OCEANSIDE: Planners OK giant shopping center on drive-in site

(Photo by Hayne Palmour IV - Staff Photographer) OCEANSIDE ---- The Planning Commission has approved a proposal to turn a defunct drive-in movie theater into the city's largest shopping center.
The unanimous vote came late Monday, during a meeting that drew more than 100 people to City Hall.
Proposed by Georgia-based Thomas Enterprises, the 92-acre shopping center, dubbed the Pavilion at Oceanside, will include a movie theater, health club, restaurants and retail stores.
"I think this will energize the San Luis Rey Valley," Commissioner Robert Neal said.
Barring an appeal of the project to the City Council, construction could start in December, said Mel Kuhnel, a vice president with Thomas Enterprises.
Located near Highway 76 and Foussat Road, the Pavilion site is one of the last large chunks of developable commercial real estate in the city.
It was once home to the Valley Drive-In Theaters. Currently, it's used for a weekly swap meet.
Thus far, Kuhnel has confirmed two tenants for the shopping center: Target and Best Buy. His company's Web site promises "a strategic balance of upscale, specialty boutique retailers and larger value-oriented stores."
Some attendees at Monday's meeting said they wanted something more upscale than a Target. But others spoke in favor of the plan.
Most of the public comments dealt with traffic fears.
The center is expected to add 32,000 vehicles per day to nearby streets. That prospect made some neighbors cringe.
"My bedroom is right there," said an emotional Madison Lang. "I'll never sleep again."
City staffers asked the commission to require the developer to build a $16 million extension of Pala Road, from Foussat Road to Los Arbolitos Boulevard, to ease traffic on surrounding streets.
No one on the panel liked the idea. Commissioner Stan Bertheaud called it "a bit of a blunt solution to the problem."
Upon completion, the shopping center is expected to create 2,800 jobs and generate $3.8 million per year in sales, property and business-license tax revenue for the city, according to an analysis by consulting firm Keyser Marston Associates.
But resident John McDonald cautioned that it could siphon customers from other Oceanside businesses. "The only thing it will do is destroy every other major shopping center that isn't already half destroyed in this city," he said.
Thomas Enterprises has already built one North County shopping center ---- the Forum in Carlsbad. That upscale development is less than one-third the size of the proposed Oceanside center.
In other business, the commission approved plans for an 80-unit senior apartment complex in the 3800 block of Lake Boulevard.

Simple economics wrote on Oct 7, 2008 12:49 AM:It is a Target, in order to draw new business it would have to lure a shopper who otherwise went to an out of town store. Not going to happen in this case. The city, desperate to see the drive-in go away approved a project that will merely siphon off shoppers from Oceanside Walmarts, Oceanside Targets, and Oceanside BestBuys. Short sighted and amateurish.

Another Target and another Best Buy isn't upscale. While better than a 99-cent store, it isn't exactly Nordstrom. Face it, this city doesn't have the demographics to do "upscale." However, is it too much to ask for a decent chain restaurant or two?

Every time they would start to build something new we woul;d think "maybe a nice restaurant this time". Nope, another grocery, drug, fast food or gas. They started to build another building off of Oceanside Blvd and College. I thought it was going to be something decent, then the sign went up - home of new IHOP. Not exactly the type of sit down restaurant I was hoping for.
So, yes, they should make it a higher end center with thought out access and change that stupid name.
JSten wrote on Oct 7, 2008 7:40 AM:Its a cornerstone of our local work fare program: Put in retail outlets of which there are too many already to provide short term construction jobs, to build a retail mega-plex for people to go to buy more junk that they cant afford, to shore up the sagging economy. The good news is that there will be plenty of minimum wage jobs available for those who want to take them.
The timing couldn't be better, Credit will be easy to get due to the collapsing money markets, and because of the general slowdown in construction (except in Dubai) raw materials and inventory will be available on the cheap, from China.

Great idea right in the landing path of the airport! I get the feeling that the City is still trying to push the airport out. What about the FAA? Didn't they spend money on land and upgrades using FAA Money? That means the airport stays. Put something in there that will upgrade and enhance the airport operation. Turn our little airport into a jewel and make some money off that asset!
Either that or refurbish the drivein and look at the nostalgic draw it will have. If I remember right, the only reason the drive-in closed down was because the health department shut down the snack bar. This drive-in was used extensively not all that long ago.
Umm.. wrote on Oct 7, 2008 8:10 AM:You know whats really ironic? The mall developers approached Oceanside - they wanted to put Plaza Camino Real in the valley. Oceanside balked at some of the concessions, Carlsbad stepped up to the plate and said they would pave the parking lot. Carlsbad got the mall, Oceanside got the Drive-In.
The Drive-In closed 'cause the demand was just not there. The snack bar is still used for the swap meet. Pee stink and all.
This is all they can come up with though? A Best Buy (There's one at 78 & Jefferson) and a Target (there's one at 78 & El Camino Real). Say hello to vacant shells.
Upscale? LOL - Not in that neighborhood.
As for the movie theater? There used to be more than that in the area already.

