ESCONDIDO: Candidates debate growth, parking ordinance
Diaz again clashes with incumbents Abed, Gallo

ESCONDIDO ---- Growth control, whether the city should fully staff its new fire stations and a proposed city parking ordinance were among the key issues debated Monday night at a City Council candidates forum.
As with four previous forums this fall, challenger Olga Diaz disagreed on nearly every issue with incumbents Sam Abed and Ed Gallo.
Diaz criticized a recent city decision to hire fewer firefighters than previously planned for the new stations, and she defended a city ballot measure approved 10 years ago that requires public votes for most large projects. She also said the proposed parking ordinance is an unnecessary overreaction to a small and scattered problem.
Abed and Gallo said the ballot measure was a mistake, and both men defended the current council's decision to use overnight parking restrictions to address the city's alleged overcrowding problem.
But the incumbents disagreed somewhat on the fire staffing issue.
Abed said he was so disappointed last June that the city could not find enough money to fully staff the new stations that he was forced to be the lone council member to vote against a new city budget.
But Gallo defended the council's decision to scale back the number of new hires because it was based on an "ingenious" recommendation from longtime Fire Chief Vic Reed.
Instead of delaying the opening of the new stations and depriving some neighborhoods of badly needed reductions in response times, the council chose to shift some staffing, said Gallo. The solution spreads scarce resources farther into the city, he said.
"We will have less people but better service," Gallo said.
Diaz suggested the city could afford more firefighters and several other crucial expenditures if the council immediately withdrew $18.9 million set aside to help a developer build a $65 million downtown luxury hotel. As with previous forums, Abed and Gallo vigorously defended the hotel.
"It's not a subsidy; it's an investment in the future of Escondido," said Gallo.
Diaz said the ballot measure, Proposition S, it does not limit growth as much as critics claim. She said it simply requires extra planning and prevents an "irrational City Council majority" from approving irresponsible projects.
"I think Prop. S is a wonderful piece of public policy," said Diaz.
Abed and Gallo characterized the measure as "ballot box" planning, and Abed said the measure has become somewhat obsolete now that the city is almost entirely built out.
Regarding the parking ordinance, which the council has asked city staff to amend and resubmit later this year, Diaz said a city study indicated that only a few neighborhoods actually have parking problems. She also criticized spending $50,000 for that study and the possibility of spending $350,000 to implement the ordinance.
Gallo said the proposed ordinance is simply about allowing people to park in front of their houses. Abed appeared to change his previous stance on the issue by suggesting that he would support having parking restrictions only in neighborhoods that request them.
Three other challengers ---- Richard Barron, Chuck Voelker and Dennis French ---- also attended the forum. Barron sided with Diaz on virtually every issue, Voelker typically sided with the incumbents and French varied from issue to issue.
Monday night's forum, which took place at City Hall, will be broadcast on Cox Channel 19 at 6 p.m. Wednesday and Thursday. It was organized by the League of Women Voters and moderated by Kent Davy, editor of the North County Times.

Woulda, coulda, shoulda is easier than it looks when viewing issues from the outside. The answer is no, I am not a 'yesman' for the incumbents but the challengers might get an education beyond urban politics 101 if elected. It isn't as easy as it looks. May the best win. ;-+

Prop S is law wrote on Oct 28, 2008 6:29 AM:I don't understand why Mr. Abed and Mr. Gallo single out Proposition S as a bad law. It's true that it creates a strong democratic process in an area where I am sure many politicans and bureaucrats would prefer the power to just do what they want. But like it or not, it was legislatively passed and has never been legally challenged. You don't like it? Overturn it. Otherwise, deal with it. The bigger issue is the fact that several of our current councilmembers often seemed annoyed by the idea of true community participation.

Management is already cutting back step increases for newer employees while threatening lay offs. Suggestions to suspend management & council auto allowances goes unanswered.
First a hotel, then a pedestrian walkway...all the while the Library is in desperate need of an overhaul and the potholes have their own GPS location. It's all about priorities.

