OCEANSIDE: Lowery seeks to break pro-development majority

OCEANSIDE ---- Philanthopist-activist-baker Charles "Chuck" Lowery hopes to put one more descriptor in front of his name: City Councilman.
A lifelong Oceansider, Lowery, 57, is one of eight candidates on the Nov. 4 ballot for two council seats.
He is widely considered a top contender, having garnered high-profile endorsements from the city's police and fire unions.
On the campaign trail, Lowery describes himself as a counterweight to the council's pro-development majority.
He has pledged to protect neighborhood character ---- not bow to developers who would turn Oceanside into "the next Newport Beach."
That means saying no to heavy industry, Lowery said in a recent interview, and stopping tall buildings from sprouting up along the Coast Highway corridor.
"It's about listening to the people who live here," he said of his political philosophy. "We are the every-day investors."
Indeed, Lowery is heavily invested here.
He owns a home on Alberta Avenue near the coast and a half dozen rental properties nearby. He also owns his own business, Pacific Bakery, near the center of the city.
"He knows the town and he's got a very easy disposition," said George McNeil, a former council candidate and contributor to Lowery's campaign. "I think we need that on the council. It gets far too contentious up there."
Lowery has held leadership positions in several local groups, from the Oceanside Costal Neighborhood Association to the North County Coalition for Peace and Justice. But this marks his first run for elected office.
Spurring him to run, he said, was the council's controversial approval this spring of a concrete plant near his bakery.
"A lot of people --- a LOT of people ---- remember that (3-2 vote)," said Lowery, describing his conversations with residents.
"They ask me, 'Did you have anything to do with the Robertsons' concrete plant?' And I say, 'I had everything to do with the opposition to it. Everything.'"
A graduate of Oceanside High School and MiraCosta College, Lowery has been a frequent donor to human rights groups, social service programs and organic food organizations.
Labeling him an "entrepreneurial philanthropist," the Tariq Khamisa Foundation of San Diego awarded Lowery its Gandhi Nonviolence Award in 2006.
Yet some of Lowery's donations ---- to Democratic politicians and liberal advocacy groups such as MoveOn.org ---- have drawn heat from conservative opponents and online commentators.
"Chuck is a nice guy," said City Councilman Jack Feller, who is defending his seat in the election. "But we're on opposite ends politically. He is well known as (being) opposed to the war, and he's aligned with people that I have no respect for."
Though Oceanside's elections are technically nonpartisan, party politics often play a role.
The city's voter registration tilts Republican and four of five council members belong to that party (two sit on the central committee).
Though Lowery, a Democrat, has the endorsement of his own party, he hasn't advertised it.
"I am campaigning as an independent," he said. "I'm not campaigning on any party platform."

Sorry Marines wrote on Oct 2, 2008 1:56 PM:Look, I am a vet too, although being from Oside, I went Air Force. Also being from Oside, I want someone who has Osides residents at heart. Not the Marine Corps vets who transplant here, not the East Coasters who move here, not the developers that drool over the ocean views for their next building. The actual residents of Oside who have been here through thick and thin. I know that the USMC is the reason that the town has stayed alive in the lean times but it is also the source of all of our bad press along with gang activity. If you live in Oside, you see both. I work on Pendleton and love the Corps but you came from somewhere else and you need to let the residents deal with our council. MoveOn is not anti-military either, it's anti-Bush, which is really common nowadays. Let's deal with the actual issues of our city and not lower ourselves to blogger finger pointing. Vote for yours and I'll vote for mine and let's see who wins. I believe that is the democracy that we fight/fought for. There is no need for FoxNews type swift-boat craziness in a local newspaper or election.

Mayor Jim Wood, Esther Sanchez and Chuck Lowery have proven that will be their priority. Chuck has made an investment in Oceanside. We will all benefit from having him on our city council.

This was long before he even thought about running for public office. He is an honest and caring person. Chuck took us to see beautiful, successful and transit oriented mixed use developments. It was such an educational and eye opening experience. We can have the same beautiful developments in Oceanside if we have an informed city council that seeks the best for Oceanside and does not say 'yes' to any piece of junk that developers propose. Yes to Chuck, Esther, Wood.

