ENCINITAS: Three candidates seek two seats in Encinitas Union district

ENCINITAS ---- The two initial candidates for Encinitas Union School District have competition. A third candidate filed election paperwork just moments before the deadline arrived, the county Registrar of Voters reported Thursday.
Maureen "Mo" Muir, 47, said she didn't plan to run for the board until she learned only two candidates were seeking the two open seats.
Muir, who also tried to seek a school board seat in 2006, is the wife of Encinitas Fire Chief Mark Muir. Her name will appear on the ballot along with that of incumbent Carol Skiljan and Mary K. Page, a local attorney.
The second incumbent up for election, Shannon Kuder, said in an interview last week that she had decided not to run.
"I think at this point I’m ready to move on and do something in my personal life," said Kuder, who has been on the board for 16 years.
Fellow incumbent Skiljan also was first elected to the board in 1992. She couldn't be reached for comment Thursday, but in an interview last week said she believes the district is well-run and would like things to continue that way.
"I'm proud of what we've accomplished over the years," Skiljan said.
Her two daughters attended Ocean Knoll Elementary, and she has been active in parent/teacher organizations as well as youth suicide prevention efforts, the district's Web site states.
Muir, who serves on the Encinitas library board, has a 7-year-old son at Mission Estancia this year. Her son is a former student of the Theory Into Practice Academy, a charter school that had its charter revoked by Encinitas Union's school board Aug. 5.
She declined to state her views on the academy's closure, saying that issue is over and "I'm moving forward." One issue she expects will be a hot-button topic in this fall's election is the future of the old Pacific View Elementary campus, she said.
"My opinion is I don't think we should sell or trade it," Muir said.
District officials have proposed putting houses and offices on that coastal parcel and then exchanging it for other land within the city.
The third candidate in the school board race, Page, said she hasn't made up her mind yet about what should be done with the Pacific View property.
"I'm not opposed (to the district proposal) on the face of it, but I don't really have a stance on it right now," the 47-year-old candidate said.
Page has a 10-year-old son at Ocean Knoll Elementary, which until earlier this month shared a campus with the former Theory Into Practice Academy. She said she hopes the district can take the good from the academy ---- especially its focus on gifted and talented education ---- and use it at the district's traditional schools, "so you can go to your neighborhood school and get what you need."
She said she thinks the board legally had to revoke the academy's charter, but said she feels very badly for the parents who loved the school.

When she didn't get her way on the Pacific View site several years ago, she retired that superintendent and went shopping for a new superintendent, someone who is honest, professional and well-liked; she then tasked Lean King with attempting to skate around the perifery of an illegal act; but now that has been revealed.
Without question the district violated The Naylor Act.
Mary K. Page is from Ocean Knoll like Skiljan and Stritch on the board of trustees. Good chance Mary K. Page is hand-picked. She is an attorney, as is Skiljan's husband.
That means that Mo Muir, by default, is the only one parents locally will have who might actually represent parents.
Skiljan was also the one who took Nancy Cunningham back into her job with all benefits when Cunningham had already 'retired' from EUSD and taken a job at the Rhoades School as its director.
Since Nancy was always considered the 'brains' of the Cunninham duo, parents felt Skiljan was helping protect someone that didn't deserve it.
Skiljan hasn't had to run a campaign for over a decade.
Its doubtful she is up to it; but watch the teacher's union come to her aid.

"mo" was the PTA in charge of fundrasing in the charter raising illegal funds. now, she has a son in mission estancia? they live in park dale lane school area and now the school is too brown for them so they attend mission estancia? why doesn't she want to talk about the charter? didn;t the charter rip this community apart? is it because the last time she ran with the charter group against EUSD board? now, you see "mo" (no new taxes) is back!!!!
now it makes sense why city officials were confused about PV. cause mark was working his magic behind the scene! didn't plan to run until i saw two candidates my foot. sound like jimmy bond.
wise up people! this is nothing but attemp by these misguided people. Under the name of friends of library, the district should not sell or trade, and has no idea about the charter pushing their dirty agenda!

She was able to force the first Encinitas Ranch homeowners to pay for the school on Quail Gardens Drive. She is determined and dedicated. She has spent our tax dollars ever so wisely during the last 5 years rezoning the Pacific View Elementary School site into something everyone in the community told her they wanted. People are stating she has spent half a million dollars so far but we know who is lieing about that. Where are the facts. Now everyone is complaining because they can't have a park. Well too bad. If the people who gave the school district wanted a park they would have said so. She also is a fierce competitor. Just ask that school she defeated for trying to do something better than her. Please support Skilijan.

