OCEANSIDE: Three file to run for mayor, eight for council

OCEANSIDE ---- The list of prospective candidates for Oceanside's mayoral and City Council races this year is nothing if not diverse. There's a bakery owner, a youth pastor, a community activist and a self-proclaimed cheapskate.
Heck, there's even a "Tiki Daddy."
Friday was the last day to file nomination papers with the city clerk. To qualify for the Nov. 4 ballot, candidates must also have collected the signatures of 20 registered Oceanside voters. Those signatures must be verified by the county registrar of voters office.
Three candidates filed for the mayoral race: incumbent Jim Wood, City Councilman Rocky Chavez and Steven "Tiki Daddy" Tustison ---- a south Oceanside man who irked city staffers last month by carving faces into the live palm trees in front of his home.
"I polled my kids and all three of them said, 'Yeah, do it Dad!'" said Tustison when asked why he decided to enter the fray (He collected all his signatures Friday. They had not been verified by the end of the day).
Fledgling politicos often have a tough time in Oceanside, where familiar candidates are known to raise hefty sums.
Wood and Chavez have been campaigning for months and have several thousand dollars in their campaign war chests.
Eight residents filed papers in the race for two open seats on the City Council, including the incumbents, Jack Feller and Esther Sanchez.
If all signatures are verified, the challengers will be: Zack Beck, a youth pastor; Jim Gibson, a Vista Unified school board trustee; Rick Kratcoski, a community activist; Charles "Chuck" Lowery, a bakery owner; Michael Lucas, a retired state supervisor; and Rex Martin, a retired 911 administrator and the former mayor of Birmingham, Mich.
The leading fundraisers during the first half of the year were Feller, Gibson, Sanchez and Lowery.
Oceanside City Council members make $1,467 per month, plus $1,145 per month for acting as the city's redevelopment commission and $50 per meeting for acting as the harbor board. They also get a $300 monthly car allowance.
In Oceanside's other races:
---- City Treasurer Rosemary Jones, seeking her fifth term in office, will face off against James "Jimmy" Knott III, a City Hall watchdog who has lost to her before. Jones is best known for her role in preventing the city from potentially wiping out its finances in a phony investment scheme in 1999.
---- Incumbent Barbara Riegel Wayne was the only person to file paperwork to run for the city clerk position.

Why can't all the loosers just stay off the ballot?
As for the incumbents, I think we need term limits. One term and your out of there. I'm sick of them all.

Clerk and Treasurer wrote on Aug 9, 2008 6:53 AM:In the City of San Diego, the City Clerk and City Treasurer are appointed positions. Oceanside would be better off if these positions were appointed rather than elected.
If they were appointed positions, the Clerk and Treasurer would not necessarily have to be Oceanside residents. After all, several City Attorneys in recent years have not lived in Oceanside.
I have nothing against Barbara Wayne or Rosemary Jones. Over the past several years, they have always faced either token opposition or no opposition at all at election time.
Oceanside was willing to consider people from throughout California to be City Manager or City Attorney so that the best candidate could be found. Maybe there is someone in another city who would do a better job as Clerk or Treasurer than anyone you can find in Oceanside. I just don't see the need to keep those two positions as elected ones.

I will not vote for Feller again. I never knew how mean he can be to people. I'm impressed with Sanchez. She defintely has my vote.
hmmm wrote on Aug 9, 2008 7:28 AM:I have seen Jack, Rocky, and most recently Kern lose it at council meetings. Their faces get so red and terse when they talk down to residents. Jack has been a little quiet in the last couple of weeks, but he is who he is. The one person who has not resorted to name-calling and finger wagging (Chavez is especially good at this) is Esther. I will listen to all the candidates, but as to "dignity" (an arguably important characteristic when representing the city) I see no problem. Besides, I want to know who is going to represent my interests (yes, I'm going to be selfish here), who is gong to fight for me if someone wants to put a concrete plant on the same road I use to get my kids to school and to soccer.

