The city's engine companies have been staffed with three for many, many years, if not forever. The proposed reduction from four to three is for only ONE piece of apparatus, the city's aerial platform, called colloquially, the 'truck company'. David keeps mixing up 'truck company', which is a name for one piece of apparatus, with 'fire truck' which is a generic term for any fire suppression vehicle. It's amazing how many times he's done this. It's almost like he's just cutting and pasting his first erroneous story into every one that follows.

As far as Barron's stroke of genius about cutting back staffing during the winter, you really have to wonder if anyone has explained to him that eighty percent of the fire department's workload is medical calls. You also have to wonder whether anyone has ever explained to him that, except for the rare wildfire events, residential structure fires are more common in winter months than summer months. And these are the guys who want to tell us how to run public safety, amazing!

The proper way to staff a fire department is to have enough people to provide the desired quality of service on a regular basis, then overstaff through call-backs, overtime, and shift extensions during periods of high fire danger. That's what this department, and municipal department I've ever seen has been doing. I can just imagine the fire union's response when Barron tells them he wants to lay off people every fall. Get ready for those Barron signs with the circle and slash on 'em.

Richard has validated the statement of the incumbents that policy makers should stick to making policy and let people who have some idea what they're doing manage the city's departments.

In fact just see this blog as an extension of the article; this is information the public needs to have in order to understand this issue which has, unfortunately, become unneccesarily heated and divisive.

The personal patrol car plan is a recruiting tool. It provides every patrol officer, even the brand new rookies, with a vehicle assigned only to them. Just one officer drives every car. The officer gets to put all his or her work equipment in the trunk and even "set up" the interior the way they want. It is the only such plan in the County. It is unique to EPD. This policy has been around for over 20 years and it is a terrific recruiting tool. Along with that benefit, officers who live in Escondido or within 10 miles of Escondido have always had the option of driving their vehicles home at the end of shift. Two reasons. First and formost because Escondido citizens generally like have a patrol car parked in their neighborhoods. Secondly, it cuts down on the number of cars parked in the PD lot which is always impacted with too many cars and not enough parking. The value of the personal patrol car policy has never been questioned and it has never been suggested by anyone that the program be ended.

K-9 Officers have always been exempt from the ten mile limit because of the unique nature of their "police equipment."

About ten years ago, when gas was about 1.10 a gallon, the take home policy was expanded to include detectives who lived more than ten miles away. Mostly, up in Riverside County. This was justified because detectives, on occasion, respond to "call outs". A busy detective might get called out 6-10 times a year. Then again, some detectives never get called out. The policy was expanded to all detectives, regardless of assignment, to take their cars home. Another reason for expanding the policy was to keep detectives from leaving EPD for other agencies; specifically Riverside DA's office. This created the first list of police personnel, other than K-9's, allowed to take their cars home beyond the ten mile limit.

It wasn't too long after the Detectives started taking their cars home, when SWAT officers requested to be added to the exemption list. SWAT Officers wanted to take their cars home saying they, like detectives, were subject to call out. SWAT Cops were added and soon after that came the Emergency Negotiators who asked to be added to the list under the same rational.
The "emergency response" rational for take home patrol cars is questionable. The number of unplanned, unexpected emergency call outs at EPD for SWAT/ENT is on average 4 or 5 occasions a year. The police department is located 2 blocks from I-15 and every officer coming into town passes by the PD. The officers personal patrol car would be ready to go into service immediately upon the officers arrival. It is most often the case that even in emergency call outs officers first come to the department for one reason or another. These facts call into question the public safety rational that has somehow become a part of the argument for commuting extended distances in city emergency vehicles.
EPD now has 20-30 SWAT/ENT personnel that live beyond the original ten mile limit who commute as long as 30, 40 and 50 miles one way. It should be noted officers do not just commute for work. They also commute for court, for training, for miscellaneous meetings and for activities that are at best remotely related to their primary functions and certainly nothing to do with emergency response.
Since the original program was expanded to include Detectives, SWAT and ENT the cost of fuel has increased over 200%. The EPD now has numerous patrol vehicles that are less than four years old that are approaching 100,000 miles, greatly reducing the shelf life of the $40,000.00 patrol vehicle. Many Officers of EPD are now driving emergency vehicles with over 110,000 miles. Over a half million commuter miles a year have been tacked on to this program in the past ten years. When considering fuel and wear and tear on the car, the expense of the expanded milage allowance is estmiated at $200,000 - $300,000 a year.

This is the reality of EPD take home cars.

I know Gallo is upset because the firefighters did not endorse him because Gallo did not support hiring more firefighters for the new firestations. I don't blame the FF's because we have to make sure our FF's are not in greater jeopardy because of insufficient FF's on the trucks/at the scene.

I don't like that sign and I think it is bad taste. I will not be voting for Ed Gallo.