You can only vote for TWO of those four. The other race is for Mayor of Oceanside and the contenders are Mayor Jim Wood VERSUS Rocky J. Chavez. Vote for one. It's obvious to most of us that the ONLY choice is Jim Wood, Esther Sanchez AND Chuck Lowery. The threesome of Kern, Feller and Chavez (KFC) have supported such projects as the Robertson Cement Plant and such silly ideas as a new freeway off/on ramp at the 78 and Rancho del Oro. There is already a ramp at Emerald and the 78 and another at Camino Real and the 78. Those two points are just a short distance apart, yet KFC thinks it's a great idea to have ANOTHER ramp between them!! At an ENORMOUS cost. Folks, if you follow the Council meetings, as I do, there's not a scintila of a doubt that Wood, Sanchez and Lowery are the ONLY LOGICAL choices to vote FOR! Yes, vote for Wood, Sanchez and Lowery!
Chuck Has Integrity wrote on Oct 2, 2008 4:21 PM:f the worst Feller and his cronies can come up with to attack Chuck Lowery is that he made contributions to Moveon – that says A LOT to me about the integrity of Mr. Lowery. He has my vote and my complete trust to do the right thing for all the people, including our military and veterans. Chuck has the courage to stand up and take action for what he sees as fair and just and he won’t be cowed into acting against his values. I would think that the Marines would have great respect for that kind of courage and integrity.

Unlike Feller, Chavez and Gibson, Chuck has no political aspirations beyond this position. He was spurred into politics when he saw Feller/Chavez/Kern literally kiss-off the hundred-plus citizens packed into city hall to object to the Robertson’s Concrete Plant, and he decided the people needed a majority on our council that would represent them We are very fortunate to have him in Oceanside and I can’t wait to see how this city will thrive with Lowery, Sanchez and Wood working for us.

However, Lowery's lining up in lockstep with Sanchez and Wood is troubling. He announced recently that he wants to end redevelopment, which would be a disaster for Oceanside. I don't expect a candidate to agree with me on every issue, just be thoughtful and independent. Lowery has exhibited neither trait.

Tell me Chuck and Esther will you support campaign finance reform that Kratcoski is pushing? We all know that Rocky, Kern, Feller and Gibson won't.
Or will we always maintain this adverserial role of the two sides battling each other. If that is the case I would rather have people like Rex Martin who is not tied to either side. I am really tired of both sides and hope in the future they will both depart Oceanside when the campaign finance reform weeds them out. And I do agree with the ex-airforce guy. Just because Camp Pendleton is near our borders we don't need all former Marines on the council. We know how black and white Marines think but there are shades of grey in civilian life. Unlike marines, citizens don't have to salute and be dismissed when the officers are done with us.

Redevelopment has taken millions of dollars of our money (or future money) to attract big projects. It was essential, and it's not permanent. How can you measure success? How can HE end it anyway? And how it would be a "disaster for Oceanside" if it ends? And when has he NOT been thoughtful?

I’m sure Mr. Lowery is sincere about caring for Oceanside, we all care about Oceanside, however it is important that we know what the candidates stand for beyond the usual need to pick a side. Look at what happen to Mackin when she did not support Sanchez and Wood, she was sincere. I want an independent candidate that is not beholding to any special interest or Council voting block. Mr. Lowery has much to prove in this regard.

Feller will fall asleep one too many times and forget he has lost the election . But not to fear Good Old Jack will get a job as an umppire for the little league. Rocky and Kern will still be representing thier special interest pals until the new majority passes a comprehensive campaign finance reform ordinace for Oceanside. Unable to take the big money from special interests Rocky will lose favor with the Building industry association, and big business special interests. Rocky will no longer be able to bring in the big special interest money that could have helped him get elected to the 73rd or County Board of Supervisor. Two years later Rocky and Kern without the help of the airport group and other special interests are replaced by council persons who really care about the citizens and not just their Campaign donors. Rocky teams up with previously failed council candidate Jim Gibson to open their own non-union school district specializing in fire, paramedic and police training hoping to one day have this lower paid group of students get jobs as private ambulance drivers and security guards. After failing again in his schooling efforts Rocky will open a chain of quality pizza stores called you guessed it. Little Caesars.

If I were an Oceanside City employee , I would be very frightened for my job and would do everything in my power to make sure he does not get elected. Then I would make sure his friend Feller does not get elected also.
Feller convinced him to run for office so they could all vote as a team. I think you will find when McCain gets smoked in the national election Rocky and his Republican pals will see that everyone is tired of there my way or no way thinking that has got the country reeling.

Robertson Cement Plant and the proposed asphalt plants are not high paying jobs. Tourism is a highly profitable industry for all our region. Go back to study business & economics 101 and take Feller & Chavez with you.

Police intervention alone cannot resolve the issue. We just do not have enough policemen; that's why Gibson plan to use just the police is very simplistic and impossible to implement.
Redevelopment as in Redevelopment Agency has by its nature a finite existence. As for eliminating cars, we are already free to walk if we like it; it is a good exercise.
