CARLSBAD: Storm-water plan headed back to council

Rancho Carlsbad residents expected to attend Tuesday's session

CARLSBAD -- Tuesday is Election Day, but that isn't expected to prevent a mass of Rancho Carlsbad residents from turning out for that night for a City Council meeting where a storm-water plan is slated to be discussed.

"There will be a visible presence from Rancho Carlsbad," promised Russ Kohl, vice president of the senior community's homeowners association.

The people who live in the 504-home community along El Camino Real near Cannon Road are keenly interested in the revisions to the citywide storm-water control plan.

Rancho Carlsbad contains two creeks within its borders and residents have worried about flooding for years. They are pushing the city to build a storm-water control basin east of their community and want the revised citywide planning document to emphasize the need for such a project.

City officials have said the drainage basin may not be needed now given several recent flood control projects, including the installation of an 84-inch storm drain along Cannon Road.

Rancho Carlsbad residents disagree, and say the city is going back on a promise it made years ago.

Former association president Bill Arnold said Friday that they won't rent a bus to take residents to this city meeting, but they do expect people to wear black T-shirts as they have in the past.

They're not the only ones interested in the revised document, which lists storm-water control projects across town and details city policies regarding the handling of storm-water run-off. The regional Building Industry Association, the owners of the Westfield shopping mall and the environmental organization Preserve Calavera have all submitted comments on the document in recent months.

The council was scheduled to vote on the matter Sept. 9, but delayed the vote.
