OCEANSIDE: Wal-Mart appears to be planning local grocery store
Documents indicate retail giant may open small market on Melrose Drive
By CRAIG TENBROECK - Staff Writer | ∞
OCEANSIDE ---- Wal-Mart, the world’s largest retailer, is looking to expand its presence in Oceanside by building a small grocery store near the Vista border, city and state records indicate.
The retail giant filed a liquor license application this summer with the California Department of Alcoholic Beverage Control, listing a vacant lot at the southeast corner of Oceanside Boulevard and Melrose Drive as its business address.
City planning records show that Gatlin Development of San Diego has applied to build a grocery-anchored shopping center on that 7.4-acre site.
While there is scant mention of Wal-Mart in the application, Gatlin has a track record of building centers with Wal-Mart stores.
Calls to Gatlin Development were not returned.
John Mendez, a Wal-Mart spokesman in Southern California, said Monday that he wasn't aware of any plans for that location and referred questions to the company's corporate headquarters.
According to Gatlin's application with the city, the shopping center ---- dubbed Melrose Station ---- would have five buildings, including an 11,400-square-foot grocery store.
That's not nearly enough space to accommodate the average 101,000-square-foot Wal-Mart store, of which Oceanside already has three.
But the company may have another use in mind.
Earlier this year, Wal-Mart Stores Inc., based in Bentonville, Ark., announced plans to launch a new format of the "small community grocery store" this fall under the banner "Marketside."
The move has been called a response to Tesco’s Fresh & Easy brand. Dozens of Fresh & Easy grocery stores have opened in Arizona, Nevada and California since that format's launch last year, including three locations ---- Vista, Fallbrook and Escondido ---- in North County.
Wal-Mart hasn't said much about its Marketside plans, other than confirming four locations, all in Arizona.
"It's a pilot right now, and we're concentrating on Phoenix," Amy Wyatt-Moore, a Wal-Mart spokesman in the company's headquarters said Monday. "At this point we haven't really said whether we're looking at doing this anywhere else."
However, the Financial Times of London offered a glimpse last month at potentially greater ambitions.
The newspaper reported that a job posting, which has since disappeared from Wal-Mart's Web site, said the format "is expected to start with 10 stores and evolve to between 1,000-1,500 stores with over $10 (billion in) annual sales."
Asked if a Marketside store is planned for east Oceanside, Wyatt-Moore said "I couldn't really confirm that."
Among the weighty documents in the Melrose Station application are conceptual drawings of a Marketside store with the logo prominently displayed. The building is described as "the new style, small scale 'boutique' market footprint."
Wal-Mart already has a sizable presence in North County. But its plans occasionally face opposition.
In April, a group called the Concerned Citizens of Vista sued that city for approving the company's plan to expand one of its retail stores into a grocery-selling Supercenter.
Oceanside City staffers are still reviewing the Melrose Station application. It was not immediately clear when an environmental study would be published for public comment.

I'll agree WalMart is not the same store old man Sam Walton left it, but its still done more for the lower and middle income class than all the state and federal programs. Consumers must agree.

I hope they do build a food store at the planned location. If it is a Neighborhood WalMart Grocery Store you will hear the unions and their company run stores complain to high heaven. With todays economy, I for one am glad to save a dollar where I can. If you don't want to save money, by all means shop at the union store. No one has a gun at you head. Now lets talk about how you pay socially. More people who need to drive in from other areas because YOU wouldn't work there? No benifits, no pay, so where do the workers come from? hmmm! out of town. Lets talk cheap goods? Yes everyone is selling them now (thank wally world for that) but do we all have to jump on the same ship and buy this junk? someone said three times the price above??? what??? try pennies. Pennies less for your cheap shirt not made anywhere near the US. Let's try not buying cheap junk and supporting places that make quality goods. It is worth your PENNY'S

