ENCINITAS: Charter school considers options
Parents asked if they'll stick with school in new location

ENCINITAS ---- The Theory Into Practice Academy began surveying parents this week to learn if they would support joining with a home-school program in the region, given that the academy's sponsoring district may revoke its charter next week.
"We need to know how many parents would be actually interested in continuing," school board member Linda Saxon said Wednesday.
An e-mail went out to academy parents Tuesday ---- the day after the school's board of directors announced it was exploring a deal with an unspecified program where children receive most of their instruction at home.
"No names were mentioned," Saxon said of the board's new option, adding that the board will not reveal what it is contemplating until after the Encinitas Union School District votes Tuesday on whether to revoke the academy's charter. "We're still hoping that (Encinitas Union) will give us that one-year reprieve."
Charter schools like the academy receive public funding but operate somewhat outside the regular school system and are exempt from some of the requirements placed on traditional public schools. In order to operate, they have contracts known as "charters" with sponsoring school districts.
The academy, which is Encinitas Union's only charter school, has been facing the threat of closure for weeks. In June, the district notified the school that it might revoke the charter because it was investigating allegations of fiscal mismanagement and conflicts of interest.
Among other things, district officials allege that the academy's board regularly failed to follow state public meeting laws and the school's principal used her position to obtain a job for her husband.
The academy's leaders have made a series of changes in recent weeks, including removing both the principal and her husband from their jobs, restructuring the academy's board, and reworking its policies.
However, district officials have described these actions as insufficient, and indications are that Encinitas Union's board of directors will vote to revoke the charter at a meeting Tuesday night at Park Dale Lane Elementary.
Academy board members have said they hope the district's board will grant them a one-year extension, so the school's nearly 300 students in kindergarten through sixth grade and their teachers have time to make other arrangements. District officials haven't appeared receptive to that idea.
The academy's first priority now is to remain affiliated with Encinitas Union, but if that doesn't work out, "we want to replicate our program as closely as possible and soon as possible," Saxon said.
Rumors have circulated that the academy might be linking up with River Springs Charter School of Riverside County. That's not the name she's heard, Saxon said. She added that the academy also isn't joining with Eagles Peak Charter School, which River Springs split from in early 2007.
Beyond that, Saxon declined to provide details about what the academy is considering until after next week's vote.
In the e-mail to parents, academy officials wrote that they wanted to re-create the school by linking up with a home-school program in the region.
"Our program would look very much like our current classrooms, with a few structural and administrative differences," the e-mail stated. "The chartering agency would take on the governance of the school, as well as the administrative side of things. However, we would have our same teachers teaching our same curriculum, which is what we want to preserve."
The biggest change, the e-mail continued, would be that the academy's students might be going to a school building four days a week and learning at home on the fifth day.
The leader of a large North County home-school program ---- the Classical Academy, which has 1,700 students ---- said some former Theory Into Practice students have enrolled in the Classical Academy for the coming school year.
"(But) as far as us taking over their program, it's not going to happen," said Cameron Curry, the school's chief business officer.
The Classical Academy is home-school based, meaning that "our whole philosophy is the parent is the primary educator of their student," he said, adding that children come to the school campuses only two out of the five weekdays.
If the Theory Into Practice Academy's teachers and students create their program elsewhere, they won't be able to take the chairs and tables from their current facility on Melba Road. Those items, plus anything that parents donated to the school, are Encinitas Union property, said Abby Saadat, the district's assistant superintendent of business services.
Materials that teachers purchased with their own money are the property of the teachers, and the district has heard that some academy teachers have already moved those items out of the classrooms, he added.

Ms. Henry...you continue to get facts wrong. I'm not sure why, when you don't seem to have anything else to write about. Your source isn't that good. A true journalist truly reports about both sides of the story. Never once have you really understood the value of our school regarding it's teachers and students. You really missed the "real" story...You've missed it every time.

I donated roughly two thousand dollars to TIP for facilities related items last year and now EUSD is laying claim to those items? Considering that I have donated roughly 5 times that amount to EUSD over the last few years, that's enough. I'm done.
EUSD will get my property taxes but they will never see another monetary donation or minute of my time.
And what really bugs me is that, despite all my efforts to be a good parent and supportive citizen, EUSD couldn't care less. I have been a fool, thinking that that I made a difference.

