ESCONDIDO: Candidate forum focuses on parks, downtown hotel
Council race features two incumbents, four challengers

ESCONDIDO ---- Upgrading city parks, whether downtown needs a luxury hotel, and a policy allowing Escondido police officers to drive their patrol cars home were among the key issues debated Tuesday night at a City Council candidates forum.
The forum featured several clashes between challenger Olga Diaz and incumbent Sam Abed, the two candidates who have raised the most money in the race.
Diaz criticized Abed and the current City Council for delaying upgrades to all city parks until 2014 at the earliest, for giving a developer nearly $19 million to build a luxury hotel next to City Hall and for allowing officers who live out of town to drive their patrol cars many miles home each night.
On the parks issue, Abed responded that Escondido has many competing infrastructure priorities because it is a 120-year-old city.
Abed said the hotel would secure the city's economic future by generating significant revenue once it is built and occupancy levels reach 65 percent.
On patrol cars, Abed said the policy boosts public safety by allowing officers to drive directly from their homes to hostage situations and other emergencies, instead of driving to police headquarters to acquire their patrol car.
Diaz sparred much less often with incumbent Ed Gallo, but Diaz and Gallo were still on opposite sides of those three issues and virtually every other topic discussed Tuesday night.
Three other challengers ---- political novices Richard Barron, Chuck Voelker and Dennis French ---- also attended the forum, hosted by the 180-member Escondido Country Club Area Association. The group represents residents of the northern part of the city, which is relatively affluent.
The six candidates are seeking two open seats on the council. Election day is Nov. 4.
Responding to a question about city infrastructure, Diaz said she was frustrated to learn that current council priorities have placed parks upgrades on the back burner until 2014. She also suggested the city should significantly beautify the flood-control channel that runs diagonally across the center of the city.
Abed and Gallo explained that state and federal environmental regulations make upgrading the flood channel very difficult. Gallo joked that the city should tear out the vegetation in the channel and ask for forgiveness later.
Barron said the most crucial infrastructure problem facing the city was lack of water. Voelker said the city needs to continue efforts to underground utility lines throughout Escondido. French said the city has built too quickly in recent years and must slow down growth so that the infrastructure can catch up.
On the hotel, Voelker, Abed and Gallo said the city badly needs it and the revenue it would generate. Diaz, Barron and French questioned the size of the city's contribution, the alleged "sweetheart deal" given to developer Craig Clark, and whether the hotel would ever attract enough guests to be profitable.
Diaz said the $19 million could be used to improve infrastructure or help the city through lean budget times caused by the economic recession.
Before the questions, which were handled by moderator Tim Shell of the homeowners group, the candidates were each given five minutes to summarize their qualifications.
Barron, 64, touted his long career in international business, but also took the unusual step of urging the audience to vote for Diaz because a Latino is needed on the council.
Diaz, 32, stressed her ownership of two successful coffeehouses at a young age. She also described herself as "the public safety candidate" because her husband is an Escondido police lieutenant.
French, 46, conceded that he is not a great speaker or someone with tremendous experience. But he called himself "a man of action" who always volunteers to help people.
Voelker, 37, described his "storybook" upbringing in Escondido and said he would take "common sense" stands on illegal immigration and growth.
Abed, 56, touted his long history of involvement with the business community and his efforts to clean up the city since he was elected in 2004.
Gallo, 67, also provided a long list of accomplishments, and said one of his strengths since being elected to council in 2000 has been gathering feedback from residents before making decisions.

As the report above indicates, all Olga has to offer is promises and a lot of ideas for new spending. In a time of economic crisis we'll take experience, not vague promises of "change". I agree with you about the fact that Olga's husband keeps popping up in her campaign. Are we voting for him or Olga? And what does being Latino have to do with anything, kind of sounds like discrimination to me. I for one will vote for the most qualified candidate based on qualifications, not nationality. While I'm at it, if Olga thinks Parks are what need the most attention here in Escondido, yikes, she needs to get with the real issues. I'm all about beautification and everything, but there is much more going on in Escondido than that!! Love your coffee shops Olga, but that doesn't make you qualified.