I work for the City and the City management is exceptional. They have many good ideas and good leaders. Unfortunately, it is unlikely to ever become a premier city in North County. Escondido has ... the lowest income average in North County. The drugs and gangs don't help either. The Center for the Arts has always been a drain on City resources and will never help Escondido become an elite "Arts" city. It's all a pipe-dream. It's not a cultural city and putting museums and arts centers won't change that. Putting a crown on a frog doesn't make it a prince. That being said, the Hotel won't be a bad thing. The City desperately needs a good Hotel. The income and jobs will help Escondido. Ultimate occupancy rates have yet to be seen. The biggest thing Escondido has going for it is the Wild Animal Park and the Auto Park. Beyond that, it will remain what it has been for the last 30 years.

Abed didn't fight for more firefighters during budget hearings - I KNOW I WATCHED THEM!!!

In particular, when the council adopted the budget on June 18, 08, Sam's big deal was NOT the firefighters, but a charity (charity is good - but firefighters will save your life in this firezone!).

Now, the reason SAM voted against the budget is because the council wanted/needed to use $1.6 million (or thereabouts) from the Reserves to satisfy the deficit from FY 07/08 (which BTW is now $5 million).

Anyhoo, Sam didn't think the budget subcommittee had cut enough services and money from nearly every city Dept and wanted the committee/staff to cut more - so they wouldn't have to use the reserves (all the while fighting for money for the charity).

Where are his priorities? No new firefighters to staff the new firestations in California (firestorm central)!!

Abed's priorities are with the hotel - with the $18.9 MILLION DOLLARS - an "investment" which will possibly pay off in 5 or 6 or 7 or 8 or 9 years.

Abed chooses a hotel over firefighters! That's how I see it!!! I get extremely afraid - now I will be even more afraid. Last year I spent hours and hours and days and days hosing down my house. I was afraid - always pacing. I want Our City staffed with the right amount of firefighters - we are bigger now - and we need to be protected.

I'm voting no on Abed.

The story revealed that due to the city's growing deficit, a fire engine would not be placed at one of the new fire stations. This fire station is in the heart of the city and it is extremely dangerous not to have a fire engine at this location. Further, I would like the City Council to explain why they still support investing $19 million towards a new hotel. Our national economy is in a recessed state and is not projected to improve in the near future. It is unwise to choose economic incentives over public safety.

The current city council is not serving the best interests of the residents. It appears they are serving the few, the elite and a hotel developer. The incumbents should be replaced in November.

Also, don't fret when SWAT/ENT are delayed because they must drive the speed limit and sit in traffic on their way to the station. Oh, and once they do arrive they must then find a place to park.

Seconds count during a hostage/barricade incident. A delayed response will cost the city more in defending a lawsuit than the entire take-home car program.

It is not about tourism, it is about business. Business Travelers think nothing of $150 a night. In fact that is cheap. There are no nice places anywhere else in Escondido area to spend a few nights. What is wrong with improving the city? Has anyone seen the artist’s concepts of the Hotel, and plaza and amenities? A nice restaurant and meeting rooms. It looks pretty nice.

Stop trying to keep Escondido in the Dark Ages. By the way the Marriott in National has been a steady source of jobs and revenue since it was built. Maybe Escondido can start generating some more business and convention traffic. Remember all of the people back east will make their reservations online, so they will not have any preconceived notions of Escondido, and that is probably a good thing.

It's amusing how their comments are focused on how nice and knowledgeable and caring the incumbents are and then by "coincidence" there just happens to be something farfetched, straight up lies or downright rudeness about the biggest threats to the incumbents chances of re-election, Diaz & Barron.

What is true is that Escondido's current financial situation is much worse off than any of the incumbents even knew. What was a $1.6 million deficit is now a $5 million deficit. This of course is on top of the 7.5% decrease in funding that the council demanded from nearly every city dept. Initially the city projected an overall $9.8 million dollar revenue shortfall. Add another $3.4 million and you have an overall $13.2 million revenue shortfall. The current economic situation of the nation is not the main culprit of Escondido's predicament - the main culprit is BAD FISCAL MANAGEMENT BY OUR COUNCIL.

The supporters do not want to talk about our financial mess - they want to talk about "trigger" issues. Too bad these trigger-happy supporters haven't snapped into today's world and realized that the ECONOMY is the SINGLE BIGGEST ISSUE OUR CITY & OUR NATION IS FACING!!!

Abed and Gallo are up for re-election and therefore their involvement in the workings of the local government (the City Council) and their records are up for review.

Our median income has decreased. Yet, Abed says the city is more prosperous.

Downtown Escondido is now filled with partially completed condo projects and many, many empty storefronts.

Our streets are worn and tired. Our sewer system is about the explode burying us all in the muck.

Our services have been cut and our fees increased.

The council gets pay raises, $9,000/yr gas allowances and the hotel developer gets $18.9 million.