You can have back what is rightfully yours but to steal the items from our children that we donated is a different story. There must be something fair and equitable you can work out with the parents and teachers... so that the original purpose of those DONATIONS can still benefit the kids and teachers they were given to...
EUSD this will be your chance to do something that puts the innocent kids and teachers first.
I still don't understand why there is so much anger from EUSD and other parents against a school that was doing well despite it flaws. If you had ever been on our campus you would have seen classrooms full of energy and excited learners. You wouldn't be wondering where the money was going. It was going to educate children.
I pray that the community will soften their hearts and understand that we are just like any other family, with the goal to have their children do well and love school. We just wanted to try a different option and knew our kids would do well in the TIP environment.

Some of you are absolutely ridiculous with your lies about the school and how it was run and the reasons people wanted to attend. You sound like sniveling malcontents who missed out on an opportunity when they had it and never got over it or themselves. Making up lies is not a way to make your case.
TIP was most likely mismanaged in some respects, but it was black-balled by the district and Lord King from the beginning. He, himself, made that clear at the first "discussion" meeting he held with TIP parents and staff. He NEVER for this school and he made that clear every step of the way. Now he's busy trying to screw the city as well.
So whine all you want about the parents and their motivation for starting and attending a charter school in the "elite" EUSD, but they have the right to do so and they should be congratulated for their attempts to advocate for their children. You whiners could learn a thing or two from these people.
To the woman who donated to the school, I'm with you. This has turned into simply another method of sticking it to the school and to those who supported it.

They exist because parents provide their children with great opportunities, encourage education and push them to read at home and do well in school. I am sick of people thinking that everyone at TIP is racist or wanting a private school education for their child. My son has been identified GATE, but he is your typical GATE child: quirky, distracted, mad-professor-type. He does not fit into the typical public school. He hates endless worksheets and teachers who see things as black or white. He gets teased by the other boys, because they don't "get" him. My hearts has been broken over and over as I watch him try to fit in. Yes, I agree, he needs to learn to fit in, and that time will come in his life, but I put him in TIP to see if there would be a community there more accepting of his personality. Honestly, the first year, it was a dream come true, but last year, the teasers were back and his teacher did not really differentiate the curriculum. So, he will be attending our local public school, and once again, I'll hold my breath, try to help him fit in socially, and hope that all goes well for him. Please don't generalize all TIP parents!

EUSD would have had to spend $$ on my children if they were enrolled at TIP or an EUSD school. We caused you pain because our children were getting a great education? The havoc was caused by a couple people at TIP... Havoc for the TIP teachers, children and parents, not the whole community. Dr. King and the EUSD Board chose to go about things in a manner that caused a huge divide among people who all want the same for their children.
EUSD has had bad principals too and no one says they had the power to wreak havoc on an entire community. You get rid of the principal not the kids and teachers.
Has it caused you pain because you have had to sit at a computer and blog? Get back to issues that actually apply to you and your own family, please try to have some understanding of the situation. We would all do better if we respected each other's opinions and let the anger go.

To call TIP "racist" is a stretch.
Their "White" poulation seems to lie in the mid range of the other District schools, exactly as you would expect. TIP may be a many, many things, but ractist would not be one of them.
I have heard accusations of TIP parents running to TIP for "white flight". (An awful phrase; sorry for even using it). Many TIP students came from ECC, OPE and similar schools, so from the numbers here you can see that one just isn't true.
Please find a different (accurate) logic to find fault with TIP, like our awful administrators - that one I wouldn't argue.

It may be close in make up to other schools, like OPE, but the problem for an adopting charter is the same. They will face the same negative backlash if they took over OPE. The county charter school who is looking at TIP has been under fire for being too "white" themselves. Taking on another "white" school just makes that problem even worse for them. It is not a fault with TIP, it is a risk for the adopting charter.

