SAN MARCOS: Former TIP Academy administrators could open private school

SAN MARCOS ---- The former founders and administrators of an Encinitas charter school that had its charter revoked last week appear to be starting a private school in San Marcos, according to county records.

Deborah and Mike Hazelton, who were both dismissed from the Theory Into Practice Academy shortly before the Encinitas Union School District closed the campus on Aug. 1, have filed a fictitious business statement for The Academy North County. People must file a fictitious business statement to conduct business under a name that is not their own.

The Hazeltons could not be reached last week and Monday for comment.

The school's owner, according to the fictitious business statement, is H & B Education LLC, a corporation that is listed with the Hazeltons' home address in Solana Beach.

The Hazeltons were dismissed from the TIP Academy by the charter school's board earlier this year following allegations of fiscal mismanagement and illegal activity. Deborah Hazelton, who was the school's principal, has been accused of forcing other board members to hire her husband as the school's chief operations officer at an annual salary of $110,000, saying she'd leave if it didn't.

Charters such as TIP Academy are publicly funded schools that have more flexibility in their curriculum and how they spend money than public schools, but must report to sponsoring districts that can ultimately close the campuses for illegal activity, poor student performance or financial issues.

Several parents who urged the district to investigate the Hazeltons and business practices at TIP Academy said in interviews last week and Monday they're concerned that a private school under the couple's leadership could meet the same fate as TIP.

"My concern is that the ball is going to continue rolling in the same manner that it has," said parent Patricia Wallace, adding that Mike Hazelton "has started other schools and abandoned them when questions arose."

Before starting TIP Academy in Encinitas, Mike Hazelton was involved with launching three other charter schools in Southern California that have either closed or struggled because of concerns about mismanagement of funds and curriculum while he was on staff, according to school board meeting minutes and district officials in each of the sponsoring districts.

Hazelton and his wife have both said they didn't do anything wrong while they worked for the charter school. Mike Hazelton was not available Monday to comment on the three other charter schools.

Parents who have supported the Hazeltons said Monday they're happy to see the couple open a private school where they will be free from oversight from a public school district.

"If you look under anyone's carpet, you are going to find some problems with administration," said former TIP Academy parent Cindy Lee Berryhill, adding that the difference with TIP Academy was that Encinitas Union was set on closing it down.

"It's a shame because it was a really good school," Berryhill said, noting that the private school will probably be a "great thing."

District officials have said they didn't want to close the school but had to because problems with the management of funds and operation of the school were too significant to ignore.

I worry what lesson she's teaching her children, who will someday be in the workforce. And what will she think when they say, "Cheating in school and taking drugs is no big deal, if you look under their carpets, everyone has a little drug or cheating problem!"

The point, EUSD has both mission and obligation to provide the community the best education possible. In short, it should be doing all it can to address the void that TIP filled so that the schools under its area of responsibility are more attractive. Further, would that the so-called "Tipsters" could direct their energies into improving that which we have at-hand, rather than clinging to either a sinking ship, or seeking an educational voyage on yet another experimental vessel. EUSD, me thinks its time to improve the "home ports".

Property Values wrote on Aug 12, 2008 10:45 AM:There are four elementary schools in EUSD where property values are much lower than they should be because those homes are located in those school's boundaries. Talk to any realtor familiar with Encinitas. In fact, many in those areas have left EUSD to either home school, private school, or TIP. That is why in the last 10 years there has been so many private schools open up in Encinitas.

The district errs however in accusing a school of breaking the law. First, a school is a body of people, most of which in this case cannot be accused of any crime. Second, in this country, people are assumed innocent until they are proven guilty. All of the district’s complaints about the misconducts of the former TIP Academy leaders are allegations. They might be guilty, they might have a history of misconduct, we might expect them to be guilty, but those are all the more reasons for us to allow them to defend themselves in a court of law, rather than in the forum of public opinion. What void? TIP's teaching methods and curriculum were the same as EUSD, and it's API score was lower than half EUSD schools. The percentage of former EUSD students who left for TIP is about 3% (less than 200 out of about 6,000 EUSD students) Hardly a "void", more like a tiny fraction. Maybe you mean the void of having a private school setting on the public's tab, at $1.7 million?

