REGION: Illegal immigrants asked to leave voluntarily

San Diego customs enforcement office is one of five taking part in pilot program

Immigration officials in San Diego say they will start a pilot program Tuesday asking people who are in the country illegally to leave voluntarily, a plan that advocacy groups on both sides of the issue said probably will not work.

The program was designed to give illegal immigrants who have been ordered to leave by an immigration judge an opportunity to work with officials to ease their deportation, said Lauren Mack, a spokeswoman for Immigration and Customs Enforcement in San Diego.

San Diego is one of five enforcement offices around the country that will be taking part in the trial program, which is scheduled run through Aug. 22. The other offices are in Santa Ana; Phoenix; Chicago and Charlotte, N.C.

The program will give people up to 90 days to make arrangements to leave the country, Mack said. It also will help people avoid the expense of being arrested and deported by immigration agents, which some immigrant rights groups say can be traumatic for families.

"It's a program designed to invite any immigration fugitive with a final deportation order and no criminal record to come into our office and work with us," Mack said.

One benefit of the program is that financially strapped illegal immigrants from anywhere in the world may be eligible to get plane tickets paid for by the agency, Mack said.

There are about 550,000 people in the country who have been ordered deported but have not left, Mack said, adding that about 5,700 of those people are in San Diego and Imperial counties.

Pedro Rios, an immigrant rights advocate with the human rights group American Friends Service Committee in San Diego, said he does not expect a big rush of people turning themselves in.

"I think it's unlikely that people will respond to it," Rios said.

That's because when people leave, it will be harder for them to come back and reunite with their families, Rios said.

Increased enforcement along the border makes it more difficult to come back illegally. And those people who are deported are often barred from returning through legal channels for 10 years or more.

Illegal immigrants have always had the option of leaving on their own, said Jeff Schwilk, who leads the San Diego Minutemen, a North County-based, anti-illegal immigration group.

"If ICE is giving some of them the grace period to help convince them to leave before they get caught and formally deported, that sounds like the humane treatment of illegal aliens that the Latino activists have been demanding," Schwilk said.

Though there may not be many illegal immigrants willing to take the offer, even if a few do turn themselves in, that would save enforcement agents the time, effort and expense of going after them, some activists say.

Mark Krikorian, executive director for the Center for Immigration Studies in Washington, an organization that advocates stricter immigration policies, said that he, too, does not expect a rush of people leaving voluntarily.

When asked whether he thought the program would be successful, he said: "I wouldn't bet more than a stick of gum."

But it is worth a try, Krikorian said.

"I don't think there's a down side to it," he said. "It's not quite as silly as people are making it out to be."

If ICE and other agencies offer immunity to prosecution, some will invariably take them up on the offer. Granted, there might be minimal participation, but given the state of our economy, namely the building industry where many illegal aliens work, more might be inclined to get a free pass back to their country of origin than we think. Also, given the state of the financed the State of California is experiencing, hopefully welfare and social services will be restricted and/or impacted to the point where illegal aliens will feel they have no choice but to take this offer and self-deport.

ICE and all other governmental agencies still need to enforce immigration laws and deport illegal aliens. Deportation orders are a joke. If/when illegal aliens are caught, they need to be taken to detention centers and deported expeditiously.

Of course, we're going to hear an outcry from the open-border, illegal alien advocates who are totally against such a plan. This program should serve as the beginning of a multi-pronged approach to dealing with the hordes of free-loading illegal aliens who have invaded our communities, taken/received taxpayer-funded resources such as welfare and free healthcare, and have eroded our quality of life with gangs and criminal behavior.

If the govt both State and Federal would run a database of single family homes / addresses vs taxes turned in and visit those addresses, they would find three to four families (mostly illegal) and could then deport them. It seems that making it illegal to hire them just doesn't seem to work.

So, if you have the option of hiring a legal person or an illegal person, but you can pay the illegal person much less, who's fault is it they "took" these jobs you're referring to? The person that wants to do an honest day's work for pennies or the dishonest business owner who wants to make a buck at your neighbor's expense? Would your neighbor take the job if he got half the pay? I wouldnt think so. The next place to scan is the prisons. Sort them out, no proof of citizenship, either a political prisoner exchange (we'll take American prisoners for Mexican prisoners) and hold the country responsible for the convict's actions should they decide to release him/her. If they return to the US and commit another crime, it will be Mexico's responsibility to ensure the criminal is prosecuted otherwise, the 2nd strike will be for life. No more screwing around with their human rights--they forfeit them taking the risk by returning to the US and committing another crime. The ACLU would have a field day with this one.
And, the "pretty please?" proposal is a Pollyanna approach to the problem, but I guess something is better than nothing, considering the head in the sand approach our govt has displayed as of late.

I'd love to drive my truck to Melrose and N.Santa Fe pick up a load of workers and head south (all the way to the border), but you can't have riders in the bed of your truck unless your a smuggler. Another perfect idea foiled by the rules.

(Believe me, if you want "self-deportation", just announce that there is a 90 day grace period before the martial law goes into effect. We might not have enough of am illegal alien work force to build a wall, and might have to use the military-- which is alright with me. Building a wall that protects our nation's borders falls under their job description.)

But we're still going to have many who hope that some sort of immigration reform (amnesty) program will save them.

One of the most effective solutions is to remove the ... piece of the equation. We have Mexicans sneaking across the border just to give birth ... at taxpayer expense and to get a foothold into our country. And what's even more shocking is that wealthy Mexicans are doing this too! So we need to address and get clarification to Section 1 of the 14th Amendment. For those babies born to non-citizens and illegal immigrants, we need to assign the baby the citizenship of the mother's country of origin. This will eliminate the easy access to taxpayer-funded resources, ultimately discouraging illegal immigrants from sneaking into this country.

We need to demand that our governmental leaders take responsibility and come up with logical multi-pronged approach to this problem and quit the finger-pointing.
