VISTA: Guffanti out, union picks to join VUSD board

Lilly, Chunka and Jaka excited about VUSD wins

VISTA ---- Longtime Trustee Stephen Guffanti lost his seat on the Vista Unified school board this week as voters chose three union-backed candidates to fill open spots on the panel.

Guffanti, a major player in district politics, has been something of a polarizing figure during his 12 years on the board. He has criticized the powerful Vista Teachers Association and developed a loyal base of supporters among local conservatives. In the 2004 school board election, he was the top vote-getter.

In the recent campaign, Vista Unified's employee unions made ousting Guffanti a priority and threw considerable time and money into the campaigns of incumbent Steve Lilly and challengers Elizabeth Jaka and Angela Chunka. All three were unofficially elected Tuesday.

Guffanti said Wednesday that he doesn't plan to stay involved with district politics and probably won't run again.

"I only ran for the board (in 2000) because Jim Gibson was so completely outnumbered," he said.

In the years since then, Gibson and Guffanti have often been on the losing end of 3-2 board votes, but have found new strength in the last year through their support of Superintendent Joyce Bales.

With 100 percent of the precincts counted, election results released Wednesday morning showed Lilly led with 21 percent of votes, followed by Jaka and Chunka who both got roughly 20 percent of votes.

Guffanti brought in 16 percent, while his running mates Patty Anderson and Eileen Fernandez has 13 percent and 9 percent, respectively.

Jaka, Chunka and Lilly said Wednesday they were looking forward to putting the election behind them and working together to improve the district.

"We're different, but I'm excited to work with these people," Chunka said. "I think we can get back to focusing on children and what's best for them."

The 23,000-student district includes most of Vista, a large portion of eastern Oceanside and some surrounding unincorporated areas. Six people were running for three open seats on the five-member school board.

If the results hold steady when the remaining 220,000 absentee and provisional ballots are counted, Jaka and Chunka will join the board at its first meeting next month. They will take the seats previously held by Guffanti and David Hubbard, who decided not to run for re-election after 14 years on the board.

Guffanti, a physician and businessman, has been on the board for the last eight years; he had also served a four-year term in the 1980s.

He blamed the sour economy for making it more difficult than usual to raise money to compete with the powerful teachers union, which spent more than $40,000 to support the three winning candidates. Guffanti spent more than $16,000 on signs and mailers for him, Anderson and Fernandez.

As with each district election in the last decade, the campaign was a battle between two distinct groups.

Trustees backed by the district's employee unions and parent-teacher groups have been a majority on the board since a contentious recall election in 1994.

More conservative candidates, often backed by local businesses and developers, have tried to tip the scales with each election.

Meanwhile in the Oceanside City Council race, Guffanti's ally on the board, Jim Gibson, appears to have lost his bid for a seat on the council. He will remain on the Vista Unified board for at least the next two years, when he will be up for re-election.

The three winners will serve four-year terms on the board, starting with the first board meeting in December. For their service, trustees earn $400 a month to oversee roughly 2,500 employees and a $200 million budget.

Sure thing Stacy wrote on Nov 5, 2008 6:32 PM:Guffanti conservative? Yeah right Stacy. Your articles are so biased they ought to be on the editorial page. What is conservative about nastiness? What is conservative about delaying school construction and costing our district millions?

Guffanti was rude and mean to EVERY single group in VUSD--parents, teachers and voters. He got what he deserved. Too bad he was ever elected in the first place.

A union is nothing if the membership is not motivated and we were very motivated thanks to Guffanti and his venom spewing emails and his nutty, even paranoid, and always fact-free opinion pieces that he was allowed (encouraged?) to publish time and time again in your newspaper. His rants (and the quotes we took from them) were among the best ammunition the normal nice and good folks of our district had in our fight to get him off the board.

“The union this,” “the union that,” what is with you, Stacy? Did you notice the hundreds and hundreds of PARENTS involved in the Jaka/Chunka victory? Did you wonder why? Maybe because Jaka and Chunka came to more VUSD campuses and spoke with more parents and children in ONE WEEK then Guffanti did in the last EIGHT YEARS.

Guffanti never gave a darn about parents in our district. The fool did not even show up for the most important forum of the campaign--a forum sponsored by THE PTA and conducted by the LEAGUE OF WOMEN VOTERS. Talk about DISRESPECT for parents!

Good bye and good riddance Guffanti!

Going back to old days wrote on Nov 5, 2008 6:40 PM:I don't know of anyone that trusted Guffanti. On the other hand he is mild to what we have coming in. Judging by the blogs and the comments made at the VUSD BOD meeting I am concerned for my kids.

I think I will look into the add bellow this online article and called the private school advertised.

It was always difficult to attend board meetings and listen to some of the outrageous and inappropriate comments made by Dr. G. By not attending the forum sponsored by PTA, Dr. G and the other two candidates aligned with him killed their chances at winning. Maybe he was tired of calling in to "attend" the meetings after all?