Since others brought it up, property values both influence and reflect the quality of a community's public education system. Is that in Encinitas okay, yes. Can it be better? Of course it can!

An AA meeting hall, a bar, a liquor store and the Capalina methadone clinic all share the same parking lot up top and by the playground or are ajacent to the property separated by a short wall. On your second point, maybe you're from out of town, or new here, otherwise you'd know that several years ago the district completed extensive renovation and modernization of ALL EUSD schools. They got new playing fields, remodeled libraries and classrooms, new computer infrastructure, landscaping and hardscaping, new paint, carpet, safety features, etc. OK got all of that plus the beautiful dolphin fencing around the entire perimeter. So we don't have to go to EUSD and "DEMAND that they use OUR money appropriately" because we know what they've done for our schools.

That reminds me that in addition to my normal property tax bill that goes to the schools I also have to pay addition $$ to cover the cost of that voter approved bond. Now EUSD says they need more money and need to develop the Pacific View site in order to stay afloat.

to to tax money wrote on Aug 12, 2008 7:40 PM:Go to the EUSd district office and checked out the correct amount of the EUSD admiinstrator's salaries. it is $205,000 a yesr for superintendent King salary alone and $165,000 for his three other duputy superintendents! These are huge salaries for a small school district like EUSD in this time of economic downturn. the superintendent of the Julian school district makes under $100,000 a year.

Once you voted the EUSD board every four years, they have can do,whatever they want with your precious tax money. whatever I was wrong when I used to think that educators do not get rich, may be only for the teachers!

If you resent paying taxes for the greater good, consider that you'll recoup some of your small share of the bond in a higher property value well maintained schools bring us. The bond was necessary because the district isn't allowed to spend money from the general fund on facilities.

But after reading a few of these blogs about TIP and the overtly vicious ranting and raving of ignorant people contained there, it seems it has a fair number of extremely immature people with nothing better to do than spew bile. So sad for you. Keep going that way and you'll depress your prized property values because people will be afraid some of the posters on this blog would be their neighbors!

If you were paying attention, you would see your school board has turned into a rubber stamp factory instead of a body exercising independent oversight over the King bureaucracy. A dangerous and inappropriate situation. I hope, for the sake of the EUSD kids, there are level-headed people in your city who do start to pay attention.

We do think Encinitas is a nice place to live, and in part because we don't regard a feuding, bickering, school district as necessary to getting work done! The school board made an exhaustive search for the most highly qualified superintendent when Dr. DeVore retired. They did a excellent job finding Dr. King, and far from a rubber stamp, we Encinitans are proud that our board had the courage and foresight to put an end to the serious misdeeds at TIP. It would have been far easier on them to have "rubber stamped" TIP! But they did what they knew to be in the best interest of the taxpayers and citizens of Encinitas--not their "popularity" with a small but very vocal minority.

If you want to see what really happens to a district when the board "rubber stamps" a charter school despite fiscal mismanagement, look at Eagles Peak in Julian. Now they are getting threats from Wells Fargo Bank that if they revoke the charter, the bank will come after the school district to collect Eagles Peaks' mounting debts!

Please keep that in mind when you accuse them of being raving and ignorant. Not that we should pretend this isn't just back and forth between TIP parents and district staff.

Comparing salary per student is obviously meaningless for different jobs.. are you going to extend the same logic to our teachers who teach a measly 25 students per year? To be honest I'm not sure exactly all that Dr. King has done to qualify him as one of the highest paid superintendents in the entire county. But I do know that Deborah Hazelton has worked tirelessly from the start, taking on the responsibility of several jobs to make the school successful for our children.

The parents of the additional 300 students on the TIP waiting list obviously thought the EUSD-provided education their kids were currently receiving was lacking. Now the EUSD has removed their ability to voice their concerns in such a direct way.

The article states the district claims it was reluctant to close the school. This is nonsense. They are positively delighted to have an excuse to close the independent school and prevent any more parents from choosing it over the schools they control. Just look for one genuinely regretful comment from a district official.

Charter law was specifically designed to allow a pro rata share of education tax dollars to be diverted to alternative education models. Those tax dollars belong to charter parents just as much as anyone.
