WATER: Conserve or we'll do it for you, state says

Gov.'s panel gives tough warning.

Conserve water or the government will do it for you.

That's the blunt message of Gov. Arnold Schwarzenegger's plan for improving California's water supply, which went on the road for a series of community meetings Monday.

"Conservation ---- boring as it is," alone can provide rapid results, said Phil Isenberg, chairman of the governor's group studying the issue. He spoke in a Monday morning conference call before that evening's meeting in San Diego on the governor's Delta Vision Strategic Plan.

The plan calls for environmental improvements in the Sacramento-San Joaquin Delta, source of much of California's water. Water shipments from the Delta have been cut because of threats to an endangered fish, the delta smelt. The pumps used to move water south are believed to suck in the fish's young, killing them.

And the whole Delta ---- filled with wet, unstable land ---- is vulnerable to an earthquake that could totally cut off water supplies.

Conservation can buy time to make the needed fixes to the Delta, Isenberg said.

Getting people to step up conservation may take some persuading. So far, state and local water officials have relied mainly on persuasion to reduce water consumption and eliminate waste. But more reductions in water use are needed.

In North County, farmers already are living with strict water restrictions ---- cuts as large as 30 percent.

But so far, other businesses and homeowners mostly have been unaffected by mandatory measures.

Business responses to warnings of a water supply crisis differ by industry.

San Diego County's large biotech and biomedical industry is solidly behind the call for conservation, said Joe Panetta, president and chief executive of the trade group Biocom. That industry has long maintained that a reliable water supply is vital, and is willing to accept increased water rates in exchange for reliability.

Biocom met with the governor a year ago in San Diego and endorsed his stance on water supply, Panetta said, including a state bond to pay for improvements.

"Water is of supreme importance to the industry," Panetta said. "Without water, there wouldn't be a biotech industry in San Diego."

Some industries however, shrug at the warnings.

While tourism-related businesses understand that San Diego's water has to be imported and supplies are strained, "it's not yet hit that urgent status," said Bob Rauch, chair of the San Diego North Convention & Visitors Bureau.

Isenberg said water managers, especially in Southern California, are running out of options to voluntary measures because of the growing severity of the shortage.

Schwarzenegger has called for the state to reduce per-person water consumption by 20 percent by the year 2020, Isenberg noted.

"It's the first time in history, I believe, that any governor has said anything like it," Isenberg said.

Since all the units are on one meter, we all pay equally. If this family had to pay their OWN bill...they couldn't afford the water they waste. Burns me up to see how some people just don't care and won't make ANY effort to conserve!

Waste not want not wrote on Aug 18, 2008 11:09 PM:I see thousands of gallons wasted every day -- by my roomates when they take ten-minute showers, at car washes, by lawn sprinklers that water the streets, at golf courses, on non-native vegetation on every corner. And yet you act like the ruling on the delta smelt means you have to get ground up in the pumps in their place.

News for you: We're not just killing the delta smelt here. Salmon populations are in bad shape, too. Pretty soon it's going to be just us and the cockroaches and jellyfish, and you'll still be whining because you can't water your golf course every day. Shame on you.

And "not fair" brings up an excellent point. Water agencies should just triple their rates and then all of these special conservation programs would be unnecessary. The owners of apartment buildings would begin installing meters on every unit to take care of freeloaders.

Meanwhile, the U.S. and Mexican governments are spending millions of dollars a year to restore parts of the Sea of Cortes because of reduced water flows from the Colorado River. In effect, the two countries are subsidizing our golf courses, car washes and Hollywood showers.

You can't have it both ways, calling for conservation while handing out NEW METERS willy-nilly just does not cut the mustard.