As for your college statement, college will not in itself make a good city leader. I have known several that would not make a good garbage collector. I have also met sucessful people (high income earners)who could not even read or write. Most of them met payrolls each week. Vote for the persons abitity, not the name of their school.

Those functions are financed by members' dues which is another issue for another time. The current council majority has put away money for their pet projects (hotel, developers, attorneys fees to fight every pinko organization out there, continuing to fund the Art Center, etc…). Yet they were asleep at the wheel blindly following Clay Phillips and Vic Reed off a cliff when it comes to Public Safety. Abed lied last night. Marie Waldron also voted against the budget.
Last year the Escondido Fire Departments response area suffered over $48 million in property loss (73 homes destroyed – Witch Fire) and also had the worst structure fire (Paramount Condos) in the history of the city. I hoped those events would have been a wake-up call for the Fire Chief, City Manager, and City Council. I was wrong. I am angry and you should be too! Throw the bums out.

While at last night's Forum at City Hall. I saw a post - it note attached to the handrail inside the chambers.
The same note I had seen in exactly the same spot when I was there 4 years ago.

people of the city wrote on Oct 28, 2008 9:10 PM:People pf Escondido.. Regarding French.. He is an awsome man! He has coached my children and my friends. He works very hard and has raised really good children.. Daniel French who is 19 now and a friend of my son attending Chico State is an example of the man that should be in our City Council. Through Dennis' encouragment and good morals and skills, Daniel put San Pasqual HS on the map for wrestling and academics. He graduated with a 4.27 GPA and brought SP to State Championships. He encourages everyone to play by the rules and doesnt bend them for anyone. His concept was you can win easier doing things the right way and by the rules that you can with misguided information and settling. My son too has excelled and I owe a great deal of that to Dennis. He is a man that cares for everyone. He goes well out of his way to help. He has spent endless hours with our children teaching them. He is focused on nothing but making life better for everyone. I beleive in this man. You talk of time spent with his children. I beleive he has on 3 or 4 at home. Similar to Olga, But he still manages to juggle all of it. If he didnt think he could handle this project "Council" he wouldnt do it. As far as his children. I beleive he is doing this for them and the rest of Escondidos families. He spends alot of time going to other places to take his family as well as us as there isnt much here for enjoyment. Cruising Grand is good but it like eating another Peanut Butter and Jelly Sandwich for lunch. We need something else. His ideas are great and I beleive he can get alot done and donated to this city through many of his contacts. Someone the other day wrote something about why he has only received $500 for contributions.. Thats simple. I have known this guy upwards of 14 years and he is the most giving man I know. He always taken our kids to events and snacks. Last ball season he built and installed granite tops for the dugout. He felt that it had been a long time since he donated the first set that he wanted the best for the people. He doesnt like to brag about himself and more importantly, He's not a man that can be bought off and he finishes everything he starts. His enthusiasm when you get to know him shines. My husband and I just love him.. We are voting for Dennis French. Our second choice is tough as they all have issues and interest in downtown. Can I vote twice for Dennis? That would be a no brainer. Olga Diaz was INVITED to attend a DRIVER'S LICENSE CHECK POINT by the CHIEF of POLICE. 9/15/08 In charge was Police Officer Jimmy Stewart.Olga was on the sidewalk and was allowed to observe and ask questions of the Officers.Olga conducted herself as any lady would.There was absolutely no problem with her attending/behavior as you claim. *refer to point 2 for funding info.
You know Sam Abed always gets this funding thing with the check points confused just like you do.
SUGGESTION: Maybe you should print this out and he can use it as a handy pocket guide.
RECAP : when you tell the truth and others can back it.....you cannot be exposed as a liar.

Hotels already in business are struggling.Developer's everywhere are scaling back.Gallo & Abed cannot run a city ..proof is everywhere,look around you.You re elect them and they are going to throw away at least
$18 MILLION tax dollars from the General Fund just on a hotel.Escondido pays $18.5 MILLION annually in retirement payments right now.The deficit for 07 was $9 MILLION...08/09 will be even worse.
If Sam & Ed want to open a hotel they can use their money not the city's.
By the way does anyone know what the City's credit rating is..and was?
Junk these two incompetent incumbents.