The Firefighters get minimal staff and Gallo's supporters makes anti-firefighters union signs
(One cannot be AGAINST the firefighters union and FOR the firefighters - who do they think the individual firefighters would choose? The council or the FF's union reps (one of their own). I'm pretty sure I know.

And...the council wants to adopt a parking ordinance that will directly affect more than half of Escondido's population. Even though a $49,000 taxpayer funded study revealed that only 3% of the streets surveyed were impacted.

I'm not voting for Abed and Gallo - based on their records and their involvement. Our city has suffered so much in just the last four years. We've got a couple thousand more homes and nothing new for the people's quality of life.

I'm voting for candidates with a strong background in finances and a record of success in finances.

Barron: Engineer, Nuclear Physicist, Successful Business Owner of an International Consulting Firm - attended Harvard Business School and graduated London University. Former CEO of $100 million publicly traded company.

Diaz: Successful business woman, mother, wife of an police officer, graduate of Santa Clara University, Bachelor of Science in Accounting and Commerce. Experienced in audit, research and data work.

Vote for intelligent Fiscal Management - Vote for the candidates with a record of Financial Success!

In that story you will find that Gallo was exploring every way to cut the budget. Now Gallo and Abed act like Olga is picking on the officers, when it was the city that brought it up to begin with. Since the patrol cars weren't cut, I'm sure that made the POA happy. Unfortunately, it seems to be at the expense of hiring more firefighters. Way to not go, Gallo and Abed.

Likewise, go ask the Starbucks at Mission/Quince if their business benefits from the illegals swarming customers as they pull into the business, or the illegals urinating on nearby walls as they wait for work.

Still Amused wrote on Nov 3, 2008 9:31 PM:I'm amused by all the comments written by the obvious supporters of the incumbents and I suspect the incumbents themselves.

It's amusing how their comments are focused on how nice and knowledgeable and caring the incumbents are and then by "coincidence" there just happens to be something farfetched, straight up lies or downright rudeness about the biggest threats to the incumbents chances of re-election, Diaz & Barron.

What is true is that Escondido's current financial situation is much worse off than any of the incumbents even knew. What was a $1.6 million deficit is now a $5 million deficit. This of course is on top of the 7.5% decrease in funding that the council demanded from nearly every city dept. Initially the city projected an overall $9.8 million dollar revenue shortfall. Add another $3.4 million and you have an overall $13.2 million revenue shortfall. The current economic situation of the nation is not the main culprit of Escondido's predicament - the main culprit is BAD FISCAL MANAGEMENT BY OUR COUNCIL.

The supporters do not want to talk about our financial mess - they want to talk about "trigger" issues. Too bad these trigger-happy supporters haven't snapped into today's world and realized that the ECONOMY is the SINGLE BIGGEST ISSUE OUR CITY & OUR NATION IS FACING!!!

Abed and Gallo are up for re-election and therefore their involvement in the workings of the local government (the City Council) and their records are up for review.

Our median income has decreased. Yet, Abed says the city is more prosperous.

Downtown Escondido is now filled with partially completed condo projects and many, many empty storefronts.

Our streets are worn and tired. Our sewer system is about the explode burying us all in the muck.

Our services have been cut and our fees increased.

The council gets pay raises, $9,000/yr gas allowances and the hotel developer gets $18.9 million.

The Firefighters get minimal staff and Gallo's supporters makes anti-firefighters union signs
(One cannot be AGAINST the firefighters union and FOR the firefighters - who do they think the individual firefighters would choose? The council or the FF's union reps (one of their own). I'm pretty sure I know.

And...the council wants to adopt a parking ordinance that will directly affect more than half of Escondido's population. Even though a $49,000 taxpayer funded study revealed that only 3% of the streets surveyed were impacted.

I'm not voting for Abed and Gallo - based on their records and their involvement. Our city has suffered so much in just the last four years. We've got a couple thousand more homes and nothing new for the people's quality of life.

I'm voting for candidates with a strong background in finances and a record of success in finances.

Barron: Engineer, Nuclear Physicist, Successful Business Owner of an International Consulting Firm - attended Harvard Business School and graduated London University. Former CEO of $100 million publicly traded company.

Diaz: Successful business woman, mother, wife of an police officer, graduate of Santa Clara University, Bachelor of Science in Accounting and Commerce. Experienced in audit, research and data work.

Vote for intelligent Fiscal Management - Vote for the candidates with a record of Financial Success!

Vote for Diaz and Barron!!

In that story you will find that Gallo was exploring every way to cut the budget. Now Gallo and Abed act like Olga is picking on the officers, when it was the city that brought it up to begin with. Since the patrol cars weren't cut, I'm sure that made the POA happy. Unfortunately, it seems to be at the expense of hiring more firefighters. Way to not go, Gallo and Abed.

Obama is a silver-tongued snake-oil salesman, and an outstanding orator who knows what to say and says anything to elicit emotions.