I never knew how she did it! Now I hear that she's retired from her other full time job, which gives her even more time to be available to us residents. That's good news for Oceanside. Looking around, she's been a positive voice, courageously bringing up issues when the other council members just wanted to rubber stamp (do they even read the reports?). Vote for Esther!
Independent thinkers wrote on Aug 9, 2008 9:00 AM:I have noticed that those three grumpy men (Mr. Kern, Feller and Chavez) always vote for every project. While I wish this was a perfect world with altruistic developers, I know better. I have noticed, on the other hand, that Mayor Wood and Miss Sanchez are not consistent, from project to project or even between the two of them. They don't always vote yes and they don't always agree. I think this is a good sign, a sign that they are really thinking about what's best for me and the city. I've also noticed a lack of control by the other three. Perhaps they have other things that are important and don't want to work any harder than they have to. Jim and Esther, you have my vote. PS who else will think before deciding on the issues?
Concrete plants on every corner wrote on Aug 9, 2008 9:07 AM:It was a "car in every garage and a chicken on every plate." The current motto unfortunately is a concrete or asphalt plant on every corner. That's a direct quote from Feller and Chavez at a council meeting, and they were not smiling. Mr. Chavez has actually been talking about how its going to cut costs (why should he start worrying about costs now? He's lost his shirt on everything else)for the city. Never mind that my health is more important -- and worth more to me than any ashphalt or concrete plant. Besides, what's Oceanside dong putting something like that so close to the coast? I'd like to know where Carlsbad's plants are on the beach. Vote Feller off and keep Esther!
New Face wrote on Aug 9, 2008 10:10 AM:We need a new face on the council, Chuck Lowery. He is intelligent, caring, understands the issues and conducts himself as a gentleman, unlike Feller. Feller has consistently voted against your neighborhood's interest and sucks up to the developers. We need someone on the council who isn't bought and paid for by developers. You can count on Chuck Lowery to keep the concrete and asphalt plants out of your neighborhoods and come up with real solutions for other issues. Yes on Lowery...Feller OFF the council..bye bye.

Having little Rocky up there is bad enough with his snide attitude and sense of superiority. Maybe that's why he's an ex-Marine...couldn't play nice on a team, besides the fact that he bailed out on his school leaving it in debt. No on Martin and no on Chavez.

The candidate with the least amount of litter gets the vote! So far all thats been voted in is the litter.

Feller and Chavez champion builders and money makers over the average joe. As for the second council seat that Feller will be LEAVING, I want somebody who sees things similarly to Jim Wood and Esther Sanchez. We shall see who that may be as the election progresses. Yes, make the Treasuerer and Clerk offices appointive. Let's have some real competition for those jobs and let the Council appoint the best applicant, from wherever they may come. Those jobs should be filled by people with the right educational background and experience. Not by those who are simply elected by default.

If not for these people, Oceanside would have been re-developed and more like Carlsbad 25-30 years ago. Instead, every big developer that has come into the city has been stymied, worked-over and jerked around to the point that we have had numerous lawsuits and spent millions to get nothing.
Now that we are finally seeing what has been inevitable (not with the help of our local gov't) upgrading of our long forgotten downtown.
I think that someday soon, Oceanside will finally become a highly regarded tourist destination and business with eventually thrive downtown, but only if we get rid of the guys who have prevented this from happening for dozens of years.
The "old regime" has got to go and we now need NEW blood.

Gibson is endorsed by all three of those clowns so we would have NO ONE on council who gives a darn about neighborhood impacts. Mayor Jim Wood is the best Mayor I have ever seen. Chavez, Feller, and Kerns are the worst city council members in Oceanside. I call them the Three Stooges, Three Blind Mice, and Three Men In A Tub. All have bailed out of one thing or another;a school, a business, etc.. Gibson sold out the VUSD. VOTE for Wood as mayor and Sanchez for city council; people that you can count on.