Oceanside was VERY successful doing the same thing with the new staples and walmart on Fire Mountain. The Trader Joe's on Fire mountain too - all these are designed to siphon off tax revenue from Carlsbad.
Oce3anside is FINALLY playing the same game that all the other North County cities have been playing on Oceanside for 30 years.
Carlsbad and Vista and San Marcos have always taken advantage of Oceansides "Zero Growth/Anti-Development" administrations of the past and those cities built all thier low end retail outlets right on the borders with Oceanside on purpose just to siphon off tax dollars from Oceanside.
I say: Turnabout is Fair Play.
A Wal-Mart in Oceanside on the border of Vista? YES!
Dear Olaf wrote on Sep 9, 2008 10:55 AM:Thank you for stating the social ills when one goes to Walmart. You may save a few bucksin the shortrun but in the longrun you have damaged our economy Why don't people understand this?
The workers there barely get by and have to go on Medicaid for their medical needs. The taxpayers are subsidizing Walmarts. This low paid employee almost always commutes from Vista, San Marcos or even Temecula, into our town, burying our streets in traffic and pollution. We need to attract HIGH PAYING jobs, not more low paying ones like this. We need jobs that pay enough to have the employees living in our town, not some other where they take their paychecks home and spend there.
I love Walmart wrote on Sep 9, 2008 11:04 AM:When I shop there I know I won't have thoughts wondering if I paid too much for something. Like Sara Lee bread, pay twice as much anywhere else. A new cell phone? Pay a lot more anywhere else. Other places health insurance for the employees might be part of the cost. I'm not paying for someone health insurance. I don't even pay for my own. We need Single payer (SB840) so everyone pays their fair share including Walmart.
To Olaf wrote on Sep 9, 2008 11:15 AM:Walmart has the buying power, the more you buy the less they cost. Practically every company that wants to stay in business will go for cheaper labor overseas or you can't compete. That is pretty sad where it is cheaper to have something made overseas and shipped here than it is to be made here. That was the downfall of our steel mills when Japan could sell us steel at a cheaper price even with shipping. Like the bumper sticker says; "Buy American and help me keep my $40 an hour job with great retirement and health benefits".
Just Not There wrote on Sep 9, 2008 11:57 AM:I think the neighbors might not want a big store like this in that area. They didn't even want a church over there as I recall, and the east side of Melrose is still pretty rural and is adjacent to parkland. To me, it just doesn't seem like a good fit.
But, I'm sure we'll hear a lot more about this before anything is built. It wouldn't be Oceanside if there weren't endless protests and appeals before the first bulldozer shows up to start grading.
Please read the article wrote on Sep 9, 2008 12:43 PM:The sky is falling, the sky is falling. In the article, it states that they are applying for a 11,400-square-foot grocery store. Health care, etc is a red herring. a majority of small businesses, like the one I owned in Encinitas (yes..not O'side..O'side is NOT business friendly), don't offer health care. NO MORE SMALL BUSINESSES!!! I mean, how many small businesses does one city need? We have more than 2!! Shut down the big drug companies... you get the point.
If you read the article, it's not a Walmart. It's a grocery store patterned after smaller botique grocery stores. I could understand if everyone was angry that they're converting the existing one to something bigger. They're not. Also, that lot has been an eye sore, sitting with weeds for years. Bringing in a complex with a STABLE anchor, like Walmart, is a good idea. If you don't understand this, go look at the complex off College/76, with Kmart as an anchor. Two anchors in bad shape, and the place isn't very friendly.
Lastly, ever think this might work towards a better, planned community? I grocery store right across the street from a Sprinter? Hmmmm...maybe city planners will/have learned something from Southern Orange County.

Well, Poway has a Wal-mart and I believe the average property value in Poway is near the top of all communities in the county.

They don't, because they can't find better employment. When wal mart has jobs available there are way more applicants than jobs. Wal mart has lowered its prices even further during this recession and they are PROSPERING as a result. People flock to wal mart regardless of the sour grapes of those who have an axe to grind.

Now! if there be 182 country's making items for the world to buy and they have only 5% of the pie in China...duh! This company makes the nice people of China support their currency(yuan) by keeping it in their country working for the people there.... but with the "yuan" going up in value and the US dollar going down...all the foreign items that the American consumer buys thinking it is cheap has went up in price. People...its all about the currency and to keep a currency strong you got to keep it floating around the country you live in so it can work for you. For the past 12 years all them US dollars are being shipped overseas to a foreign bank and with the American worker not making anything for the foreigner to buy the "we the people" have to turn to the "second" largest employer in America(Uncle Sam) to sell "we the people" debt in order to get all them dollars back! 50 years ago a foreigner would had given their left nut for a US dollar or a Hershey's chocolate bar and today the same foreigner has got Uncle Sam and the American consumer by both all the while Hershey is moving the chocolate factory to Mexico. Wakeup! America and think "MADE IN AMERICA."
Olaf wrote on Sep 9, 2008 4:55 PM:As I said here come the paid (by wally world) bloggers to defend them. To to Olaf: Are you kidding me that they have better health benifits then you? You must be living on the streets with no job. Go to a wal Mart and ask for an application. Then ask how do the benifits work? when the stop laughing you can then ask how to get a fair wage.
To the other To Olaf: Yes everybody is going overseas now, why because they have to compete with Wally world. Does this make it right that we can not compete with China because they can pollute the earth, they can pay slave wages, they don't have to care about their people, For US that means cheaper goods without the guilt of knowing your doing those things, OH and yes you don't have to pay a living wage to a person that a union would garnish its employees. Now i am not saying to ban all wal marts, but does any city have to allow 4 of any sort of large store within there borders?
So I wonder why people didn't comment on the property values issues. It seems to me if you want lower property values bring in a wal mart. It seems evident that most of the coastal cities don't have a wal mart but have large stores (ie. Costco, target, etc) but their housing bubble has not dropped as much as other places. Now I know this correlation is a streatch and is ripe for a sociology class.
Finally, small mom and pop stores that are around the residential areas will save people on gas, they can walk to get small thing, health (see comment before), and in turn will create jobs for the community. People don't have to rid them selves of wal mart just tell the politicians, not planners who have to follow the Politicians wants (who wal mart contribute to even local races) that you don't want that inside your town. Now all of you free market, stay out of my life, I love my big cheap cookies and t-shirts, large Hummer driving, wal mart shoppers can bag on me.

