ESCONDIDO: Diaz expected to make City Council less conservative

Pfeiler, Daniels predict change in priorities

ESCONDIDO ---- The dynamics and priorities of the Escondido City Council are expected to change next month when Olga Diaz, a liberal and a coffeehouse owner, replaces Realtor Ed Gallo, who has been arguably the council's most conservative member.

For the last four years, Gallo was part of a three-member conservative majority that spent a lot of time and money on issues related to illegal immigration and crime.

With only Sam Abed and Marie Waldron left from that majority, the council will shift its focus away from those issues and spend more effort on economic development and updating the city's blueprint for growth, Mayor Lori Holt Pfeiler and Councilman Dick Daniels said last week.

"Olga will make the council less conservative, and she will make us a more well-rounded council," said Pfeiler, a moderate Republican. "Some other issues will move to the forefront."

Daniels, who is less conservative than the previous council majority, said he expected the new council to retain many of that majority's pet programs, such as its aggressive anti-graffiti efforts. But he said some things that have been neglected, such as the city's water and sewer systems, will become much higher priorities.

However, Abed said the fact that he received the most votes in last week's election ---- roughly 950 more than Diaz and 2,500 more than Gallo --- showed that the public strongly supports the policies of the old council majority.

"I don't see any need to change the direction of the council or the policies," said Abed, who has attributed the Diaz victory to high turnout by Democratic voters and attacks on Gallo by the city's firefighters union.

Diaz, who said she has been observing the council closely for the last six years, said she expects to take significantly different stances than Gallo, Abed and Waldron on many issues.

"I've been watching the council for a while, and I think I will vote most often with Lori and Dick," Diaz said.

But Diaz said she plans to learn and observe before making any waves on the council. Daniels, who was a council newcomer just two years ago, has agreed to be her mentor.

The election of Diaz, 32, also represents some milestones for the city.

She is the first fluent Spanish speaker ever elected to the council, she is the second-youngest person ever elected, and this is the first time in at least four decades that women will make up a majority of the five-member council.

Changing course

Since Abed was elected to the council in 2004, the panel has been criticized for damaging the city's reputation with mean-spirited legislation aimed at making Latinos feel unwelcome in Escondido.

Those efforts include a failed attempt in 2006 to prohibit landlords from renting to illegal immigrants, Gallo's proposal last winter to crack down on day laborers and recent efforts to adopt overnight parking restrictions in predominantly Latino neighborhoods.

Critics contend that those efforts have cost the city millions of dollars for studies and legal challenges, while also diverting high-level city employees away from more important issues.

Diaz has been an outspoken critic of those policies, and Pfeiler said the arrival of Diaz on the council will discourage Abed and Waldron from pursuing similar proposals.

The council has already abandoned the rental ban, and Daniels said last week that he would not join Abed and Waldron in support of new day laborer restrictions.

The proposed parking ordinance is still being revised by city staff members, but Daniels said there was no chance for a comprehensive ordinance now that Gallo will be off the council and Abed has changed his position on the issue.

Daniels urged the council last spring to limit parking restrictions only to neighborhoods that seek them with petitions or a majority vote. Abed says he now agrees with that position, but it is not clear whether Daniels and Abed can get a crucial third vote for that approach.

Another important shift on the council may be increased power for Daniels, whom many people expect to become a swing vote on controversial issues. He could choose to side with Abed and Waldron on one side, or with Pfeiler and Diaz on the other.

Daniels said many people have suggested to him that there will now be such a dynamic, but he also said such speculation is oversimplifying.

"I tend to vote issue by issue," Daniels said. "I don't see the votes of the council as an organized pattern."

Diaz said she hopes to find issues where she agrees with Waldron. She said she supported Waldron's vote last year opposing higher pay for council members.

Abed said he is confident that he and Diaz will work relatively well together.

"We have contrasting political philosophies, but I'm sure we can work on many issues we agree on,'' Abed said.

One example he cited was the city's pension crisis. Declines in the stock market forced the city to use $18.5 million of its $85 million budget on employee pensions this year, and Abed and Diaz have said that the city must explore reforming the system.

Priorities for Diaz

While Diaz said she would like to slowly work her way into the job, she also said the council will be forced to deal with key budget issues from the moment she arrives.

Plummeting sales tax revenue has increased the projected deficit for the current fiscal year from $1.6 million to $5 million, prompting city officials to ask department heads for midyear cuts.

In addition, the financing extension granted to the developer of a seven-story downtown Marriott expires Jan. 1, less than a month after Diaz will be sworn in on Dec. 3. Diaz has criticized a city agreement to cover $19 million of the hotel's $67 million price tag, but the rest of the council members have been strong supporters of the hotel as an economic catalyst for downtown.

Diaz said she also plans to hold at least one public forum where people who have felt "unrepresented" on the council can bring issues forward.

Diaz said she is confident that she can juggle her council duties with raising her children and running her two Blue Mug Coffee & Tea locations, one downtown on Kalmia Street and the other on El Norte Parkway in the city's Country Club neighborhood.

