach have already taken.
The city will prohibit smoking at the beach, city parks and trails. A second reading of the proposed ordinance amendment is expected next week, and the ban could take effect in 30 days.
"I'm glad that's finally over," said 16-year-old Michael Caraglio after the council approved the item.
A Carlsbad High junior who has appeared before the council several times before to push for the ban, Michael is the second in his family to take on this cause.
His sister Angela began the effort three years ago. When she went off to college, he took over her campaign.
In those three years, the rest of the coast has copied Solana Beach and become smoke-free.
Solana Beach enacted its ban in 2003 after a group of students told its City Council about collecting 6,400 discarded cigarette butts at the beach in an hour.
Carlsbad leaders weren't initially enthusiastic about the Caraglios' proposal.
Several said they felt the city's existing anti-littering ordinance covered cigarette waste, adding that banning smoking outright smacked of too much government interference.
On Tuesday, with Packard absent, the council passed the item without comment.
The city estimates it will need $2,000 to $6,000 for new signs for the beaches and the parks, but extra policing isn't expected.
"It's going to be like all the other ordinances on the beach," police Chief Tom Zoll said Tuesday, mentioning the city's restrictions on glass bottles and alcohol. "It's going to be a mostly self-enforced thing."
Self-enforcement works well at other area beaches, smoking ban proponents have said, mentioning that beachgoers tend to tell those around them to extinguish their cigarettes.
Candice Porter of the San Dieguito Drug-Free Alliance for Youth told Carlsbad's council Tuesday night that people's attitudes have changed dramatically in recent years. On a recent walk along Moonlight Beach in Encinitas, she didn't find a single discarded cigarette butt, she said.
For his part, Michael Caraglio is moving on to new issues. He's considering a campaign to establish more collection points for used batteries, he said.
In other action Tuesday, Carlsbad's council delayed a decision on a series of proposed changes to regulations regarding municipal purchases, including one related to paying prevailing wages for city construction jobs. Councilman Matt Hall said he wanted more information about one of the proposals.
Also at the meeting, the council approved plans to remove two vacation rental buildings on Ocean Street and replace them with a four-story building. The new structure would contain 39 upscale hotel rooms, 10 "market-rate" condominiums, two low-income units and a 2,815-square-foot restaurant.

I think the State should build a glass wall at the edge of the sand to keep everyone with all of their pollutants of the beaches. We would still be able to look at the beauty and the State could definetly make up the deficit by charging us to take a look.
Oh, and what about those dastardly surfers with their fiberglass boards, rubber wet suits, wax and bodily functions? They have to be the number one beach polluter. I say ban them all to save our beaches.

We all know where that cigarette is going to go when the photographer leaves. Right into the sand, like all the rest. Good ash tray, right? Right! I say, put another dollar per pack tax on cigarettes and stop government money going to tobacco growers at my expense. This is one of those issues that is a no brainer.

Actually they have… the ordinance reads: “It is unlawful for any person to smoke, including emitting or exhaling the fumes of the any pipe, cigar, cigarette or any other lighted smoking equipment used for burning any tobacco product, WEED or plant.”
And before I get a ton of bloggers saying that marijuana is healthier then tobacco here are some FACTS:
Marijuana can cause lung CANCER
Marijuana smoke contains 50-70% MORE cancer causing components than cigarette smoke
Smoking marijuana causes the same RESPIRATORY PROBLEMS as cigarettes: cough and phlegm, higher risk of lung infections, chest illness, and obstructed airways
Remember people any kind of smoke in your lungs is a BAD thing, that’s why firemen wear masks!

The Carlsbad City Council knew that before they voted because I sent them a certified letter containing our research into the cigarette butt biodegradability issue.
You see this ban isn't about cigarette butts or clean beaches; its about limiting choice. And that's anti-american because America is all about choice. I urge you to stand up to these anti-american movements and fight for the right of all americans to choose. To choose who to vote for, what political party to vote for, what music to listen to, and yes where to smoke your cigarettes.

Yet the only thing done was to take ads off television (which was done by the tabacco company themselves) and put a little warning on the side of the pack and maybe removed the machines that didn't ask how old you are. And oh government tax after tax after tax, ect. Should have put an end to it long ago. Maybe made a law (they're very good at that) that states anyone born the day after they found out (some thirty plus years ago) it kills you is banned from smoking. Problem would pretty much have solved itself by now. But I guess it would infringe on your freedom of rights. Like smoking outdoors. Or in your own house cause it's to close to a park in some cases. But folks as long as the government is getting their cut people will keep smoking (In their plastic lined airtight basement with a hepa filter system) and people will keep dying. I think there's one real ban needed. The sale of cigarettes !
O-yeah, I'm in my mid 50's and was told I've got about a year to live. Lung cancer. Thought it was cool to smoke. Nothing cool about this.

We have heard about all those who claim to pack their trash out, but really, most smokers font to that if they think they can get away from it.
Also I am realistic enough to believe that most smokers will just ignore the ban anyway, just like they will continue to throw their buts out of their care window. Its easier to blame others for the fires.

I have also seen people try to light up their ciggerette while they are driving, which is just as bad as talking on the cell phone because they are looking all over for their matches to light up or take their hands off the steering wheel so they can light up. Then I think that ciggerettes should be banned in apartment complexes. I live in a small complex and we are the only family that doesn't smoke, while the owner won't allow anyone to smoke inside the apartment, these people go outside to smoke and if I have the window's open, during a hot summer day or to let fresh air in the apartment, instead I just get the second hand smoke that just finds its way inside my apartment making it smell.
