Taxes and taxes and taxes

The folks in Vista City Hall are mulling whether to pitch a property tax or a sales tax increase at notoriously stingy Vista voters to finance a nearly $75 million package of goodies in civic improvements.
Included in that wish list are a bunch of things most folks around town can't really argue with: at least one new fire station with improvements to others, better facilities for the city staffers and perhaps a community center aka civic center of some sort.
But the real issue, as it emerges in Vista to consider sales tax increase and City examines sales tax increase, is what magin of majority the tax increase will need -- a simple majority of 50 percent plus one, or a super majority of 66.6 percent.
Seems like Vista ought to do the right thing, though, and say regardless of the method, we want the two-thirds approval by the voters.
