PALA: Woman shot dead on Indian reservation

PALA INDIAN RESERVATION ---- Authorities scoured rural, mountainous land Friday night for a 39-year-old parolee wanted for allegedly shooting two people earlier in the day, killing a woman and wounding her male companion, sheriff's Lt. Dennis Brugos said.

About 11 a.m., a blood-covered man in a blue BMW sedan with a shattered windshield arrived at the new Pala Fire Station on Lilac Extension Road and Highway 76 with the mortally wounded woman.

Pala paramedics administered CPR to the woman, but she died around noon on a sidewalk in front of the entrance to the station, Brugos said. Her sister identified her as Elizabeth Culbertson, a 35-year-old who had been living in Pauma and grew up in Poway.

The man, 44-year-old Fredrick Bostick, had also been shot and was taken to Palomar Medical Center for treatment, Brugos said. He was expected to be released later Friday, the lieutenant said.

Bostick and Culbertson had been at a junkyard a short distance away on Lilac Extension Road. The male victim told authorities that a man approached them in a white Ford 150 pickup then got out and started shooting, Brugos said. It's not known if the suspect and victims knew each other or what the motive was, he said.

Authorities identified the suspect as 39-year-old Frank Lewis, Brugos said, and a woman was believed to be with him at the time of the shooting. A sheriff's helicopter spotted the white truck near the crime scene shortly after the incident and deputies pulled the driver over, he said.

The woman driving the truck was taken in for questioning by detectives, the lieutenant said, but Lewis was not with her and his whereabouts were unknown.

Sheriff's, Highway Patrol, Border Patrol, Fugitive Task Force and Department of Justice officials were searching the surrounding area Friday for Lewis, who was considered armed and dangerous, Brugos said.

He was described as a Latino man about 6 feet tall and 200 pounds with short cropped black hair, green eyes, a mustache and multiple tattoos covering his arms and torso. He was last seen wearing dark shorts and a white tank top, Brugos said. He had been listed recently at East County and North County residences but no permanent address was known, he said.

None of the people involved in the shooting is believed to be a member of the Pala tribe, he said. The crime occurred about a quarter-mile east of the Pala Casino on a rural road bounded by Highway 76 to the north and a stand of small, foliage-carpeted mountains to the south.

It was the second homicide reported on the Pala Indian Reservation this summer. On July 24, reservation resident Devin Blackowl, 18, was found dead on a hilly, remote portion of Lilac Road.

I'm just basing my opinion on what I have read in the news paper. I won't go near the reservations like I won't go to east L.A. at night, or Magic Mountain amusement park because of gang problems, or Imperial Ave off the 805 in San Diego because of high crime rate. There are so many good people that live on the reservation, but I just noticed that crime rate in the area has gone up since the casinos opened.

But, to blame the Indians is ridiculous! They take care of their own, and from what I've read they've only had 'one' other murder...can we say that for a non indian community?

He lived on the Rez in Pala and his death had nothing to do with the casino. Wrong place wrong time-this sits in my heart everyday. My son was a great person-never in trouble and not a trouble maker. I don't get to see my son grow old and have kids because of heartless people. Liz's family don't get to see her anymore because of an "accident" it is very tragic and we should be trying to solve cases instead of fighting.
