ENCINITAS: City undergrounding law far from perfect

ENCINITAS ---- A law passed last year in Encinitas requiring electrical, telephone and cable lines to be put underground has caused some property owners to delay or cancel building projects until the ordinance can be revamped to make it more fair, some residents and developers said last week.