"I can't imagine it will be any more time-consuming than running for election the past two years," she said.

On the milestones, Diaz said it's hard to predict what will result from her ability to speak Spanish or having the first female council majority in at least four decades.

She said she hopes to be a calming influence on the city and the council.

"If you do it right, the City Council should be quite boring," she said. "Instead of making everyone angry, we should focus on the basics, like potholes and street lights."

Maybe that will be a good thing after all, as now she can simply tell the Illegal immigrants that it is wrong and illegal to drive without a driver's license, registration , and insurance. They will understand, and the problems will stop.

The other issues have been important to improve living conditions in the city for all, but now's the time to focus on the real issues that only a council can do. You call this kind of juvenile name calling journalism? Enforcing the law is "mean-spirited"? So much for objectivity.

And the tax paying, law abiding citizens of this city WANT the day laborer issue dealt with. We want them off our street corners. We don't want to be harassed and stared down every time we go to Lowes or Home Depot. I guess OUR opinion doesn't count anymore. Illegal immigrants get more priviledges, free-be's, and rights than us. Wanting the law enforced is "mean-spirited."

There is more to the story. Did he have a flat tire? Was his car in good mechanical condition? Did he fall asleep? Was he reaching for the radio or a drink? Was the driver licensed and insured?

People just don't veer out of their lane and strike and kill someone?

Is the public going to find out or will this story being buried like so many others? From what I have read so far the woman who was killed did no wrong except be in the wrong place at the wrong time.

Now adjusting for population increase and inflation the cost of providing services for Foreign Nationals (New P.C. Word) is about 12 Billion dollars a year.

Does anyone want to take a guess at what the financial deficient of California is right now? Anyone? Is it any different for the cities?

Isn't a city's infrastructure engineered to match the expected population level? I believe it is. So wouldn't restricting people from parking ten or so cars around a single house also ease the load on that home's sewer, water, etc? So was the decried former majority really so far off by addressing the overcrowding in this city?

Hey Garrick, not only was the past council criticized for damaging the city's reputation, they were also commended by many for taking decisive steps to reverse the decline of this city. Thanks for the balanced reporting here (rollseyes).

Any attention paid to people who are not citizens by a public official is theft of their time. I think Diaz should publicly support, right now, the continued use of sobriety checkpoints to ensure the safety of all, and that includes illegals. I doubt that that will happen.

Her oubursts at city council meetings shown on tv, particularly regarding illegal immigrants and their effects on our community, whether positive or negative, showed to me that she is just not what it takes for any intelligent change in this city. She will be a divisive force in Escondido. Not what this city needs to oversee it through what will prove to be a very difficult time ahead. There is an angry, antagonistic air about her that needs to be watched. She has no interest in Escondido as a whole. She has very definite interest only in what Olga wants. Be careful city council.

For the record wrote on Nov 9, 2008 11:37 AM:I attended those council meetings and also viewed them afterwards on tv. The majority of people shouting down speakers and trying to intimate attendees were those supporting Waldron, Gallo and Abed. It was Waldron who brought the Minutemen Organization into Escondido and all those who spoke that didn't even live in this City. I even remember them booing the late City Council Member Ron Newman as he was trying to speak and voice some reason during the first of those council meetings about the proposed rental ordinance. Abed, Gallo and Waldron are the ones who have fostered ignorance and hate in this community not Olga. With Gallo voted out there is hope for more thoughtful and productive City Council Meetings.

Just because the newspaper highlighted the controversial issues doesn't mean they weren't doing the other things. I can't stand when people brush aside the achievements of this council with a wide brush like that. They have been focused on the business of the city, including potholes and revitalizing older neighborhoods. Look at Los Arboles, the Westside, Mission area, etc.
That has been a priority. That will continue and no credit to Olga for that.

I support Olga - I know Olga and do not believe one negative word written here!

We'll see who turns up at City Hall - I'll be there to back Olga!!! You can bet on that!!!

I wonder what our neighbors think of all the vicious people in Escondido? I'm guessing they think that it is a city full of narrow-minded, nativistic people.

Unfortunately, for the reasonable and sane people (like myself) we have to suffer the consequences of the filth that comes out of these people's mouths. Our city's reputation is tainted by the likes of these "people".

To the neighbors of Escondido:
Our city is actually a very nice city with some very good people. Fortunately, as time goes on (and as we elect new intelligent people to the council) our city is slowly weeding out the narrow-minded. Praise the Lord. Hallelujah!

Olga Diaz beat Ed Gallo fair and square. These naysayers are just pissed about it. And obviously so is Sam Abed (and he continues to have trouble counting - what is a majority afterall?).

See how that "reap what you sow" thing is already working out. ;-)

The city IS required to put a certain percent (15%) towards low-income redevelopment.

It's pretty sad that you seem to begrudge the fact that the city IS helping the low-income neighborhoods. I guess you just want to keep them down, ehh?

Ms. Diaz is also on City Council TV tape where she can be seen and heard bashing and lashing Ed Gallo, Sam Abed and Marie Waldron. Should be interesting to see how and if they 'work together.'