What I really think is that somebody just goofed, because what I said wasn't libelous or too wordy. So here I go again. Vote for Jim Wood and Esther Sanchez. They are pro-neighborhood and are willing and available to speak to HOA Board meetings or an Oceanside citizen. Just don't ask them to intervene in a city business matter that you haven't tried to get resolved with city staff. If that doesn't work and it's not a matter of litigation, give them a try. I hope a suitable candidate is found to REPLACE Jack Feller. Feller, Chavez and Kern have been the willing agents of builders who build contrary to community interests. [Think Robertson cement plant, e.g.] Feller, Chavez and Kern have turned a deaf ear to neighborhoods who complain about such shananigans. So vote for WOOD AND SANCHEZ and a like-minded, competent replacement for Feller!

The incumbents are good people, but they simply are reelected by default and they've been in office way too long. Let's have a selection process that includes examination of the candidant's educational background and experience, just like we do for City Attorney. These are jobs requiring technical competence and they should be held by persons who are best qualified. I'm thinking the the City Treasuerer should have a background similar by education and experience to a CPA, for example. The City Clerk really should have a good educational background as well, perhaps in business administration. I don't think the current incumbents would pass muster on those points. These jobs shouldn't be lifetime tenure for somebody to hold as long as they want it. Rosemary Jones really had no choice regarding the Dick Lyon incident. What she did is what she should have done, but that doesn't mean she should hold the job for life.

He has quickly responded to our call for more police officers - justified by the deaths of our two brave men at the hands of career criminal gang members. Increasing the pay of our police officers has improved morale and fostered the attraction of highly qualified applicants.
Look at the track record of Feller and Chavez - their constant support of developers and their lobbyists - the backbiting and disgraceful behavior.
Rosemary Jones is a peach. She saved us from financial ruin during the disastrous Mayor Dick era. Re-elect her.

New job for Tiki wrote on Aug 13, 2008 10:56 AM:Citizens of Oceanside we should hire a consultant to work with Tiki Man to carve a lasting impression of the reign of KFC in Oceanside. Here is my idea for the consultant. 3 concrete Tikis at the Robertson concrete plant with chicken bodies and Kern, Feller and Chavez likeness tiki heads. Then we can do an RFQ for another consultant to work with Tiki Man to do another lasting impression of KFC at the asphalt plant they plan in the valley.
Oh and we can pipe in sound to the Feller and Kern likeness and they can continually repeat, " Hey you citizen you are a liar and should be driven out of town". Aloha and have a good day.
Oceanside in all it problems has been moving forward wrote on Aug 16, 2008 8:14 PM:Although I do not always agree with Mr. Wood. I will surely vote for Mr. Wood as the next Mahyor. Rocky will get get my vote to stay in the council. They both offer a nice balance for each other. It is also my belief that they respect each other, but are passionate about what they believe. Much like the NY Yankees in 1983 manager and owner friction that brought a loosing team into the the most winning team! I l;ike both men and want both right where they are, so Oceanside will continue to grow like it has been. Unless you have been under a rick, this city has gotten better with each passing year! I like the direction of the city and the overall prgress! So I will vote to keep both right where they are!

With many of the citizen who run people into the ground it is easy to see why no one would run. I applaud each of them and thank them for thier service! Personally, I'm thrilled to see a local Oceanside business native running for City Council. I'd like for us to "wake up" and elect someone that it truly interested in supporting their community AND isn't backed by special interests or a "pre-packaged" one-stop-shop political party deal. City Council people are supposed to be nonpartisan and committed to representing their community which has NOTHING do with party, and yet what I see on Mission is a "pre-packed" one-stop-shop for council people and mayor. That is enough to make me vote otherwise. Be VERY wary of big dollars and special interests that put their own interests and "pre-packed" pawns out there for us to blindly support!

Excellent criteria for decision-making, especially since you've noticed the numerous Jack Feller signs all over town. And me?