At over, 3 times the size of the forum in Carlsbad there will still be more room for upscale shops and restaurants than exist at the Carlsbad center. People in this town are so small minded and judgemental. Get over yourselves! Oceanside has a population twice that of Carlsbad or Vista. This center is about keeping our own tax revenues in the city limits.

It has a huge movie theater, Target, Nordstrom's, Macy's, and lots of smaller retail stores. There are lots of restaurants and kiosks and it is very successful. Let's hope The Pavilion is like that.

People in O'side talk about wanting an upscale mall, etc. but they won't shop at it. They'll go elsewhere where prices are cheaper. It is really too bad but Oceanside will take many more years to lose it's rep as a gang infested area, and in any event, "upscale" shoppers won't like the drive through some of the surrounding areas to get there. O'side is low rent and low brow due to our demographics. Nice folks and a cool and diverse population, but not a Carlsbad or LaJolla or even, sniff-sniff...a Temecula.
So, if upscale is what you want then try a Century 21 sign and a new town.
O'Side - gang bangers, blue collar,poor school test scores,too much violent crime, 30% plus minority households,hookers walking about (ok, this has changed a little),marines,and low average household income. Think Popeyes Chicken and taco shopsand tatoo parlors. We do have some of the best mexican food in North County and a great beach. And, things are sometimes cheaper at the 99 cents store.
Not that O'side is hopeless...just realize that it is what it is and that our town will not change much in the next decade or so...so enjoy our great city as it is.
By the way...the fight will soon be on to see which Target and Best Buy will survive...the old or the new. My guess...the new will limp along on Rancho del Oro money from the eastern edge of the city and not siphon too much from the other stores.

Let's help make this shopping center a good thing for the community... after all, anything is better that the blighted, gang-ridden swap meet! Now where will all those establishments go? Hopefully anywhere but Oceanside!

Costco: Vista loves Oceanside tax dollars
Restaurants: Some "Cookie Cutter" chains along with small business owners how will provide a alternative to "cookie cutter" chains.
Whatever they put in the parking lot has to be better planned out than the Lowes parking lot and the Barnes and Noble parking lots.
Change is happening and if we participate in the process it will make things better in the long run.

The Fire dept just got a new one and the police dept has been waiting and waiting and waiting. The current police dept was supposed to just be temporary, well I didn't know temporary lasted longer than 8yrs. There are plenty of empty shopping centers in the area. Have you driven around the area lately?

Heck one planning commissioner mentioned in the above article actually gave Mr. Feller almost $400 as a campaign contribution and then KFC put him back on the planning commission after he quit because he could not be the chair of the planning commission. I agree with all of you. We don't need a Target or a Best Buy. A Costco would be great. Then we would not have to give all our tax money to Vista and Carlsbad. How many 99 cent stores, check cashing, pawn shops and barber shops can you fit into the old Drive-in site. Hey any business is good business according to KFC + Gibson.

We have to get together and start fixing CITY HALL. It has been corrupt for years.
Look at the zones, the building codes and etc.
They are dated back 10 years ago, and most of them amended by short sighted corrupt all about me City Politics.
We have to change our Planning Dept. Obviously something is wrong with them, whom ever is leading the staff.
It is time for the younger crowd to step up and brign Oceanside to be CREATIVE and INNOVATIVE in planning.
Not 99 cent stores, not more shopping centers.
Things are changing STORES ARE CLOSING, we need STORES & JOBS FOR THE FUTURE that will be SUSTAINABLE for OCEANSIDE.

For those of you who want this, start calling the Vendors that matter now. Call Nordstrom, Trader Joes, Whole Foods, Apple store, Crate and Barrlel, Barneys, H and M, Aber and Fitch etc. etc. etc.
They all have web sites that you can go to and request. I have been doing this for the last few months. I let them know that most of us in the area are from OC and other areas and we are use to malls like Shops at Mission Viejo, Irvine Center, Fashion Island and of course the outlets in Carlsbad. We still travel to those stores and we could support and local high end mall.
By the way, studies show that a Target store is OK since most of us show there anyway. Take a look at Irvine Spectrum and you can see. Just we dont need Wallmart or Kmart etc.

I really think a Costco will do very well there, also some nice sit down resturants, ( soup plantion, claim jumpiers, etc..) also have to agree with some of the folks on here. a real nice park will do good. with fun stuff for the kids, skateboard park for the older kids, area to play baseball, basketball, maybe a water fountain so in the summer the kids can get wet. a Imax theatre, place for folks to sit down and enjoy the sun. maybe a place were during the summer one can listen to music on a big grassy area. I really think that putting in shopping mall and lots of fast food places is not a good idea. a park will be better, and families can enjoy for many years to come.. good luck on what ever the city does.. but if you do want your voice heard. do get emails out, write to the city council.. let them know loud and clear that the city of Oceanside is sick of more shopping stores, fast food places.. tell them what you want..
