The Parks and Recreation Department broke down and removed the train last week for safety reasons, leaving the park's "tot lot" barren save for a small sand box, city officials said.
The city's parks director, Ray Gonzales, said this act was particularly offensive because the playground equipment was used by preschool kids.
"It really doesn't make any sense at all," he said.
Lake Elsinore has allocated $1.8 million to replace outdated playground equipment at various city parks, but Summerhill Park, located across the street from a gas station at the corner of Canyon Estates Road and Summerhill Drive, isn't on the list.
Gonzales said the park will be included on the list that is prepared next year.
To do something in the meantime about the gaping hole where the train once stood, Gonzales said last week that he would be happy to meet with neighborhood residents to determine the type of equipment they would like to have in the park. He also said he would work to seek alternative funding sources for the play equipment.
Lake Elsinore spokesman Mark Dennis said there may be an opportunity for the city to replace the train with something better that might be more appreciated by the area's families.
Anything new at the park would be keenly appreciated by park visitors and families because the train, which anchored the northwestern corner of the park, was the only playground equipment designed for young children.
Canyon Estates residents and visitors to the park last week said the park, dominated by a large soccer field-sized expanse of lawn, is normally used by soccer players, football players and children flying kites.
Families with young children using the park benches and barbecue pits, situated near the tot lot, said they enjoyed the train.
Pooch McClain, a nomadic surfer who parks his van in the park's parking lot during the day, said the train was a popular fixture and there were always little kids playing on it.
"They'd let their imaginations go and focus their minds on something else," he said. "It just takes a few bad apples to ruin it for everyone else."
McClain said this sort of vandalism could have be prevented if the city had cameras installed atop the park's restrooms.
"They would save property and save lives," he said.
Joy Castillo, a Lake Elsinore resident who moved here less than two months ago from a college town in Missouri, said she was disappointed by the loss of the train.
"I'd love to see a nice play structure go up there," she said.
Castillo said the likely culprits are a "handful of bullies."
Some of Castillo's neighbors said police have been actively looking for the "bullies" but they can't catch them in the act. Like McClain, many other neighbors support the idea of installing a camera at the park.

Do you wonder wrote on Nov 30, 2008 8:31 PM:why Lake Elsinore has a bad name? This is the kind of stuff that scares people away. Residents of Lake Elsinore, listen up, you need to be vigilant of the scum that is ruining your city. You see something go down call 911.
chances are... wrote on Nov 30, 2008 9:30 PM:with the graffiti and stuff that had been on the train, it was probably a senseless act of vandilism by people who had nothing better to do with their time...unfortunately for those of us who like to use this park & let our youngsters play on the train, it will never get any better no matter what equipment it is replaced with unless these vandals are caught and prosecuted, if juveniles, their parents must be held accountable for their childrens actions...often times my hubby and I have pulled into the parking lot and pulled right back out instead of letting the little ones play due to those who are lingering around...here's hoping our city of Lake Elsinore will listen up and give us back the park we so deserve...make it a safe place for families please.
MEL wrote on Dec 1, 2008 7:37 AM:I like the camera set up. I also suggest locking the park after 10:00 p.m and re opening it at 8:00 a.m that way no bulllies can park their and rule the place. We also need police patrols and neighborhood awareness.
Steve wrote on Dec 1, 2008 11:25 AM:First of all, vandalism is not something that takes place just in Lake Elsinore, so spare me the negative comments about this city, look around people, it's everywhere. Second, I agree, let't get the neighborhoods involved and start taking some control back. And finally, parents have checked out of their kids lives, they have no idea nor do they care what they're up to anymore. It's simply not their problem. Sad, but true. So now we have to pick up the slack, which is ok because I'm pretty sure we're all smarter than hoodlums.
JOE wrote on Dec 1, 2008 5:24 PM:I TOTALLY AGREE WITH YOU STEVE, BUT ON THAT SAME NOTE. PARENTS CONTROL YOUR KIDS! AS FOR THE CITY AND CITY POLICE THEY NEW ABOUT THIS FOR A WHILE. I HAVE BEEN LIVING IN THIS AREA FOR ABOUT 5 YEARS. I'LL SAY, EVERY TIME I WAS OVER AT THE PARK IT WAS LIKE THE UNFORGOTTEN KIDS WERE ALWAYS HANGING OUT THERE.
Like I said wrote on Dec 1, 2008 10:34 PM:if you see something that isn't right call it in. Don't just drive away. I know you don't want to get "involved" but calling 911 on your cell is pretty easy. If 911 gets you CHP then find out what the direct line to RSO dispatch is. Find out what you can do as a citizen help.
