ESCONDIDO: City hikes more than 170 fees

Goal is to shrink budget deficits at City Hall

ESCONDIDO ---- Facing steep budget deficits, the City Council Wednesday raised fees for the use of recreational facilities, trips in a city ambulance, safety inspections at businesses and a wide variety of other Escondido services.

The increases, which amount to about 11 percent in most cases, will increase city revenue an estimated $140,000 per year.

That amount will not help the city restore much of the $5 million in budget cuts made this spring to close a gaping deficit. But city officials said the fee hikes were less about generating revenue and more about making sure the city gets paid adequately for the services it provides.

"This is about cost recovery," Councilman Sam Abed said before the council unanimously approved the increases. Abed was referring to a term government agencies use to describe how much services actually cost when the wages of city employees and other overhead are included.

Some of the increases go into effect Sept. 1, others begin Oct. 1 and a few will be delayed until Jan. 1.

Among those delayed until January are fee hikes for recreational facilities, including sports fields in Kit Carson Park and the Escondido Sports Center.

Robin Bettin, the city's assistant director of community services, stressed in a phone interview before the meeting that the fee hikes for sports fields would apply only to tournaments, not regular games or practices.

Bettin said the hikes are aimed at adult sports leagues and leagues from outside Escondido.

"This will not affect the regular use of fields for Little League," she said.

The city gets a large number of requests for field use from outside groups, said Bettin, adding that most are private groups that generate enough revenue from the tourneys to afford paying higher fees to the city.

Bettin said the only youth sport likely to face fee hikes is girls softball, which hosts tournaments about three times a year. She said the total increase for girls softball would be roughly $100 per year.

It has become significantly more expensive to light the city's sports fields, and a minimum wage increase has added to labor costs, said Bettin.

"We're trying to keep pace with what we're actually spending," said Bettin.

An analysis of what other cities charge determined that Escondido was due for an increase, said Bettin.

The bulk of the hikes, which cover more than 170 individual city fees, are in the fire and police departments.

For example, the cost of an ambulance trip will increase from $16 per mile to $18.50 per mile, while the oxygen supplied by paramedics will increase from $70 per trip to $80 per trip.

When fire officials review safety plans for fire alarms or indoor sprinkler systems, their hourly rates will increase from $90 an hour to $100 an hour.

One fee that will increase far more than 11 percent is fire code inspections for carnivals and fairs. City officials said they decided to increase the fee from $90 to $400 because the inspections typically take about four hours.

The Police Department is increasing fees for towed vehicles from $150 to $175, and the department will begin charging between $30 and $88 an hour for officers who provide security at special events.

The changes approved Wednesday also include a few fee decreases. The $10 cost for a bicycle license has been eliminated, photo copies at the city clerk's office will drop from 25 cents a page to 15 cents a page and the Escondido Library is eliminating more than dozen fees that city officials called "obsolete."

No folks, this is about bad financial management...you know like a couple hundred thousand for the rental ban, the costs of the lawsuit over the checkpoints, $200,000 to a consultant for the Maple Pedestrian Plaza, $50,000 for a parking study, $19.8 million for a hotel, etc...

Bad financial management - by the City Council! The council is the authority over the budget - so this is their bumble to the 10th degree.

Abed has never managed a $85 million dollar budget, nor has Gallo, nor has Waldron. They are not capable of overseeing and managing a budget of this magnitude - EVIDENTLY!!!

Hey, city council thanks for unanimously voting to open the wallets of your residents - again - to make up for your shortfalls.

Funny, how the council has never mentioned foregoing their raise or their $9,000/yr GAS ALLOWANCE. Everyone must suffer...everyone but the council. Sick.

Looks like the hotel won't be needed after all. What tourists Escondido did have, they won't have any more. Carnival's ticket prices will go up to recoup the $400 fire code inspection fee. Carnivals are big fundraisers for local city organizations. A PTA's biggest yearly fundraiser is a game booth at the carnival. Monies from this event fund and defray school related costs that enhance the education experience for all our children. Hiking such fees will be like taking candy from a baby.....

1. Who pays the teachers?
2. Who attends the classes?

Answers: 1. You and I. On our property tax bill and our income tax.

2. Why do you think the staff likes the campus near a bus stop? Most of the students aren't eligible for driver's licenses.

These are glaring examples of waste if not near malfeasence and we are going to raise fees for oxygen and Christmas Parades?? The house of cards is faltering.
