Oceanside councilwoman has raised more money than challengers

OCEANSIDE -- Councilwoman Shari Mackin has raised more than any other candidate running for two seats on the Oceanside council this year, with about $38,000 in contributions, according to campaign finance records released this week.

Councilman Rocky Chavez and retired educator George McNeil have both received about $35,000 in contributions, while Jerry Kern, a former president of the Chamber of Commerce, has received $25,500.

C.C. Sanders, a retired police officer, has raised $23,500; a former planning commissioner, George Barrante, has received $18,100; and Michael Lucas, a retired state supervisor, hasn't taken any money.

All of the candidates running in the Nov. 7 election have combined to received more than $175,000 this year.

When it comes to expenses, Chavez has spent almost $39,000 this year, dipping into his campaign coffers from previous elections for the extra funds.

Mackin has spent about $24,000; Kern, $18,000; McNeil, $15,000; Sanders, $10,300; and Barrante, $5,865.

All of the candidates have spent most of their money on political signs, mailers, advertisements and fundraising events, according to the statements. has

Barrante, Chavez, Mackin and Sanders all have about $13,000 left in their campaign accounts, while McNeil has $9,000 and Kern, $7,000.

The candidates' updated financial statements will be released again Oct. 26. There is no limit on how much a person, business or group can give to an Oceanside council candidate. Most of the money the candidates have received has been in $100 donations from residents or developers, but there have been several large contributions.

The largest contribution to a candidate in the last three months was $8,000 that Chavez received from Maria Jubela, an Escondido homemaker.

Joe and Maria Jubela received approval in June from the council to build a three-story duplex on Pacific Street. The project, which has been appealed to the California Coastal Commission, was supported by Chavez, Mayor Jim Wood and Councilman Jack Feller.

Chavez said Joe Jubela called him several weeks later and told him he wanted to help Republican politicians with a strong future.

"I've never met them before," said Chavez, who added that the Jubela family is in the tire business.

The second-biggest contribution in the last three months was $5,000 that McNeil received from the Oceanside Firefighters Association's political action committee.

The union has more than $49,000 in its campaign fund, and has endorsed McNeil and Mackin, said Mike Mathai, president of the organization. The association hasn't yet contributed to Mackin's campaign, but Mathai said "there will be expenditures on Mackin's behalf as the campaign progresses."

Mackin did receive a $2,000 contribution from the California Teamsters, based in Sacramento, and $1,500 from Hi Hope Partners, which has land in eastern Oceanside.

McNeil received $2,000 from Mayor Wood and $2,000 from RPR Oceanside Holdings LLC, a development company based in La Jolla. The company also gave $2,000 to Kern.

The largest contribution Kern received was $2,650 from the Oceanside Airport Association's political action committee.

The airport committee has raised about $12,000 this year and still has more than $4,000 in its campaign fund.