Many teachers do not use endless worksheets for children that have mastered the concepts. In Math, acceleration is an option.
As a parent of a "mad professor" child who did well at an EUSD public school, I hope your child finds a few close friends. IMHO, this is much more important than trying to "fit in" with all of the kids. Again, many EUSD teachers are caring and do a wonderful job to help students.
Go into this change with a positive attitude and I'm confident that your child will have a great year. :)
TIP is not mid range in race wrote on Aug 1, 2008 8:33 AM:To Some Facts: Those stats are from 06-07 TIP's first year when their enrollment was 72 (or less, depending on when the survey was done). That means there were AT MOST 5 or 6 Asian kids and 8 Hispanics. And, the CA Dept of Ed lists TIP's white enrollment that year as 82%, not 79%.
But even if you use these old figures, TIP only trails ECC and OPE in % white population. That's 3RD OUT OF 10 HARDLY IN THE "MID-RANGE". That's because you left out four schools:
Flora Vista: (10;8;81)
La Costa Heights: (8;12;76)
Mission Estancia (9;10;78)
Park Dale Lane (5;30;66)
We can only imagine what the accountability report card will say for 07-08's enrollment, when your numbers went up to 280.

Don't worry about EUSD vs TIP, your choice of school won't circumvent bullying because that's a function of the parents. Bullies usually exist because parents would rather their kid be at the top of the pecking order, so they abdicate their responsibility to teach them kindness to others. I was and am a great believer in our public schools and my son had great teachers at our EUSD school. One thing I didn't allow him to do was disrespect his teachers. Even the occasional worksheet will teach him something, perhaps how to stick with a job that isn't inherently fun. I taught him to question authority, but not to act arrogant, bored, or show off. Now he attends a top ivy league college and is confident, socially happy. About those early years, he has told me they made him stronger and "toughened him up" so now he can deal with difficult people with ease. I would have preferred he didn't have to learn it so young, but...
Academic development and social development are two different worlds. EUSD will take care of the first; the second is between him and your neighbors children, and whether or not your neighbors have taught them about human kindness. Best of luck to your son next year.

Empathy is one thing; yes it is traumatic for everyone involved. It is a terrible thing to see any school close and everyone feels bad about the human cost. Who are you guys kidding wrote on Aug 2, 2008 10:22 AM:El Torito could not possibly hold all of the tax payers of Encinitas who are thrilled that this huge financial fiasco is over! No one is happy about the teachers being out of jobs, but the TIP liability was too high. Face it, the schools here in Encinitas are great and your kids will do just fine. My kids did fine in them and are all at good colleges now. Improve your attitude about this and your kids will do the same!

TIP's enrollment in the first year was NOT 72, it was 121 (which went up to ~160 after Christmas). 72 is the number of kids that took the STAR tests and does not include K and 1st graders. Please look on TIP's web site for their school accountability report card for the full school enrollment. (Just have to say however that this report is the most embarrassing document I've ever seen. TIP's 5th graders could have written better; clearly it was written by one of TIP's stellar ($95K) administrators!) According to that report card (and I can only assume TIP's admin are reporting honest/accurate numbers – who knows?) TIP's enrollment is as stated above (9%A, 12%H, 79%W), which puts it 4th out of 10 schools in terms of "white enrollment" – mid range, no?
The stats for the 07-08 year are not available, so I don't care to speculate; if you have them, please share. I wouldn't argue the school was predominantly white, but as to actual figures, I just don't know.
As to the lottery question – I think a reporter from the UT attended the one last year, and many parents attended the one in the first year. Not sure about this year. All were video taped. But I agree, with all that's come out re the TIP Admin it wouldn't surprise me if it was rigged, though if that's the case I'm surprised at the folks that were selected; it wouldn't make sense.

Kids are much more resilient than we give them credit. How you present TIP closing to your children will determine how well they take the news. You give them drama and too much adult politics and they will probably cry. You give them support and a positive outlook and they'll more than likely mirror you.
Honestly, it concerns me that the adults are more immature than the children. Try very hard and leave your emotions out of this and move forward with a positive perspective. EVERYONE will benefit from it!

If the district is genuine in resolving the mismanagement at TIP, it will not refuse to meet with the new board at TIP to work out a solution in a less confrontational and expensive manner. Even our current administration feels the need to talk to Iran to avoid confrontations which benefits no one.

Then parents can pick and choose what is best for their children and be happy. It takes the same amount of money to educate your kids whether they are in district schools or charter schools.