The cops realize that Olga is not best for this city and she is not the public safety candidate she says that she is. Let's see: The council has been spending an ungodly amount of money on checkpoints and code sweeps and bad legislation and landscaping and PAY RAISES!!
Before everyone goes "Ape Crazy" consider this:
Noone is saying that occassional checkpoints aren't needed, but Escondido is the ONLY city in SD County to have so many so often. And don't even try to say that Escondido has more illegals than some other cities in SD County!
Noone is saying that code enforcement shouldn't "do their job", BUT "sweeping" your city and holding everyone essentially accountable for the failure of the city to maintain and monitor the city BEFORE it got to be quite bad in SOME areas of the city – is EXCESSIVE!! (For all those that call Escondido those derogatory names, you are doing your city a great disservice BECAUSE there are many many beautiful areas in town and many that are similar to other prized city neighborhoods).
Regarding the "Bad Legislation"...well the incumbents were two of three councilmembers that adopted a Rental Ban ordinance that cost the city a great deal of money and negatively impacted the IMAGE of Escondido!!! Despite all the warnings to not adopt the illegal legislation, Abed & Gallo voted to approve it! Even councilmembers from neighboring cities said they would not follow in the footsteps of Escondido when trying to deal with illegal immigrants. Abed, Gallo & Waldron WERE NOT ADMIRED by their colleagues - nor were the colleagues looking to emulate the actions of Escondido's council "majority". And the kicker is: Abed & Gallo STILL think the legislation was “good government” – check out the NCT videos!
Furthermore, the city as everyone knows has been working on a parking ordinance for more than 1.5 years (2 yrs depending on your view)...WITHOUT A DOUBT the costs to study, write, re-write, study, visit distant cities, write, study, re-write, present, re-write, and around and around and around...(sorry I got dizzy from the nonsense...from the "experience"...from the "qualifications" of our incumbents) - POINT IS: The endless beating to death creation of a parking ordinance is COSTING the city TOO MUCH MONEY - AND it hasn't even been finalized, adopted or implemented! And IT WILL NOT GUARANTEE YOU A SPOT IN FRONT OF YOUR HOUSE. PERIOD. PERIOD. PERIOD.
One of the posters tried to say that beautifying the parks is not a priority...Oh Reallly?? Well, then why has the incumbents made that one of their top priorities - check out Centre City - check out the new Kit Carson sign - check out Bear Valley Rd. The incumbents have spent alot of money and city staff time in making the city look pretty - UNFORTUNATELY, the incumbents (+ one Waldron) have also managed to NEARLY RUIN to IMAGE of the City!!! If you don't think so...then ask yourself, Why Does the ERTC sit EMPTY??? (No Hospital excuses will be accepted).
And lastly, PAY RAISES. Yes, that's right! While the incumbents have been part of the pack to put a stranglehold on the city's good residents...penalizing everyone for problems not of our own doing...they (the city) has constantly and consistently increased city service fees, water/wastewater fees, taxes (Prop BB & P) and simultaneously reduced services...THE CITY COUNCIL HAS MANAGED TO GET PAY RAISES!! Not only have they voted to increase their own pay, but they also voted to increase their gas allowance to $9,000/yr EACH! Sweet Deal!
I don't want or need - NOR will I vote for the incumbents Abed & Gallo. The city is better off without their qualifications & experience…the city is feeling the results of their experience as we sit with another deficit!! Enough is enough - they had their chance - Abed did so much damage in four years - it took Gallo eight years to reek as much. ENOUGH OF THE INCUMBENTS!! VOTE THEM OUT OF OFFICE!

You are absolutely wrong. The council simply has to look to another city’s rules for guidance.
The City of San Gabriel’s ordinance provides examples of who qualifies and who doesn’t. They require the permitted vehicle be parked at the curb line adjoining the permittee’s residence. Section 72.029 provides reasonable solutions for situations where space isn’t available at the curb of the permittee’s residence.
Cerritos’ ordinance also provides examples of who qualifies. They require the permitted vehicle must be parked in front of the resident’s home. Cerritos’ General Procedures provide for exceptions to be made on a case-by-case basis. ...

The rental and parking ban are both dumba#@ ideas that will no be cost effective. I disagree with your logic on the checkpoints. Those need to keep up at the pace of 2 a month. Next time you get hit by an unlicensed/illegal driver come see me....it's not fun. Pay Raises: In 2006 the City Manager got a %30+ pay raise. Phillips even said he's known the economy would take a dump two years ago. Kinda odd huh? He forcasted the economic downturn and still gets an ungodly pay raise. He along with other top officials also get $9000 a year car allowance. Yet, he just suspended the merit increases for all unclassified employee's. Also, it seems many people forgot that the Escondido City Counicl is set to get a %10 pay raise after the elections. That was voted in last year in hope that people would forget. WE DIDN'T. Read for yourself.

EPD are doing the checkpoints with grant money..not from the city...yes, I got hit with an unliciensed driver and 5 years later I am still trying to collect..SO EPD keep it up...the more the better...As for Diaz you don't have my vote, My family is with Abed & Gallo..This city definatly needs cleaning up..just drive around neigbohood and the mess that is at Washington/CCP and on Escondido Blvd.

