OCEANSIDE: Plans approved for city's largest shopping center

Objections from competitor overruled

OCEANSIDE ---- Brushing aside objections from the owner of a competing mall, the Oceanside City Council approved plans Wednesday for the city's largest shopping center.

The Pavilion at Oceanside is proposed for a 92-acre site in the San Luis Rey River Valley, near Highway 76 and Foussat Road.

The Planning Commission signed off on the project last month. But Westfield Plaza Camino Real, which owns a 39-year-old mall in Carlsbad, about five miles from the Pavilion site, appealed the decision to the council. The California Department of Transportation also appealed.

An attorney for Westfield said the city incorrectly analyzed the project's environmental impacts.

That irked Councilman Jack Feller, who speculated that fear of competition prompted the appeal.

"I'm very disgusted with this transparent attempt to stop our little piece of economic freedom," Feller said.

Caltrans wanted Oceanside to require the shopping center developer, Georgia-based Thomas Enterprises, to widen Highway 76 at the Rancho Del Oro intersection. The center is expected to add more than 30,000 vehicle trips per day to nearby streets.

The council denied the appeals 3-1.

Councilman Rocky Chavez opposed the project as there was no commitment from the developer to help build a $16 million extension of Pala Road at some point in the future. That road would provide a valuable second access to the center, he said.

Councilman Jerry Kern sat out the vote because he owns property nearby.

It is unclear when construction of the Pavilion could start. Thomas Enterprises Vice President Mel Kuhnel said last month that he anticipated a December groundbreaking. But he was less confident Wednesday.

"We have to wait and see what is going to happen with the economy," Kuhnel said after the meeting.

Plans for the Pavilion include a movie theater, health club, restaurants, big-box stores and a central plaza. Though Kuhnel previously listed Target and Best Buy as future tenants, he declined to name any companies Wednesday.

City officials estimate that the Pavilion would create 2,800 jobs and generate $3.8 million a year in sales, property and business-license tax revenue for the city.

Westfield's attorney, Robert Pontelle, declined to say whether he planned further action.

Umm.. wrote on Nov 20, 2008 1:13 AM:Stick it to Westfield! The irony here is that Plaza Camino Real was originally proposed for this location in Oceanside but Carlsbad made a better deal, and Oceanside wouldn't budge .. and got the Drive-Ins instead.

All the complaining from those on the North side of the property are a minority. Heck, they can walk there too. What a nice place for us to spend time and money. Well, at least time! This will dress up the valley for sure.

Has anyone noticed the altitude at which aircraft are over the proposed shopping center? How about the turbulence created by buildings which will affect the stability of a/c on the final leg for landing at the airport?

I am glad they did not mention Target or Best Buy, why would we ruin our area with those stores? Someone from the council needs to take a good look at the stores off the 78. Downtown is ruined, just look at the stores they have? Open your eyes! During Christmass time how many of us will be shopping around downtown? Mostly kids, I'll be going to Carlsbad or other cities. Again we have a chance to make something nice and enjoyable to ALL familes, not just the few.

Enough already! Use the spaces we already have, fill the homes that stand vacant, before building more, and restore common sense to our people.

There are plenty of other places to go -- like the Forum in Carlsbad, the Promenade in Temecula, and the Shops at Mission Viejo.

You draw up plans and build it when the economy is bad. Labor and materials are cheaper now than when they were in high demand. Gary in Murrieta wrote on Nov 20, 2008 1:32 PM:They should be OK, as long as they do not build an entire mall around Furniture Stores like they did in Murrieta. That shopping center is a ghost town and the only store getting any business is the In-and-Out Burger joint.

The new mall in Menife looks like it is doing pretty good.

Build it and they will come.

I am sick of the City and Developers Trying to sale the pitch that such type of Developments will bring in jobs.

Yes they will but what they don't tell us is to remember - You can't own a house, raise a family, have health care, or good retirement options by working at a strip mall retail store!!!

So once again pollute our Coastal City with meaningless Jobs, and Keep the residents Commuting to Business Parks in other cities..

One would think the City would want to bring in SUSTAINABLE Jobs....

Done right this will bring people from all over to shop in Oceanside. But you need to have the roads to get them there. If you live in Oceanside and use the 76, this project without road improvements spells a traffic disaster. This is shaping up to be another failed project courtesy of Oceanside's city government.

What jobs are available to bring to Oceanside that every other city in this state and country aren't trying to get? You people are out of touch. I'm thankful I live in a city that has a large construction project like this. There are plenty of cities that would love this opportunity. I'm happy my kids will have more options for places to work while they are attending MiraCosta college. Most retail and movie theater jobs are for people who want to work parttime. To make good money, buy a house and raise a family, you need to be a skilled, educated person. I think it is great that Oceanside is moving forward with this project in these hard economic times! I hope my son can work on the construction site. He worked for a builder but has been out of work for months. Thanks for creating the construction jobs Oceanside.

The Department of Transportation appeals the inadequate road planning and future traffic mess, and only Chavez is concerned about it. In a bad economy, with the developer already skittish about going forward with this project - it would be insane to impose more conditions on them! I think this is a great development for our city! By the way, we have plenty of space for future development of manufacturing businesses - if we can ever attract more of that kind of business to Oceanside.

This should be part of any city council member's education, nofreemeals 101a. Haven't any of these people watched the ravages of the wally stores? Always stick it to the taxpayers and keep the businesses happy and local, regardless of what kind of revenue they bring in!

If you can't pay for road improvements through contributions from the developer who's project is creating the traffic, how will those already badly needed improvements be paid for?

Good planning makes for sound development. Poor planning makes for, well you have numerous examples of the results of poor planning in Oceanside. The infastructure will be there long after this shopping center has become funtionally obsolite.

Rockys right wrote on Nov 21, 2008 11:18 PM:A second point of access to a shopping center of this size, right off a major hwy, is critical! Think of how horribly congested the Pacific Coast Plaza gets with only one way in/out (and it's absolutely impossible during the holidays). Extension of Pala Rd. definitely should have been included in this deal.