The little development that is now being proposed will barely recoup all the money that has already been spent for consultants to rezone this piece of land. Tell us all how and when the District will actually give money back to the kids on Pacific View. I'd love to have some answers. At this point they have spent a lot of our money and don't have squat to show for it. Do you know what piece of property we are getting in exchange for the 2.8 acres next to the ocean? And what kind of revenues this property will generate? Why did they enter into this "potential, potential, potential" Resolution?
Maybe someone can find out the answers! In the meantime we should focus on NO MORE SPENDING until something concrete is demonstrated...something that proves to the taxpayers the property will benefit the community and specifically the children, financially or otherwise, instead of this mindless spending, an open check book that belongs to the taxpayers is not what King needs. Kings needs to be kicked off with his tail between his legs.

Monies spent to date?
The portofolio of the developer and what property they are exchanging our 2.8 acres for?
How much revenue this "exchange property" will bring?
Why they tried to usurp the Naylor Act ?
Why a lot of this is missing in the minutes ?
How much longer the rezoning will take?
Will we ever get a rezone?
Is it guaranteed?
Are they following the true spirit of the land and why it was gifted to our community and the children?
Do they really want new office space?
Shame on you EUSD Board and Superintendent!
This is why we need someone who thinks for themselves on the EUSD board!
Hold this Board ACCOUNTABLE!

They have cleaned your clock every time. They do their homework and know what's going on and you never get your facts right. The people of Encinitas don't want someone who's sloppy on their school board. They also don't want someone who only cares about their kid (TIP Academy) but instead cares about all the children in EUSD. So you don't want to talk about TIP,I don't blame you, I wouldn't either. There has been a school on that site since 1885.
The Encinitas City Council has some explaining to do.

She is dedicated to doing what's best for CHILDREN, not supporting the agenda of adults, whether they're friends or opponents.
Carol is involved in early childhood education, mental health issues, financial equity for public schools, and many other things that benefit kids.
Carol Skiljan is an example of a public servant who has never been a shill for a special interest group.

According to the Encinitas Historical Society, the 1883 School House was "declared surplus" and moved from its original site in 1928. It was returned to the site in the 1980's.
I'd like to see the 1883 School House preserved, and I think the Pacific View plans do that.

A Little History Lesson wrote on Aug 15, 2008 9:38 PM:You are correct that there was a period of time when the school was not operational and was used as a park. Thank God the School Board had the foresight to not sell it back then because as the area grew it became needed again and the school was put back in operation. Maybe this is a good history lesson as it may be needed again in the future. Don't let greed destroy future generations of children from enjoying the use of this school by the Pacific with a great View. Mr. Pitcher would have wanted it that way.

Something is suspect ... when and where will EUSD will get money from the Pacific View site? How can/will the money be used within the district? Dr. King mentioned programs but there is some concern that the $$ from the site will have to be used for facilities. Dr. King said they could transfer the $$ from one account to another but is this really legal? All you dedicated EUSD people should find out some answers. I think it's politics at it's worst, working for selfish reasons and not for the children and the larger community. Does anyone have some clear answers about this site? Read the Coast News this week. Pages A4 and A5 ( Community Commentary) have some new points of view I found very interesting.

I think you should ask Mark Muir and his buddies to explain a little more about the debacle. You refered to the toillate paper called Coast News and the comments on pages A4 and A5, then you should know the people who wrote them. Mike who everyone knows is tied up to Jerome and Mark Muir (two years ago he called Mark the founder of TIP charter during the Encinitas chamber dinner) and Sarah who is back tracking to cover up because she knew all alone that things were legal.
Can EUSD spend the dollars for programs? well, I know you are both scholars from TIP time but I put it to you very simple. Have you ever spent money from your saving account rather using your checking account? if you have to pay your bills out of checking account and all of sudden you pay one bill out of saving account wouldn't you have more money in checking to spend for something like programs? Bingo!
Now that you are all eating crows, go hide under the rocks!
By the way, EUSD schools start on Monday. when does your start?

Might you be a TIPster, trying to accuse your accuser of the same misdeeds TIP is guilty of? The oldest trick in the book. Except that EUSD board HAS much evidence, documented and made public of mismanagement of funds by TIP, which TIP has failed to disavow.
You should also stop giving out false information. Pacific View was not "cosed to sell of the land." The school's enrollment was so low it became fiscally irresponsible for the district to keep it open.
Pacific View was at Full Capacity wrote on Aug 17, 2008 10:19 PM:The only real reason EUSD closed Pacific View was to develop it and make $$$. Pacific View was at full student capacity when it was closed. All classrooms were filled by the 5th and 6th graders. In comparison, Ocean Knoll is down by almost half of its enrollment size from the 1990's. I don't think they are going to close it down, unless of course it can be developed and the money used for the nicer schools in south Carlsbad where the test scores are higher.

Mos not my candidate wrote on Aug 21, 2008 3:48 PM:When Mo Muir ran last time on the TIP slate, the most memorable moment was when she pulled out some chart about money EUSD had spent on new textbooks. She didn't think we needed them. Up to date textbooks are definitely not necessary. Just ask TIP. They requested the obsolete ones from EUSD. Doesn't sound very "foward thinking" to me.