Its just another piece of the pie that slowly depletes our US strength. However consumer beware- you do get what you pay for, a $5-15 dollar shirt from wal-mart will fall apart in about 2-3 washes!! Plus you just PAID for SLAVE LABOR in another country.... Yep you are keeping the sweat shops booming for CHILDREN to be taken away from life and put under horendous working conditions, while you ENJOY that CHEAP SARA LEE BREAD, and $ 5 shirt...
REMEMBER Economics 101- Why is Wal Mart able to bring you LOW Prices, because of sweat shops overseas, heading thier corporations overseas - taxes go to overseas accounts, and cheaply made products, and produce from Mexico- HELLO WAKE UP sorry. Wal mart is bad news. BE PROUD TO BE AN AMERICAN, not America loves to be greedy- no wonder other countries hate us

To Olaf wrote on Sep 10, 2008 7:34 AM:I'm far from homeless. I actually asked my favorite cashier at one our of local (Oside) Wal-Marts what the working conditions were like because I thought they must be different out here the way everyone talks. She told me about all her sick days that are matched with the same number of personal days that can be used for any reason. She also told me about the 5 different insurance plans she was able to choose between. She also told me about other perks such as flex-time scheduling and shift splitting that apparently come in very handy for her along with her above minimum-wage paycheck. She said anyone who says Wal-Mart doesn't treat their employees well has never talked to one.
I also know my uncle back in Colorado just got pretty seriously injured in a stupid accident and the insurance he has through his job at Wal-Mart covered him 100% (less his deductible of course).
I've never worked there so I've never experienced any of it first hand, but I also don't believe the people I've asked about it are liars so I will take them at their word.
That's not to say any city should be overrun by Wal-Marts (Oside has plenty). I shop there sometimes, but mainly frequent the smaller markets near my home. I'm just suggesting that, based on my own personal face-to-face research, they're not AS bad as some would like to think.
Olaf wrote on Sep 10, 2008 9:19 AM:ask those same people outside of work. Also it is funny that your story changed. before you said they get better benifits than you. As a small business owner I can tell you how to manage around all those things. Offer three types of health care often paid with high cost to the employee and supplemented by tax payers. Now to give Wally world props they have started to listen to their critics and offer better pay in some areas (CA) because of the backlash that has happened. But this is only one tiny slice of the pie that is wal mart. read all other comments above.
To the comment about Poway property values: most people know that there are two Poways, the section that has a wal mart (lower values and rising foreclosures) and the upper Poway (divided from the other and higher property values). So the point is taken but not true. Do you see a wal mart in any coastal town? how about rancho santa fe?
Its too late wrote on Sep 10, 2008 10:18 AM:Twenty years ago I saw on TV and heard on the radio that America is going to end up selling each other services and insurance, and the haves, have-nots and the have-a-lots are going to keep growing apart. Nobody could change it back then when they saw it coming and it's a lot harder to correct it after the damage is done. So I'm going to go where my dollar gets the biggest bang...especially with that SARA-LEE BREAD!

I just cited specific examples of people i knew for reference purposes only. And, for the record, my conversation with the cashier I referenced did not take place while she was at Wal-Mart.
I'm not saying they're all great ... I just don't see them as all bad.
Vista wrote on Sep 12, 2008 4:43 PM:I welcome a Walmart grocery store. They already have them in the Southwest, and they are not that bad. And anything is better than the Stater Bros on Bobier. I live a minute from that store but drive the extra miles to Albertsons. Because it's cleaner and has more than 2 cashiers.
If Walmart wants to put a grocery store in that area, more power to them.
What would be even better is if they just bulldozed the Townsite area of Vista and stuck a huge Walmart there. Or bulldoze down Santa Fe, starting and Bobier and ending at Vista Village. They could put 50 Walmarts there and it would be better than what's there currently.
And you anti Walmart people really need a wake up call. The country that you live in and love oh so much could care less that you want everything made in America. America is about greed. America is about more money, more power. That will never, ever change. So get used to it. You can not shop at Walmart all you want. But the millions of other people who do are going to more than make up for your money not spent there.
