VISTA: Owner of restaurant cited, ordered to cease operations

VISTA ----The owner of a Mexican restaurant and bar was cited Friday night for selling liquor on a suspended license and for numerous workers' compensation violations, which prompted Department of Labor agents to issue a cease and desist order, authorities said.
Authorities visited the establishment, Mariscos Carinas Restaurant Bar at 1234 S. Santa Fe Ave., in response to several problems there this year, including two large fights and dozens of underage drinkers, Deputy George Crysler said. Officials were also checking whether the bar was serving alcohol after its license was suspended for serving a minor on July 31, Crysler said.
Deputies from the Vista Sheriff's Station Community Oriented Policing and Problem Solving Unit and agents from the California Department of Alcoholic Beverage Control and Department of Labor participated in the compliance check about 10 p.m. Friday, Crysler said.
Undercover officers were served alcohol, and officers also saw numerous patrons being served alcohol, Crysler said. Based on interviews and observations by officials, the owner, Rafael Vargas-Perez, was cited for selling alcohol without a license. Labor agents also cited him for workers' compensation violations and ordered him to cease and desist operating until the violations are corrected, Crysler said.
Two men, 23 and 28, were arrested at the restaurant for possession of cocaine and taken to the Vista jail, Crysler said.
