OCEANSIDE: Details emerge in shooting

OCEANSIDE -- In new details released Monday, police say a man shot by officers in front of his home Sunday grabbed an officer's gun and sicced his pit bull on officers before two of them opened fire.

Sgt. Kelan Poorman, a spokesman for the Oceanside Police Department, said the details came from interviews with the three officers involved in the shooting as well as other witnesses to the altercation outside the house in the 4000 block of Lonnie Street.

Neighbors called police about 10 a.m. to report an argument between Gregory Leathan Kwok, 48, and his father, Poorman said.

Disturbances involving Kwok, a longtime resident, have resulted in police being called to the house five times in the past four years, Poorman said.

While police were en route, additional callers reported that Kwok was in his front yard with a handgun and had fired at least one shot into the yard.

The three officers involved in the original response were Officer Ann O'Neill, a nine-year veteran; K-9 Officer Anis Trabelsi, a five-year veteran; and Officer Justin Willms, Poorman said.

When Kwok saw the officers, he ran into the house and returned with his pit bull, Poorman said. The man allegedly charged the officers, who ordered him to halt and drop to the ground.

Poorman said Kwok ignored their commands and advanced with his dog, which attacked Trabelsi's police dog, Poorman said.

At that point, Trabelsi and O'Neill pulled their weapons, he added.

Kwok grabbed at Trabelsi's gun, prompting the officer to shout that Kwok had his gun, Poorman said.

O'Neill shot Kwok as he continued advancing and grabbing at Trabelsi's gun, according to the sergeant.

Trabelsi fired his gun while Willms deployed his Taser, striking Kwok, who fell to the ground, Poorman said. Trabelsi shot the pit bull as it charged officers. The dog later died at a veterinarian's office.

The police dog is recovering after being treated for puncture wounds, Poorman said.

Officers administered first aid to Kwok until paramedics responded, Poorman said. He was taken to Scripps Memorial Hospital La Jolla.

A spokesman for the hospital said Monday that Kwok was in critical condition with at least one gunshot wound to the torso.

All three officers were temporarily placed on paid administrative leave, which is standard procedure in an officer-involved shooting, Poorman said.

The District Attorney's office will review the incident to determine what, if any, charges Kwok will face. It also will determine whether police violated any laws.