Vista will continue to move backwards as long as we have an undereducated community. Most of the people that I talked to voted by the number of signs they saw on the road.

The bottom line here is that Chunka, Lilly, and Jaka are the choice of the PARENTS to represent them on this Board. Congratulations to them!

To those parents who think this new leadership will result in an inferior education for your child, by all means, take them out and put them in private school. I've a feeling, though, that this new era of decorum will usher in what we all want - a better education for every child in the VUSD.

For starters, if you have ever actually talked with Elizabeth Jaka or Angela Chunka, you'd know they are pro-children and pro-learning. They are well informed and have strong opinions about education and are the antithesis of being a "puppet" as you say. They will not be bullied by anyone. The only surprising puppet has turned out to be Dr. Lilly.

In the coming years the VUSD board of trustees they will reign in spending in Vista as well as take a serious look at expensive programs like LindaMood Bell during a challenging time in education.

Dr. Joyce Bales has seen fit to spend millions on LindaMood Bell at great compromise to many other programs that have been reduced/eliminated. Are you happy with that? Do you really understand LindaMood Bell and it's effect? Probably not.

When you refer to the union . . . it is laughable! What have they actually done? They have one of the lowest pay scales in the county and there will be no money from the state over the next four years to change that. If you've ever met with any of the union people, they are just a bunch of classroom teachers. . . so the union label you throw on them is humorous.

Why don't we hear of all of the board election/union issues in other N.County school districts? It's because no other school districts had trustees with a personal agenda like Gibson and Guffanti. The hate, accusations and blame that has spewed out of their mouths for years are the source of their demise.

It is clear from this election that the VUSD parents are sick of it and were the ones who made a difference in electing Jaka, Chunka and Lilly. When Stephen Guffanti chose to shine the PTA's candidate forum, he dealt his own campaign and that of Anderson a death blow and the PTA will tell you that.

The caustic rants will now give way to thoughtful, rational solutions to new high schools and reasonable learning for all children.

Three times I emailed the Board members with a question (I didn't send a long email but kept it short to get an answer). The only one who EVER replied was Guffanti. Our District is almost the worst rated in the County because of our english learners. Lindenmood Bell works. If you destroy this path the District WILL get sanctioned and YOUR kids will be left with the mess because those of us who care about the district as a whole will have left. And you can say, go ahead and leave. Fine, by the time we find other ootions it will leave the district with just 15% english speakers and 85% english learners. Have fun with that.

When a parent called or e-mail the board members about a problem he would answer, and try to help the group or individual. He only went on to the board because he truly cares about children, and wants our kids to have the opportunity to get the best education possible. And yes, I have seen him loose his temper at a board meeting. But if I had Jan O'Riley attact me the way she did him over something that did not have anything to do with the education of the schools.

I also know of 2 of the three people you voted on to the board.
Lilly has and will tell you what you want to hear, and then do what he wants. This is not hear say this is what he did to me and the group I was with.
As for Jaka, dont thing of seeing HIGHER education in the VUSD. On the middle school honors committee she voted against the honors program, and beleave that one level of education is good for all sutdents and that high achiving students do not need to be challenged.
The 4 VTA board members will now do what is best for Jan O'Riley, which SHOULD NOT be confused with whats best for the Vista Teachers.
The VUSD lost a good man.

The Divider wrote on Nov 6, 2008 7:14 PM:Unfortunately, I think Dr. G used the opportunity to respond to inquiring parents in the community to criticize teachers, code: VTA. What Karl Rove was to this country between 2000-2008, is what Dr. G was to this District between 2000-2008: A Divider. And in both cases the motivation was to push forward a personal agenda, as well as establish and maintain a majority to ensure that vision.

The public has finally caught on - which is why Barack Obama won (an election with the most votes ever cast for a single presidential candidate) and why this community selected Jaka, Lilly and Chunka as its leaders.

The 8-year long nightmare both locally and nationally is finally over. And that is something to be thankful for.

Jaka and Chunka are very much pro-children and will not be "pansies" for anyone, including Dr. Bales. They will listen to parents and think for themselves. I also want to defend Carol Herrera, who is the only other person on the board who has a mind of her own and the strength of character to do what is right. Furthermore, as a former teacher who used to be at odds with the union when they put teachers before kids, I must say that under Jan O'Reilly's leadership, the union has been very student-centered in the last few years. I see much better days ahead for VUSD.

As I suspect you are most assuredly the typical voter in VUSD.

Let me enlighten you: This election was for a SCHOOL DISTRICT BOARD" not for a PTA position, bake sale, or a SSC commette.

I have very serious questions when we elect someone who has been sitting on a school site counsel committee for 9-12 years and does not know anything about bylaws, budgets or procedures.

First of all, you probably won't be able to sway a person one way or the other by the comments that you make. Second, trying to "enlighten" someone will not happen through comments posted. Third, I think that people have too much time on their hands to not only make a comment, but that to check back to see if someone has responded to their comments, so they can respond back.
