Former Oceanside bakery owner Charles "Chuck" Lowery took out nominating petitions Monday to run in the June 8 special election to fill the unexpired term of former Councilman Rocky Chavez.
Lowery, 58, ran twice before for the council, in 2008 and in a failed recall drive last year that was aimed at removing Councilman Jerry Kern. Had the recall passed, Lowery would have been elected with 60.5 percent of the vote from among three candidates on the December recall ballot.
Speaking to supporters outside City Hall, Lowery said, "I really want to represent the residents" of Oceanside.
Councilwoman Esther Sanchez, who supported the recall, posed for pictures with Lowery and his supporters at City Hall.
