English teacher focusing on budget, road concerns

LAKE ELSINORE ---- Amy Marie Bhutta says she has politics in her blood.
On her campaign Web site, the high school English teacher running for a Lake Elsinore City Council seat this November lists Harriet Beecher Stowe, the abolitionist and author of "Uncle Tom's Cabin," as her great-aunt.
Bhutta, 39, also wrote that she was voted most likely to be the first female president of the U.S. by her high school classmates.
Bhutta has tried to build on her personal history in her first council campaign by crafting a message for Lake Elsinore voters that stresses her support for improved code enforcement activity, a better working relationship with the California Department of Transportation and more jobs, which she believes would presumably shorten the distance of residents' commutes.
"I also strongly support cultural and arts programs and would like to bring more of such programs to our city," she said. "I also see a great need for a new, more modern library and a performing arts center for Lake Elsinore."
The other candidates competing for the three council seats that are up for election this year are Barbara Alongi, 72, a retired veterinary technician; Carole Feeney, 47, a community volunteer; 55-year-old Planning Commissioner Jimmy Flores; Chris Hyland, 79, a former Elsinore Valley Municipal Water District director; 45-year-old incumbent City Councilman Robert Magee; Steven Manos, 32, a real estate broker; Melissa Melendez, 40, owner of a transcription company; 28-year-old Public Safety Advisory Commission Chairman Michael Norkin; 58-year-old Planning Commissioner Michael O'Neal; and Joyce Smith, 61, executive director for a custom home builder.
Asked to talk about some of the important issues facing Lake Elsinore, Bhutta reeled off a list that included the upcoming budget revision, long-delayed road projects and the local economy.
"It is imperative that the city navigate through the tough economic downturn we are experiencing," she said, referencing recent reports from city officials that point to falling revenues in the upcoming fiscal year.
To do that, Bhutta said, the council must thoroughly scrutinize every aspect of the budget and make the necessary cuts in areas that could be "extraneous."
Talking about the city's road projects, Bhutta said the council needs to improve its relationship with the California Department of Transportation, the agency that holds the fate of several big-ticket road projects in its hands.
Some of the projects the city has proposed ---- including new freeway interchanges at Railroad Canyon Road and Highway 74 ---- have been delayed recently because of the sometimes laborious process of getting the projects approved by Caltrans. The issue has become so tedious that city staff members have asked for help from the council to move the projects forward.
Bhutta said the council should be able to figure out a way to improve communication among the various parties and get Caltrans to "move faster."
Another important issue for Bhutta is the slumping national and local economy.
"Facing such tough economic times, I feel it is vital that we as a city and all our residents support and patronize our local businesses. By shopping, dining and patronizing our local service businesses, we are not only supporting our local business owners and their employees, but we are keeping our tax dollars in our city," she said.

I think she is right about what we are currently facing and her solutions make sense. Intelligence runs in the name Amy, I'm glad I named my daughter Amy also. Good luck to this smart young lady! What is the plan to increase communication with Cal Trans, who will pay for the performaning arts center, do you think the budget is manageable and where will you cut services, how does being a distant relative of Ms. Stowe qualify you as a better candidate, where did you get your diploma from? I read alot of gray areas but nothing that sheds light on how these projects will be done. If you leared from your great aunt how to make a whole lot of empty promises then I guess you are just like her.

Ms. Bhutta might be educated but that doens't come close to being smart. A Dr. in front of her name does not mean she'll be able to find the money in the budget to pay for these things. Perhaps she and her endorser Buckley could raise taxes to help fund this silliness. Get a real platform

It's insulting that our lake has been replaced on her signs by one she apparently thinks is better looking. It speaks volumes about the pride she has in the city she wants to represent. The issues...just wondering how much more we can cut from the budget and still build a new library and a cultural arts center. I don't know why anyone would run for city council peronally, this city is too big a mess.

Its nice, its classy but its not realistic at this point in time. A leader must be able to prioritize areas of importance and start there dont confuse and get peoples hopes up. Does Mrs Bhutta have some fairy dusst to sprinkle around to get us to the point where an arts center could be a priority.

When your struggling to make a living and cant afford to go to a university the arts are a dream. We need more affordable education in our city. Cutting through and getting to the point is important not negative. I've seen the budget and cuts have to be made without jeopardizing safety I would like to hear some solutions from the canidates.

A PHD in the Arts in my opinion not very beneficial in regard to running a city. A community college would be a better fit for Lake Elsinore at the current time.