• Wash my own car
• Flush after urination (low-flow toilets though)

Carter wrote on Aug 19, 2008 7:45 AM:The way I see it there are four major action that we can take to assure our water future: First - the smelt problem is solvable by building a device to prevent the smelt from getting into the pumps in the delta; something on the order of the device that prevents beaver from getting into drain pipes. This solution is so obvious one would think that it was being avoided purposely. In addition perhaps we should find a third party judge, say from back East, to hear the case.
Second: Solve the problem of the mollusks that are threatening the all American Canal. I have read several ways that it could be done - lets just do it.
Third: Install plastic or concrete liners in the All American Canal to prevent seepage.
Forth: Close down the border to illegal traffic. The wall has proven itself. It seems that it is time to send the CA National Guard to the border on a permanent basis.
It is not a light at the end of the tunnel we see - it is water rationing that three days ago I thought was several years away. However, according to what the Gov says it will start this summer. Of course, rationing could have been avoided if he and his gang had done their job starting two years ago when he/they brought the four items mention above to the public's attention. They are dragging their feet and now threatening rationing as a solution. Well it is upon us because he/they have failed at their job. From this point on water and electricity are the Gov's top jobs.
I suggest that a Fast Track of all Fast Tracks be implemented in our state judicial system to hear nothing but water and electrical problems, because they have became life threatening issues in Southern California. All you have to do is look a little ahead to see it.

Most of the illegals I have seen live in the weeds on the side of the roads, sides of the hills.

It's a desert and importing water has made people somehow forget that. Same thing all across the arid southwest. Clean freshwater is delicate resource not just here but across the whole world. Stop flushing it away like you do with your brain cells when you watch Fox news.

Not only do we have the homes that are vacant subsequent to foreclosure, but a huge inventory of brand new homes that remain unoccupied because no one can afford them. Both types of vacanct homes aren't using nearly as much water as they would if someone lived in them. Imagine the forced conservation we would have if they were!

How much better it would be if all persons recognized the problem and adjusted their reproductive capacity accordingly. Poorly adjusted or broken sprinklers, running the sprinklers too long, bad soil preparation---any one of these factors can cause this. Actually how dumb can we be? Growing front yard lawns (which return nothing on investment) on the edge of a desert. Time to rip them up and replace with nice Mediterranean climate plants for landscape purposes, or better yet, replace with vegetable gardens and fruit trees. That way the $$ you spend on water will give a positive return on investment in the form of fruits and veggies (organically grown, of course) for the family dinner table.

par for the course wrote on Aug 19, 2008 3:34 PM:Oops. While trying to do my part and conserve I really pulled a boner. I have shut off my timer on the automatic sprinklers with the theory that I would water the landscaping when it looked like it needed it. Things went really well until today when I realized the sprinkler I turned on yesterday at 5:00 pm was still running at 3:00pm today. I have about 4 inches of standing H2O in the backyard

I think I'll turn the timers back on. The lawn in the backyard should be nice and green for quite some time.

Even assuming that cutting 10% of the population would reduce 10% of the water usage (it wouldn't since illegals don't stereotypically have green lawns and mansions), the 10% of water usage wouldn't put a dent in the demand for water from those who remained, and those who would legally take the place of those deported.

Everyone needs to do their part, fresh water is a finite resource. The solution is not to simply demand that your extravagant lifestyle be allowed to continue uninterrupted simply because "that's the way it is"

Sorry Karl but your golf is not subsidizing anything. They're taking advantage of pulic infrastructure to obtain reclaimed (which IS treated) water at a significantly reduced price. So it is, in fact, the other way around, i.e. you're subsidizing the golf course. Just one more example of business finding an externality to sluff the REAL cost of business onto. America's belief in capatilism is becoming increasingly pathetic.

China's population was soaring, so the legislated that a couple could only have one child. Child rearing is a personal choice and should not be regulated by the government. If we allowed that to happen here, we as a society would be giving up our one of our freedom's to government regulation. There are plenty of regular bloggers on here that I have read frequently say that there is too much government regulation.

Maybe, just maybe if we hadn't interfered with nature and started putting in dam's, adjusting the flow of rivers then there wouldn't be some of the ecological problems we have nowadays. Course, LA might not be as big as it is today, but again, population issue solved!