I developed opinions of the newcomers and reinforced those I had of the incumbants. French was ill informed. Maybe next cycle he will be prepared. Voelker amused the crowd with his engaging wit and presence. Barron, well, why was he even there? He is Olga's best campaigner! Sam and Ed, well, we know them. We know the sacrifices they've made and the service they've rendered. They are my picks again. Now, Olga, lovely Olga Diaz, she's something else. I've spoken against her in city council meetings on matters related to illegal aliens. She has an agenda which is pro-open borders. But, I have to admit she was up on the topics and she is very sharp. I actually like her! But, I wouldn't vote for her and I do intend to help re-elect Abed and Gallo. Let there be no doubt, though, she will be a force in this city in the coming years. I hope that, as she matures (and she is NOT immature by any means) she will temper some of her radical stances. She'll have to. Otherwise, she'll meet disappointment after disappointment. She's got too much on the ball for that.

I tell you what I would rather take my chance with newcomers, than to vote for incumbents of which we already know the results. Another bad year economically for the city. The city had a revenue shortfall - creating a deficit and also making it mandatory to cut 7.5% from almost every city department & and also from the non-profits.
I've already seen the results of the incumbents. I won't vote for them!! I did vote for one of them, but I have been proven wrong - I thought he was a good guy! I won't make that mistake again!!
Vote all incumbents OUT from the local to the federal level. Time for a fresh start.
About the police car issue... wrote on Oct 15, 2008 4:47 PM:I don't think it is a problem for those police officers who actually live in Escondido, but it is a serious problem if they don't. If an officer is "on call" over night then they should be allowed to drive their car home, but I don't think there is any other reason that makes sense for this to be a policy. Make some change!

They have been trying to distract people from what is going on by focusing on illegal immigration while they give away our money to developers and other businesses. We need to use that money for maintaining our infrastructure and making much needed improvements to our city. Houses with 8 families living in them can be dealt with using existing laws. There is no need to spend thousands of dollars trying to pass crazy ordinances that won't hold up in court. Vote for people with common sense. Vote for Richard Barron and Olga Diaz.

To siphon off a portion of our population because we will no longer allow them to live here is going to have financial impacts on business for all of us..
Go ask the ER staff at Palomar Hospital if they struggle to calculate the cost of illegal immigration. Likewise, go ask the Starbucks at Mission/Quince if their business benefits from the illegals swarming customers as they pull into the business, or the illegals urinating on nearby walls as they wait for work.

I'm asking do you think it would have a negative impact on local business (and therefore city tax revenue, the services the city can provide etc? You have to admit it would and that is what she was saying there. In no way is she advocating open borders. I read the quote several times and found no way you could interpret it that way. It takes a great leap. I respect that fact that you articulated your position but it in no way backs up the "sanctuary city" and "Tijuana North" and "Open Borders" smear tactics of some people who blog in against Diaz.
Lastly, Starbucks on Mission is doing fine. I go through the drive-through all the time and I have never been approached and I see the place doing great business. Now the hospital issue, we finally agree. This is a problem. But this is a problem that Congress needs to address. If border states are forced to provide services to illegal ailens by federal law, then the border states should be re-imbursed by the federal government for it. Elect conressmen who are willing to fight that fight and I'll go door to door in support. This is not the job or the realm of the city council. This is why I don't support Abed and Gallo and I don't think you should either. Neither seems to have attended Civics class or they never paid attention when they did.

Regarding Diaz' quote, let's keep it honest indeed. Someone who is open-border certainly would not be as openly radical about it as, say, an L.A. or S.F. area politician when the audience is in North County. Especially not immediately following the tremendous backlash seen in the wake of the Spring 2006 "Pro-Immigration" rallies. No, a college educated person with a background in accounting would more likely try a seemingly rational approach, like an appeal to business concerns regarding lost revenue. That person would say something exactly like what Diaz said to the council.
So lets address her concerns and yours, and talk about effects on business. I, and anyone else who passed high school economics, would recognize that removing a large population of illegals would have noticeable effects on area businesses. Especially 99 cent stores, check cashing businesses, used car lots, Mi Pueblo Market, etc. But long-term the city would make net gains by cleaning up its image and attracting more profitable ventures. I don't think that takes a great leap.
I'm glad we agree about the hospital, and I found it quite ironic that my post came up about the same time as that article regarding local ERs.
Have Abed/Gallo been mistake free? Not so much. If a better candidate came along they'd have my vote. But I give them credit for taking some action, and I know the city is headed in a better direction than it would have been with Diaz.
